A RESOLUTION ACCEPTING THE OFFER OF SERVICES FROM MALL TRANSPORT, INC. , FOR FURNISHING A SHUTTLE TRAM SERVICE IN DOWNTOWN MIAMI TO NEW WORLD CENTER- BICENTENNIAL PARK FOR A TRIAL PERIOD OF SIX (6) MONTHS AT A TOTAL COST OF $ 17,103,00 ; ALLOCATING FUNDS FROM PUBLICITY TOURISM RIIDGFT FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE ATTACHED AGREEMENT WITH MALL TRANSPORT, INC. TO PROVIDE THESE SERVICES. WHEREAS, pursuant to Motion 77-298 of March 24, 1977, the City Commission authorized and directed the City Manager to obtain proposals for a tram service to Bicentennial Park and report his recommendations, including cost figures and proposed routes; and WHEREAS, invitations were mailed to three (3) potential firms indicating the City's interest in soliciting services for a trial period of operation of six (6) months; and WHEREAS, two (2) offers were received; and WHEREAS, these offers have been fully explored by staff of the Department of Parks and Recreation and the firm of Mall Transport, Inc., was judged to be most qualified and to represent the lowest cost of service "DOCUMENT INUEX ITEM NO. Two (2) offers were received by the Department on June 27 , 1977, and «•e proceeded to ride and evaluate the respective firms' equipment, currently in use in the South Florida Area, interview personnel, and evaluate costs submitted by the respondent firms. The offer made by Mall Transport, Inc. , vas found to be signifi- cantly lower than the offer of Voyager Sightseeing Train without a corresponding decrease in quality of equipment, maintenance, or operating personnel. Based upon the cost figures submitted for equipment and personnel, a table comparing equipment, days of operation, and costs designated by each of the two firms was prepared and is depicted on page 4. A careful evaluation was also made of alternative routes for the shuttle -tram service and these have been depicted on the attached reap exhibits (pgs. 5, 6, and 7), together with the merits of each route and the approximate intervals of time between terminus points. As shown in these exhibits, Alternate Route ill, which AtioVeS within Bayfront Park to a point near the Miamarina and proceeds on to the Portside Cafe in Bicentennial Park, is considered to be the most desirable for reasons described in that exhibit. However, the interval of time in following Route 1/1, between terminus points, is felt to be excessive (25 minutes) and would not be suitable for conveying lunchtime crowds to the Cafe. Although this interval could be reduced to 12 minute's by the use of two (2) Jeeps acting as independent operating trains, it would double the cost of operation and tvould, we feel, not Nvarrant the increase cost. Alternate Route #2 on the otherhand, is a more direct route following Biscayne Boulevard and would provide an interval more acceptable (12 minutes) for rnoving people quickly to and from the park restaurant facility during lunchtime hours, It is also our belief that shuttle -tram service should be provided on a seven (7) clay basis rather than limiting it to a weekday -only basis in order to encourage Saturday and Sunday visitors to the Downtown Bayfront Parks. This would offer an especially convenient and appealing opportunity for visitors to experience not only Bicentennial Park but also Bayfront Park as well. It was also concluded that two (2) coaches should be utilized in the tram in that a second coach would only acid approximately $1, 000 to the overall cost of operation and would double the total number of passenger seating from 16 to 32. Although, either Alternate Route #1 or #2 would seem the most appropriate routes to move people quickly and pleasantly to New World Center -Bicentennial Park on a daily basis and would not in our opinion conflict with the MTA Roun' Towner, it was apparent that there would be occasions when other alternate routes would be needed to provide service to Bicentennial Park. These alternatives are depicted as Alternate Route #3 and Alternate Route #4 on pages 6 and 7. Route #3 would be used at those times when Special Events would be taking place in Bicentennial Park, most probably in the evenings and on weekends, and conveyance would be needed from the Chopin Plaza - parking lot area and the NIiarni Herald parking lot, to the Park. Alternate Route #4 would provide for a tram -shuttle operation run in conjunction with cruise ship schedules and would take passengers, awaiting ship embarkation, over to the Bicentennial Cafe until time for ship departure. The exploration of this alternate should be the responsibility of a permanent franchise lessee, should the City desire to continue service after the six month trial period. lased upon the above information) it is recommended that! That Alternate Route #1 be followed during the hours of 10:30 A.M. to 11:30 A.M. and from 1:30 P.M. to 6:30 P.M., Monday through Friday, and from 10:30 A.M. to 630 on Saturday and Sunday. .::(4) That Alternate Route 1/2 be followed during the lunchtime hours of 11:30 A. M. to 1:30 P. M. , Monday through Friday. That Alternate Route be followed for special events and activities, and charged to the City on an hourly basis. In that it is difficult to estimate the number of riders the proposed tram service will attract and its actual success in expediting, movement of park visitors to the Park, we do not recommend that a fare be charged the rider for this service at this time. However, for your information and consideration, the fare per person on the Roun' Towner is 10 per adult or child, one \vay to a point of destination, and the tram operating on the Lincoln Road Mall charges 15.- for one way service on the NIall. It is our belief that statistics and information gained from this trial six-month period will enable the City to consider attaching a reasonable charge for this service and would hopefully help to underwrite future costs of operation on a continuing, basis.
