J. Ross Associates Inc. (a joint venture) of 2660 Brickell Avenue, Miami, Florida, is recommended. Selection Process The consultant selection process was consistent with procedures of the Florida Consultants' Competitive Negotiation Act of 1973. The City Tanager appointed a Selection and Negotiation Committee composed of: Richard Fosmoen, Assistant City Manager and Director of Planning Vincent Grimm, Assistant City Manager Charles Cruripton, Assistant City Manager James Connolly, Project Director Morris Kaufrnan, Construction Management Specialist Advertisement for architectural services was placed in the "Miami Herald" and "Miami News" on July 31, 1977, "Miarni Review" on July 29, 1977, "Miami Times" on July 28, 1977, and "Diario Las Americas" on July 31, 1977. I-erendino Grafton Spillis Candela Morton Wolf berg Alvarez Toracido Seiglie.Frese /7L l'a7z. 6 kussell Martinet & Holt Lemuel Ramos Sackman & Ddldwitt tut-ns & McDonnell & HOK Group 2 International Nelson Spoto The criteria established for evaluation included: relevant experience in designing similar projects; proposed engineering consultants; exarnples of design indicating creativity and sensitivity to the project requirements; organization and professional staff; design exper- ience of team which will work on this project; firm's affirmative action program and capa- bility to meet City's requirements; firm's experience in other City projects; firm's familiarity with the Government Center Plan and CF3D. (See Attachment A) I3ased on these criteria the Selection Committee evaluated six firms as qualified to undertake this assignment. The six firms were personally interviewed by the Selection Committee on September 2, 1977, and were ranked in the following order: I. William Morgan, Architects - H. J. Ross Associates, Inc. (a joint venture) 2. Pancoast 3orelli Albaisa Architects -- De Zarraga and Donnell Inc., Consulting Engineers 3. SKBB (5everud, :night, Boererna, Buff) A. Bouterse Perez & Fabregas Architects -- Wilbur Smith & Associates, Consulting Engineers 5. The Smith, Korach, Hayet, Haynie Partnership b. Connell Metcalf & Eddy William Morgan Architects - H. J. Ross Associates Inc. was unanimously chosen by all mem- bers of the Selection Committee (See Attachment i3). The firm has had the greatest amount of experience in similar projects including: --Federal Courts and Office Building, Fort Lauderdale, Florida --State of Florida Regional Service Center for Duval County --Plaza Executive Center Office Complex, Miami, Florida --Police iviernorial luilding, Jacksonville, Florida --Florida Slate Museum, Gainesville, Florida Mr. William Morgan, F.A.I.A., whose main office is in Jacksonville, Florida, has worked with H. J. Ross Associates, Inc. of Miami on a joint venture basis for seven years. If awarded this contract, the joint venture has indicated that of the work would be done in the Miami office. Mr. Morgan who has gained national recognition as an architect is noted for innovative and creative design; and the proven ability to bring in major projects on time and within budget. While the other firms interviewed by the Selection Committee have the expertise to under- take this project it was the consensus of the Committee that William Morgan Architects - H. J. Ross Associates, Inc. (a joint venture) have superior design capabilities which are essen- tial for this project. The City Adrninistration Building will be a phased project that will eventually be 200,000 square feet, the first phase will be 6!i,000 square feet thus requiring future expansion on the limited 2 acre site to be constructed in a manner that will allow the initial structure to remain in operation. In addition the structure initially must be a complete structure since no funding is presently available for the completion of this project. The sfiidll scale of the projected City Complex in comparison to County, State, Federal and the City Police and Crime Prevention Headquarters necessitates an innovative and unique design to distinguish the structure. The symbolic nature of a City Administratiori;.: Building requires quality design since it will denote to .thepublic the outlook and direction the City of Miami intends to pursue in the future. The City has been notified that an EDA (Economic Development Administration) Grant Application for $3,193,000 for the first phase of the Administration Building has been accepted and final approval from Washington is expected before September 14, 1977. Under terms of this grant, construction must commence within 90 days which necessitates the procure- ment of architectural services immediately. It is recommended that the Commission act upon this recommendation at the September 8th Commission Meeting. Polide Memorial Building for the City of Jacksonville, this recently completed 204,000 sq. ff. oO ice -facility provides administrative office space and parking for 240 vehicles on a two block downtown site. The roof areas of the low profile structure are developed as a public park. The design was chosen for construction as a result of our winning an AIA Open Competition, and illustrates our team's design ability in competition with other firms. The repeated success of this team in producing work of high design quality on time and within budgets is due to several factors: Simultaneous resolution of all aspects of design, including architectural, structural, mechanical, electrical, landscape, graphics, lighting, and other disciplines. All consultants are involved in all phases, including initial conceptual design. Experience working together as a team. William Morgan Architects and H. J . Ross Associates have collaborated on a number of multi -million dollar projects in South Florida for over seven years. Cost control is provided at every stage and from a variety of sources. In addition to professional estimators, we obtain advice and preliminary bid information from reputable local contractors and subcontractors for major systems. Quality of personnel is evidenced by the high proportion of registered architects and engineers on the team. Principals are actively involved in the project from initial contact through construction. Design ability is indicated by the team's awards and publication record. The Florida Association of the American Institute of Architects has given more design awards throughout its history to William Morgan Architects than to any other firm. The national AIA 1974 Honor Award to this firm was the first such recognition paid to an architect in Florida within the last decade. The Team SKBB, Inc., Architects, Planners & Urban Designers is the outgrowth of the firm established in the Miami area in 1939 by Gordon M. Severud, A,I.A. The firm has grown through the years in size and experience and in 1977 became a corporation as it is presently known. Its pro- fessional and technical staff ranges from 22 to 25 in size. .At the present time, the firm has a total of 21 people, 8 of which are regis- tered architects and 6 of which are professional engineers. The philosophy of the firm is one that recognizes the complexity of the building environment. In order for the Architect to design effectively in this complex environment we have today, a full compli- ment of knowledge and expertise is needed. The Architect must be able to combine art with the skills and knowledge of planning, engineering, ecology and social behavior within a cost and benefit analysis frame- work. For this reason, in 1976, SKBB broadened its "in House" scope of services to include planning, engineering and urban design. Statement of Program Object IVeS Our evaluation of both the "City of Miami Administration Building Program of Space Requirements 1977-1985" and the "Local Public Works Capital Development and Investment Program Application" is summarized below: 1. CONSOLIDATION OF CITY OFFICES The proposed City Administration Building, which will have as its first phase of construction approximately 64,000 sq. ft. and even- tually grow up to a total of 200,000 sq. ft., is intended to house all of the administrative offices which are presently scattered throughout the city at various locations (i.e., Dinner Key, Dalles Park Hotel, Olympia and Watson Buildings). 2. ENVIRONMENTAL RESPONSIVENESS TO THE DOWNTOWN GOVERNMENT CENTER The City of Miami Administration Building will be an integral part of the Downtown Government Center. Occupying a 2 acre site on its western edge and adjacent to 1-95, the Administration Building should be a low profile structure not more than 6 stories which sensitively responds to the nearby structures, pedestrian and traffic flows and natural environment. NOTE: THE FLAGLER STATION POST OFFICE LOCATED IMMEDIATELY NORTH OF THE DADE COUNTY GOVERNMENT CENTER WAS DESIGNED BY CUR FIRM IN AN EFFORT TO CREATE AN AMIABLE URBAN SETTING AND RELATE TO THE EXISTING AND PROPOSED GOVERNMENT CENTER BUILDINGS IN TERMS OF AXIAL ORIENTATION, USE OF MATERIALS, TEXTURES, CCLCRS, FINISHES AND CONCERN FOR PEOPLE ORIENTED SPACES. 3. ENERGY EFFICIENT, FLEXIBLE AND BARRIER FREE ENVIRONMENT The first phase of construction will house nine departments/divisions with an approximate gross floor area of 64,000 sq. ft. Approximately 353 persons will work in this structure housing the Building Depart- ment, Planning Department, Planning and Zoning Board, Public Works, and the five divisions of the Fire Department. The first and subse- quent stages of construction shall be sensitive to site planning and • architedtural design considerations which will minimiie cooling and heating loads; take advantage of natural ventilation and light; assure a barrier -free environment; and protect against potential environmental impacts from nearby noxious facilities. NOTE: OUR PAST PROFESSICNAL EXPERIENCE IN THE DESIGN CF THE SCHOOL OF BUSINESS ADMINISTRATICN FCR THE UNIVERSITY OF MIAMI; THE INNOVATIVE INDUSTRIALIZED CCNSTRUCTION APPROACH WE DEVELOPED FCR EDUCATIONAL FACILITIES IN THE EARLY 1970'S; AND OUR INVOLVEMENT IN THE DESIGN OF MEDICAL FACILITIES AT BOTH THE MIAMI HEART INSTITUTE AND JACKSON h/EhCRIAL HOSPITAL PROVIDES THE BEST EVIDENCE CF CLR LONG TIME CONCERN FCR HIGH QUALITY DESIGN WHICH IS ENERGY CCNSCICUS, ADAPTIVE TO CHANGING USER NEEDS AND TOTALLY BARRIER FREE. 4. THE REVITALIZATION OF DOWNTOWN MIAMI In addition to increasing the city's effectiveness in servicing its citizenry, through a consolidation of all the offices in one location which will be served by the Dade County Rapid Transit System, the pro- posed City Administration Building will provide added impetus to revitalization of downtown Miami. The architectural quality of this project has to be commensurate with the city wide goals of converting the downtown into a first-class cosmopolitan urban center. NOTE: SKEB. INC.
