CARLOS SALMAN, MR. GARY DIX, AND MR. CYRIL SMITH, AS ALTERNATE MEMBERS, TO THE BUDGET REVIEW COMMITTEE, UNTIL THE THE SAID COMMITTEE IS DISSOLVED ON NOVEMBER 1, 1980. WHEREAS, Resolution No. 77-480, adopted June 9, 1977, created a BUDGET REVIEW COMMITTEE; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ten members were to be subsequently appointed to this Committee (five regular members + five alternates). Unfortunately it has taken an unusually long time to get the names of nominees for the anticipated appointments. As of this date, I have received the names of seven nominees and have obtained the required personal information and resume forms from all seven. This information will be supplied to the City Commission for background prior to the Commission meeting when appointments will be made. Attached is a resolution which will effect the appointments of sevon of the ten people to be appointed to this committee. When I receive the names of the remaining three nominees, the necessary informa- tion will be requested and an appropriate resolution will be prepared. Resolution 77-480 provides that this committee will investigate and recommend methods 13y which information relating to the City's an- nual budget and the budget process can be best communicated to the Citizens of Miami. The term of the committee's existence expires in November of 1980, giving the committee three budget cycles from which to gather knowledge and data for its use in developing their final recommendations. I shall be pleased to render whatever as- sistance you deem appropriate in order to help the committee begin its work. In 1961, graduating Cum Laude, he obtained his Bachelor of Arts degree in. Sociology. flr. Fair received his Master of Social Work degree in 1963 from the Atlanta University School of Social Work, where he was also recognized for obtaining the second highest academic rating in the Community Organization sequence in his class. Migrating to Miami in 1963, Mr. Fair was employed as Associate Director of the Urban League of Greater Miami. Nine months later, he assumed the position of Executive Director ... the youngest director in the history of the National Urban League Movement. Nis professional affiliations are with the South Florida Chapter of the National Association of Social Workers, the National Association of Inter -group Relations Officers, and the Council of Executive Directors of the National Urban League Southern Regional Executive Council. As president of the Executive Council, Mr. Fair was responsible for representing the Council to the National Urban League, as in the equitable distribution of Federal Thrust reserve and other major concerns of the affiliates. Aside from his professional work in the community, Mr. Pair's interest in civil rights and human liberties is evidenced by his participation in various local social welfare projects, Ire is presently ;a member of the National Committee for the Support Of Public Schools, and the Executive Board of the Florida State Human Relations Council. Me is also a member of the Foundation for Freedom and Democracy in Community Life. His previous involvements include serving on the Board of Directors of the United Black Federation of Dade County (1965), founder and Vice -President of PACT (Planning, Action and Community Team), (1966), Grand Master for th?
