FOR THE ACQUISITION OF INQUIRED LAND POR THE AFORESAID MUSING
ACQUISITION PROGRAM; CONTAINING A REPEALER PROVISION AND A
SRVERABILITY CLAUSE,
UMER AS, there is a shortage of adequate housing units for households
.of low and moderate income; and
WHEREAS, the City of Miami passed a $25,000,000 Housing Bond Issue to
alleviate his crucial need; and
WHEREAS, the U. S. Department of dousing and Urban Development, in
response to the City of Miami's efforts to provide such housing, has allocated
subsidies for 400 Section 8 new construction dwelling units for households of low
and moderate income; and
WHEREAS, land on which to construct these units is needed to provide
the spatial deconcentration of subsidized housing within theCity; and
WHEREAS, the Wynwood neighborhood presently has a minimal number of
public housing units and has continuously requested the allocation of such units on
a scattered, low density basis within their neighborhood; and
WHEREAS, Dade County's Department of Housing and Urban Development
has agreed to complement City funds to acquire the necessary land to house forty
(40) low and moderate income households in the Wynwood neighborhood;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The second year Community Development Block Grant • -
Land Acquisition for Subsidized Housing, Wynwood Project Trust and Agency Fund
Account is hereby established.

the acquisition of the required land.
Section S. If any eection, part of section, paragraph, clause,
phrase, or word at this ordinance is declared invalid, the remaining
provisions of this ordinance shall hot be affected.
Section 6. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.

The U.S. bepartment of Housing and Urban bevelopment, in
response to Miami's housing efforts as demonstrated by the
passage of the $25,000,000 Housing Bond Issue proposed last
year, has allocated Section 8 subsidies to service 400 dwell-
ing units for low and moderate income persons.
The City of Miami's Housing Bond funds will be used as collat-
eral to bade County's revenue bonds in the development of the
400 units.
In order to receive final approval for all units, additional
land must be acquired to house these units. In our application
to U.S. HUD, ownership or available funding to promptly acquire
the units must be demonstrated or else the units will be for-
feited.
The most feasible method of meeting this criteria is to acquire
sites for forty (40) scattered units in tie Wynwood target area
where presently little subsidized housing exists and where the
community has repeatedly requested such housing.
The total acquisition cost for the Wynwood sites is estimated
at $320,000. The City of Miami's Office of Community Development
will be allocating $170,000 out of its second year Local Option/
Contingency fund and Dade County HUD will provide the additional
funds necessary for the acquisition.
