AN ORDINANCE ESTABLISHING THE THIRD YEAR COMMUNITY DEVELOPMENT 8LOCtt GRANT PROGRAM TRUST ANb AGENCY FUND ACCOUNT, PROVIDING I'OR REVENUES THEREIN FROM A FEDERAL GRANT IN THE AMOUNT OF $0,288,554 ANb MAKING AN APPROPRIATION THEREFROM IN A CORRESPONDING AMOUNT; FURTHER AUTHORIZING THE CITY MANAGER TO COORDINATE ACTIVITIES, ENTER INTO AND EXECUTE AGREEMENTS WITH CONTRACTORS, CONSULTANTS, SOCIAL SERVICE AGENCIES, ANb OTHER LOCAL PUBLIC AGENCIES; REPEALING ALL oRbINANCES bR PARTS OF ORDINANCES IN CONFLICT HEREWi`tt AND CONTAINING A SEVERABtLITY CLAUSE. WHEREAS, the Miami City Commission Resolution No. 77-198 February 24, 1977 authorized and approved the allocation of for the Third Year Community Development Program: and WHEREAS, on May 25, 1977, the City's application to the Department of Housing appropriation of said and Urban Development was approved and monies is now in order; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The Third Year Community Development Block Grant Program Trust and Agency Fund Account is hereby established. Section 2. This delay would be detrimental to all third year Community Development projects, including the Culmer Interim Assistance Program. Fosmocn, Director Planning Department '7r I U 26 AN 8,1 i. i i third Year CbMtnuhity Development Program City Commission Agenda September 8# 1977 (�) The attached ordinance for City Commission approval establishes the Third Year Community Development Block Grant Program Trust and Agency Fund Account, and authorizes the City Manager to execute the proper agreements necessary to implement the Third Year CD Program, On February 24, 1977, the City Commission approved this same allocation of funds by passage of Resolution 77-198 (attached). It has since been determined by the Law Department and the Office of :anagement Services that all appropriations for CD projects must be approved by ordinance. This is a procedural matter and no changes to the program originally approved by the City Commission are being requested.
