A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ENTER INTO ANY CONTRACTS OR AGREEMENTS
WHICH WILL INCREASE THE AMOUNT OF FUNDS
AVAILABLE TO THE CITY OF MIAMI AND/OR
EXTEND THE FUNDING PERIOD FOR COMPREHENSIVE
MANPOWER SERVICES SUCH AS RECRUITMENT,
TESTING, PLACEMENT, UNDER TITLE I OF THE
COMPREHENSIVE EMPLOYMENT AND TRAINING ACT
AND FURTHER AUTHHORIZING THE CITY MANAGER
TO EXECUTE ANY ADDITIONAL CONTRACT(S)
AND/OR AGREEMENT(S) NECESSARY TO IMPLEMENT
AND/OR CARRY OUT COMPREHENSIVE MANPOWER
SERVICES AS AUTHORIZED BY THE MANPOWER
PLANNING COUNCIL OF DADE AND MONROE
COUNTIES WITII TITLE I AVAILABLE FUNDS.
WHEREAS, the City Commission, by Resolution No. 75-234
ratified the action taken by the City Manager in entering into an
agreement with the Manpower Planning Council of Dade and Monroe
Counties for the purpose of receiving funds to operate a Compre-
hensive Manpower Services Program; and
WHEREAS, the City Commission has shown continued
support of this program by authorizing the City Manager to enter
into amendatory agreements with Metropolitan Dade County to receive
additional funds and extend the funding period for this program;
and
WHEREAS, the current procedure for legislative action
regarding this program requires a great deal of time and effort

WHEREAS, passage of this resolution will pignii'icantly
decrease the amount of time and effort required to carry out the
Comprehensive Manpower Services Programs; and
WHEREAS, the City Commission, by Resolution No. 77-233,
has authorized the City Manager to enter into any contract or
agreements which will increase the amount of funds available to the
City of Miami and/or extend the funding period for comprehensive
manpower services such as recruitment, testing, placement, under
Title VI of the Comprehensive Employment and Training Act and
further authorized the City Manager to execute any additional
contract(s) and/or agreement(s) necessary to implement and/or carry
out comprehensive manpower services as authorized by the Manpower
Planning Council of Dade and Monroe Counties with Title VI available
funds; and

WHEREAS, the City Commission, by ;,esolution No. 77.585
has authorized the City Manager to enter into any contracts or
agreements which will increase the amount of funds available to
the City of Miami and/or extend the funding periof for a temporary
public service jobs program under Title III of the Comprehensive
Employment and Training Act and further authorized the City Manager
to execute any additional

contract(s) and/or agreement(s) necessary

program as authorized by the Manpower Planning Council of Dade and
Monroe Counties with Title III available funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OP
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
enter into any contracts or agreements which will increase the
amount of funds available to the City of Miami and/or extend the
funding period for Comprehensive Manpower Services Programs under
Title I of the Comprehensive Employment and Training Act.
Section 2. The City Manager is hereby authorized to
execute any additional contract(s) and/or agreement(s) necessary
to implement and/or carry out Comprehensive Manpower Services
Programs as authorized by the Manpower Planning Council of Dade
and Monroe Counties with Title I available funds.

'Attached please find a resolution to be submitted for
approval by the City Commission. The attached seeks
authorination for the City Manager to enter into any
contracts or agreements regarding City pro7rarns funded
under CETA Title I funds with this resolution givirir_r,
blanket approval from the City Commission for all such
contracts/agreements.
The precedent for enclosed resolution has been set by
Resolution 1r77-233 regarding cane authorization for
CETA Title VI funds, and by resolution #77-585 regarding
same authorisation for CETA Title III funds. The re-
solutions have been drawn up with the intent of expediting
legislative procedures regarding ^these CETA programs
and to lessen the great amount of time now required by
the Commission regarding said programs.
