S3S9, AS AMENDED, ADOPTED NOVEMBER 11, 1976, THE ANNUAL APPROPRIATIONS ORDINANCE Pm THE FISCAL YEAR 197647, BY AMENDING SECTION 1 THEREOF; PROVIDING FOR AN Iti= CREASE OF $51,141 tN THE APPROPRIATION FOR SPECIAL PROGRAMS AND ACCOUNTS AND COMMUNITY PROGRAMS; AND A DECREASE OF THAT AMOUNT IN THE APPROPRIATION FOR THE POLICE DEPARTMENT; ALSO AMENDING ORDINANCE NO. 8560, ADOPTED DULY 1, 1976, THE ANNUAL APPROPRIATIONS ORDI- NANCE FOR THE OPERATION AND MAINTENANCE OF OUSMAN HALL AND THE OLYMP IA BUILDING FOR 1"t3CAL YEAR 1976-77; FOR THE PURPOSE OF PROVIDING A CONTRIBUTION TO THE GUSMA►4 HALL AND OLYM1'IA BUILDING BUDGET TO COVER THE $51,141 FOR 1975 REAL ESTATE TAX REQUIREMENTS; CONTAINING A REPEALER PROVISION AND A SEVERABtLTTY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8589 on November 11, 1976, as amended, establishing revenues and appropriations for the fiscal year 1976-77; and WHEREAS, the Olympia Building at 174 East Piagler Street, Miami, Florida, is owned by the City of Miami, which has the responsibility to perform maintenance and upkeep as required; and WHEREAS, the City Commission adopted Ordinance No. 8435 on July 31, 1975, authorizing the Off -Street Parking Board of the City of Miami to administer the City facility known as Gusman Hall and the Olympia Building; and WHEREAS, the City Commission adopted Ordinance No. 8560 on July 1, 1976, approving appropriations for the operation and maintenance of Gusman Hall and the Olympia Building of the City of Miami for fiscal year 1976-77; and WHEREAS, the Dade County Tax Collection Division has submitted a bill showing Real Estate tax due for Gusman Hall and the Olympia Building in the amount of $51,141; WHEREAS, unexpended funds are available in the appropriation for the Police Department in the amount of $51,141; NOW, 'THEREFORE, BE IT ORDAINED BY THE COMMISSION iF THE CITY OF MIAMI, FLORIDA: NOTE: A11 figures .are rounded to the next dollar. tie 1. tlet l et ilrtittanto No g 1311, adopted Novo d or 11, 1976, as ssetded, tho Antual Apprepriatieats Ordinattto for fiscal post 117647, Ls hereby further wooded in On relieving partitulara "Rootlet 1. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a four -fifths vote of the members of the Commission. The real estate taxes for this facility have been delinquent since 1975, On June 2, 1977, the City of Miami. petitioned Dade County to waive the 1975 and 1976 taxes under the authority of F.S. 1.96.2S. The County decided to grant an exemption for the year 1976, but not for 1975. The taxable value for both years, 1975 and 1976 is S1,659,242 and the tax required for 1975 is S51,141 including interest charges. For 1976, Dade County is granting an exemption of $1,379,200. The tax- able value, therefore, is S2SO,042 and the estimated tax on this value is $9,000. The City Attorney has advised the administration to pay these taxes as soon as possible. The two attached emergency ordinances provide for the appropriation of the funds necessary to pay the City's tax obligation for the Olympia Building. The source of the funds needed to finance said tax obligations will be uncommitted salary accruals in the Police Department.
