Although I have made the resolution relatively brief, there are several points that should he noted: 1) Section 2 of the Resolve Clause Presumes that a decision has already been made to pay Pension benefits to CETA employees, even if this requires expenditure of City funds rather than CET\ funds. 2) Section 4 of the Resolve Clause is intended to make it clear that the City Commission will retain the right to amend rules and benefits, including possible changes in the Pension Plan itself. 3) Section 5 of the Resolve Clause is intended as a policy statement to encourage the inclusion of other CETA em- ployees unc or Civil Service. i•.hile this provision is not essential to the basic thrust of the resolution, it appears desirable to use this opportunity to wipe away the existing friction between classified and CETA em- ployees. will be glad to discuss any of this in more detail if you wish. _.I t6tt ttb c ncnntt'{1S j t 1t .Y 1. o1•. 1.1i0 r c liL 3,`'f.�Y� ��jj.. -, i .i ttt= T_'Nl r rC Tf i'� i - i S nt1V. M . fEREAS the City budget for the fiscal year 191 78 will airnb t certainly require that sone City employees 1e laid off, and WHIEREAS the City has received tentative approval from the U.S. Department of Labor to rehire such cmi loyees under the CETA Prcgr at^., and WHEREAS it is the intent of the City Commission that er olo fees who may be laid off and later re-employed under CETA will not be de- prived of status or benefits; NOW THEREFORE BE IT RESOLVED by the Commission of the City of Miami, Florida: Section 1. That regular Civil Service employees who may be laid classified level service off and rehired under CETA will retain their status and will continue to accrue seniority: under the Civil Service rules. Section 2. That such employees will continue to be eligible for and receive the same benefits, including pension benefits as other clas- sified employees in the sane or equivalent classifications. Section 3. That probationary employees r<hired. under CETA will be required to complete their probation satisfactorily in order to gain permanent status. Section 4. That the City Commission by this Resolution does not waive any right that the Commission may have to amend Civil Service rules or employee benefits. Section 5, That the City Commission hereby urges the Civil Service Board to take all actions that nay be necessary to assure that all other CETT. employees of the City are given equal rights to achieve Civil Ser- vice status, including such amendments of rules, procedures and policies as may be necessary to achieve this objective.
