kesolution Concernihq tehefits
for tmployees ttehired Under CETA
As you requested, I have prepared the attached resolution in
craft form concerning the rights and benefits to City employees
who may be laid off and later re-employed under CETA. Although
I have made the resolution relatively brief, there are several
points that should he noted:
1) Section 2 of the Resolve Clause Presumes that a decision
has already been made to pay Pension benefits to CETA
employees, even if this requires expenditure of City funds
rather than CET\ funds.
2) Section 4 of the Resolve Clause is intended to make it
clear that the City Commission will retain the right to
amend rules and benefits, including possible changes in
the Pension Plan itself.
3) Section 5 of the Resolve Clause is intended as a policy
statement to encourage the inclusion of other CETA em-
ployees unc or Civil Service. i•.hile this provision is
not essential to the basic thrust of the resolution, it
appears desirable to use this opportunity to wipe away
the existing friction between classified and CETA em-
ployees.
will be glad to discuss any of this in more detail if you wish.
