ORDINANCE NO.
AN ORDINANCE ESTABLISHING THE THIRD YEAR
COMMUNITY DEVELOPMENT nom ORANT.MCIAL
SERVICE PROGRAM TRUST AND AGENCY FOND
ACCOUNT; PROVIDING FOR REVENUES THEREIN
PROM A FEDERAL GRANT IN THE AMOUNT OP
$304,810 AND MAXING APPROPRIATION
THEREFROM IN A CORRESPONDING AMOUNT;
FURTHER AUTHORIZING THE CITY MANAGER TO
ENTER INTO AGREEMENTS WITH CERTAIN
APPROVED SOCIAL SERVICE AGENCIES; CON-
TAINING A REPEALER PROVISION AND A
SEVERABIL/TY CLAUSE.
WHEREAS, on February 24, 1977, the City commission
approved the allocation of Community Development Funds pro-
posed by the City's Community DevelopMent Office for Social
Service funding by passage of Motion 77-197; and
WHEREAS, on July 7, 1977 federal funds wore
r 1 aged and appropriation of eaid money is now in order'
BE IT ORDAINED BY THE COMMISSION OP THE CITY OP
MIAMI, FLORIDA:
Section 1. The Third Year Community Development
Mock Grant -Social Service Program Trust and Agency Pund is
hereby established.
Section 2. The following appropriations are made
for the purpose of funding 31 social service programs as
indicated, which are conducted by the City's Community Develop-
ment Office, said funding to cover the period commencing
October 1, 1977 and ending Suns 30, 1978.

Section 3. All ordinances, code sections, or part
thereof in conflict herewith, insofar as they are in conflict,
are hereby repealed.
Section 4. Should any section, part of section,
paragraph, clause, phrase, or word of this ordinance be declared
invalid, the remaining provisions of this ordinance shall not
be affected.

As of dune 107 19777 contractual agreements with eleven agencies who had
received funds from the Second Year Community Development Funds expired.
On I~ebruary 24, 1977, a motion of intent was passed by the City of Miami
Commission to accept the allocation plan for the Third Year Community
Development Funds related to social service agencies. The Department of
Housing and Urban Development Region Pour Area Office released as of
June 30, 1977, the funds conditioned under Section 17-13 of the grant
agreement for project activities as shown on the 'Form (attached) }IUD 7015.14.
Also attached is a copy of each approved form.
The release of these funds, as stated, apply to the Third Year funding
of social service programs under the Community Development Block Grant.
In order to avoid the possibility of these programs having to either
operate without funds or close down because of the lack of funds, the
following emergency ordinance allocating 3/12ths of their appropriation
to cover the period of July 1 through September 30 is presented to yoU
for your approval and presentation to the City Commission. Also an
ordinance is presented to you for the first reading to allocate the balance
of those funds commencing October 1.
