HomeMy WebLinkAboutO-087011 ANCE NO, AN ORDINANCE AMENDING ORDINANCE No, 85R9, ADOPTED NOVEMBER 11, 1976, AS AMENDED, THE ANNUAL APPROPRIATIONS ORDINANCE POR THE FISCAL YEAR 1976-77 BY AMENDING SECTION 1 THEREOF; PROVIDING POR AN INCREASE IN DEPARTMENTAL APPROPRIATIONS AND POR A CORRESPONDING DECREASE IN THE APPROPRIATION POR SPECIAL PROGRAMS AND ACCOUNTS AND COMMUNITY PROGRAMS, TO PROVIDE PUNOS POR '0VE1tTIME, • HOLt1 AY, SHtPT DIPPERENTIAL, AND SEVERANCE PAY; CONTAINING A' REPEALER PROVISION AND A SEVERAEILITY CLAUSE, WEREA8, the City Commission adopted Ordinance No, 8589 on November 11, 1976, as amended, establishing revenues and appropriations for fiscal year 1976-77; and WHEREAS, the City Commission adopted on June 21, 1977 Ordinance No. 8667 appropriating funds from Special Programs and Accounts and Community Programs . Reserves for Overtime, Holiday Pay, Shift Differential, and Severance Pay to departmental accounts in which expenditures for those items have occurred; and WHEREAS, further expenditures have occurred and are projected for Overtime, Holiday Pay, Shift Differential, and Severance Pay, and those projections compare with current appropriations as follows: Current Appropriations FY 1976-77 Overtime 600,000 Holiday Pay 694,113 Shift Differential 350,000 Severance Pay 1.627.568 Totals WHEREAS, it provide for projected Overtime, Holiday Pay, Shift Differential, and WHEREAS Projected Requirements FY 1976-77 Difference (Appropriations less Requirements) 760,951 (160, 951) 637,565 56,548 325,777 24,223 2,065� 851 (438, 283) 3,271,681 3,790,144 (518,463) is necessary to increase specific department appropriations to and Severance Pay; unexpended funds to provide the needed requirements for the above accounts are available in the Special Programs and Accounts and Community Programs account entitled, 311% Salary Adjustment Account; NOW, THEREFORE, SE IT ORDAINED BY TiE COMIJSSMON OF THE CITY OF MIAM1, F .OR1DA: Section 1. Consequently, the Annual Appropriations • Ordinance for fiscal year 1976-77 provided funding in that account for over- time, holiday pay, shift differential, and severance pay. The City Commission adopted on June 21, 1977 Ordinance No. 8667 appropriating funds from Special Programs and Accounts and Community Programs - Reserves for overtime, Holiday Pay, Shift Differential, and Severance Pay to depart- mental accounts in which expenditures for those items occurred. The attached proposed ordinance would accommodate that policy by providing funds in departmental accounts in which expenditures for overtime, holiday pay, shift differential, and severance pay have further occurred and are projected to occur for the remainder of fiscal year 1976-77. Total projected expenditures for the four items exceed the current appro- priations by $518,463, as is shown in the proposed ordinance. Since it appears that we will not negotiate during the current fiscal year with employees who have not received 3Y salary increases for fiscal year 1976-77, it is pro- posed that the 3 Salary Adjustment Account be utilized to pay for the additional $518,463 required. The 3 Salary Adjustment Account is located in special Programs and Accounts and Community Programs, and is also budgeted for fiscal '78. The attached ordinance would authorize such a use of that account.
