HomeMy WebLinkAboutM-77-07382bNt FACT SHEET APPLICANT The owners and trierthants of the Central Shopping Cent', particularly the State of Florida Division of Drivers Licenses EQUE ST A Public Hearing pursuant to City Commission Motion No. 76-597, adopted June 17, 1976: A MOTION RECONFIRMING THE CITY COMMISSION'S COMMITMENT TO THE PEOPLE OF THE GRAPELAND HEIGHTS AREA NOT TO ALLOW ACCESS TO THE CENTRAL SHOPPING PLAZA ON NW 11th STREET FOR AUTOMOBILES, AND REQUESTING THE ADMINISTRA- TION TO COOPERATE IN EVERY WAY POSSIBLE WITH THE REPRE- SENTATIVES OF THE CENTRAL SHOPPING PLAZA IN AN EFFORT TO ACCOMPLISH THE WIDENING OF THE EXISTING OPENING ON NW 37TH AVENUE AS MUCH AS POSSIBLE. The minutes of said meeting reflected that the Commission would review this action in October. EXPLANATION The original approval for Central. Shopping Plaza required a landscaped buffer and rear walls along NW llth Street and NW 39th Avenue prohibiting any access to these two streets from the shopping plaza, except adjacent to NW 7th Street. A public hearing was held by the City Commission on September 12, 1974, to consider a bank and drive-in teller facility; the Planning Department and the Zoning Board recommended an opening for egress only onto NW llth Street at 38th Avenue. At this hearing many local residents and the Grape - land Heights Civic Association were opposed to any additional access openings to the north or west. The Commission approved the application by Resolution 74-970 which stated: A RESOLUTION APPROVING THE MODIFICATION OF CENTRAL SHOPPING PLAZA DEVELOPMENT ON TRACT "A", CENTRAL SHOPPING PLAZA (03-79), LOCATED AT APPROXIMATELY 3875 NW SEVENTH STREET, AS PER ORDINANCE No. 6871, ARTICLE XIII, SECTION 4, TO INCLUDE AN EIGHT -STORY BANK AND OFFICE STRUCTURE, AS PER MODIFIED PLAN, DATED AUGUST 6, 1974; ZONED C-lA (PLANNED SHOPPING CENTER); THAT THIS APPLICATION BE GRANTED WITH THE FOLLOWING STIPULATIONS: 1. THAT THE WALL WHICH EXISTS BE RAISED TO A LEVEL OF 6 FEET: Z. THAT THE �f.PG- LANDSCAPING BE ADEQUATE TO HIDE THE WALL FROM THEr", dy 77. 73/ r C UTSDE VIEW: 3. The Public Hearing on June 17, 1976, was pursuant to the owners and merchants of Central Shopping Plaza requesting a change in the conditions and limitations imposed on Central Shopping Plaza by the City. The proposed change was to permit one or more openings for ingress/egress to NW llth Street to facilitate traffic movement for two operations which have been added to the shopping center since its original development. These are a Florida State Drivers License Station and a bank drive-in teller operation. PLANNING DEPARTMENT RECOMMENDATION See attached memorandum DADE COUNTY DEPARTMENT OF TRAFFIC AND TRANSPORTATION RECOMMENDATION It is felt that additional signalization inthe area would not be helpful, but that the relatively minor degree of difficulty in certain areas of the center could be reduced by allowing access between llth Street and the northern isolated part of the center. (October 22, 1976) CITY COMMISSION ACTION Deferred October 27, 1976 for full Commission (1 member absent). Denied wall opening November 17, 1976, and requested investigation of alternative sites for the Drivers License Bureau. Deferred April 27, 1977 for neighborhood meeting to discuss alternatives, to be chaired by Commissioner J. L. Plummer. Deferred July 21, 1977 due to anticipated length of meeting. Honorable Members of the city Comtnissioh FROM Commissioner DATE July 7, 1977 $U$JEC1 Neighborhood Meeting Drivers Testing Station ��RR REFERENCES F'iimmer, Jr. April 27, 1977 ENCLOSURES Commission Meeting of In response to the Commission suggestion, at the meeting of April 27, 1977, with reference to the subject matter, a meeting was held with interested parties, June 1, 1977 at the Steve Clark Recreation Center. I would like to thank you for allowing me to serve as chairman of this committee and I herewith forward to you the following report: In attendance were approximately fourteen Grapeland Heights residents; representatives of the Florida State Drivers License Bureau; representatives and owners of the Central Shopping Plaza; representatives of the Planning Department; F. Cobo, Administrative Aide to the Mayor; Vice Mayor Theodore Gibson; and myself. Upon the restating of the problems and concerns of all parties involved, additional conversation led to discussions of various alternatives as to the potential location of an opening in the shopping center rear wall, which was fundamentally rejected by those residents in attendance. There was also discussion relating to the Center's owners offering to construct an on -site driving course on the vacant -unpaved property at the northwest corner of the site, across from the existing Drivers Testing offices, pro- vided that a wall opening for egress only was permitted to NW llth Street. The suggested opening was again opposed --by the residents while little objection was voiced an the on -site testing course.
