Planning Department ''September 23, 1977
It is hereby requested that the City Commission be ask•ed'to apptb'Ve
the subject ordinance on an emergency basis,
This office was informed today that unless an ordinance is passed on
an emergency basis there will be a 30-day delay before funds can be
expended. This delay would be detrimental to all third year Community
Development projects, including the Culmer Interim Assistance Program.
Passage of this ordinance as an emergency ordinance will enable funds
to be spent immediately.

City Commission Agenda
September 8# 1977
()
The attached ordinance for City Commission approval establishes
the Third Year Community Development Block Grant Program Trust and
Agency Fund Account, and authorizes the City Manager to execute the
proper agreements necessary to implement the Third Year CD Program,
On February 24, 1977, the City Commission approved this same
allocation of funds by passage of Resolution 77-198 (attached). It
has since been determined by the Law Department and the Office of
:anagement Services that all appropriations for CD projects must be
approved by ordinance. This is a procedural matter and no changes to
the program originally approved by the City Commission are being
requested.
