EMERGENCY MEASURE AND DISPENSING WITH THE REQUIREMENT OF
READINO THE SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT
LtSS THAN FOUR -FIFTHS OF THE MEMBERS OP THE COMMISSION,
WHEREAS, the City Manager has recommended that certain
appropriations for current expenses of the City be made effective
October 1, 1977, chargeable to the appropriations for that year,
when passed, in an amount sufficient to cover the necessary ex-
penses of the various departments, divisions, offices, bureaus
and boards from October 1, 1977 until the annual appropriations ordinance
is in force and effect.
NOW, THEtEFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, PLORIDAt
section 1. That effective October 1, 1977 the following amounts
are hereby appropriated for the current expenses of the City until
the annual appropriations ordinance is in force. These amounts are
chargeable to the appropriations for the fiscal year 1977-78, when the
budget is adopted. The following temporary appropriations are made to
continue the operation of the City until the budget is established.

The Intragovernmental Service Funds are funded by charges to
using departments and other agencies as well as fund balances as required.
Section 3. The following appropriations are hereby made for
debt service payment of principal and interest and incidental costs for
Orange Bowl Warehouse Bonds, Utility Service Tax Bonds, and incinerator Bond
Fund for the 1977-78 fiscal year.

Section 6. If any section, part of section, paragraph, clause, phrase,
or word of this ordinance is declared invalid, the remaining.provisione of this
ordinance shall not be affected.
Section 7, All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 8. The foregoing ordinance is hereby declared to be emergency
measure on the grounds of urgent public need for the preservation of peace, hearth,
safety, and property of the City, and to meet appropriations made.
Section O. That the requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths of
the members of the Commission.
