AN ORDINANCE PROVIDING FOR T1 E MOLDING OP A
SPECIAL BOND ELECTION tN THE CITY OP MIAMI,
FLORIDA, ON NOVEMBER 8, 1977, ON THE CUESTION
OF ISSUING 815, 000, 000 OF GENERAL OBLIGATION
MUNICIPAL STADIUM BONDS FOR IMPROVEM1NTS TO
AND MODERNIZATION AND EXTENSIONS OF THE ORANGE
BOWL MEMORIAL STADIUM; CONTAINING A REPEALER
PROVISION AND A SEVERABILtTY CLAUSE,
8E IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Notice of the special bond election 'heretofore
called by Ordinance No. 8.683._0 to be held on Tuesday, November 8,
1977, shall be officially published in The Miami News and The Miami
Herald, and shall be published for informational purposes only, in
Spanish, in Diario Las Americas (newspapers of general circulation
published in the City of Miami, Florida), at least once each week
for four (4) consecutive weeks before said election, the date of
the first publication in each of said newspapers to be at least
thirty (30) days before said election, which notice shall be sub-
stantially in the following form:
NOTICE OF SPECIAL BOND ELECTION
To Be Held On
TUESDAY, NOVEMBER 8, 1977
in
THE CITY OF MIAMI, FLORIDA
As provided by Ordinance No. 8683 , duly adopted by
the Commission of The City of Miami, Florida, a special bond
election will be held on Tuesday,
November 8, 1977
for the purpose of submitting to the qualified electors of The
City of Miami, Florida, the following question;
1. Shall General Obligation Bonds of the City of Miami,
Florida, in an aggregate principal amount not
exceeding $15,000.000 be issued under Ordi-
nance No. 8683 for the purpose of paying.
the cost of improvements to and modernization
and extensions of the Orange Bowl Memorial
Stadium, including improved seating and all
other improvements necessary to the maintenance
of a modern stadium, including the acquisition
of additional property and construction of
parking facilities and structures, including the
cost of eonsu1tant and appraisal -services and
allother incidental tests and +mace, -such
bonds to be issued at ono time or from time to
time and to mature in annual installments of 1
to a5 years, inclusive, after the date of the
respective bonds to bear interest at a rate or
rates net exceeding the rate legally permitted,
and to be payable from unlimited ad valorem
taxes.
The Ordinances authorizing the issuance of the bonds
mentioned above provide that for the prompt payment of principal
of and the interest on the bonds respectively authorized there-
under that shall be issued, there shall be levied and collected
annually a general tax upon all taxable property within The City
of Miami, over and above all other taxes authorized to be levied
by The City of Miami, sufficient to pay such principal and interest
as the same respectively become due and payable.
The Commission of the City of Miami reserves the
right to make all or a part of the bonds redeemable prior to
their respective maturities at such times and prices and under
such terms and conditions as may be fixed by resolution prior
to the sale of the bonds.
The polls at said election will be open from 7:00
o'clock A.M. until 7:00 o'clock P.M. on said date. Said election
shall be held at the same polling places in the several precincts
of the City as have been designated and published by Dade County
for municipal elections to be held on November 8, 1977 as follows;

By order of the Commission of The City of Miami,
City Clerk
Section 2, A description of the registration books
and records which pertain to election precincts wholly or
partly within the City and which the City is adopting and
desires to use for holding such special bend election is as
follows:
All registration cards, books, records and certifi-
cates pertaining to electors of the City and established and
maintained as official by the Supervisor of Elections of Dade
County, in conformity with the provisions of the general laws
of the state, are hereby adopted and declared to be, and shall
hereafter be recognized and accepted as, official registration
cards, books, records and certificates of the City.
Section 3. Said special bond election shall be
held at the voting places in the several precincts, respec-
tively, in the City as set forth in the foregoing NOTICE OP
SPECIAL BOND ELECTION. The inspectors and clerks of election
appointed for each precinct in the City by the Board of
Commissions for Dade County for the municipal election to be
held on November 8, 1977, shall be the election officers who shall
conduct said special bond election.
Section 4. All qualified electors of the City shall
be permitted to vote in said special bond election and the Super-
visor of Elections of Dade County is hereby requested, authorized
and directed to furnish, at the cost and expense of The City of
Miami, a list of all qualified electors in The City of Miami as
shown by the registration books and records of his office and duly
to certify the same for delivery to and use of the election
officers designated to serve at the respective polling places
in said election precincts.
Section 5, The Ctpy Clerk of The City of Miami, Florida,
is hereby designated and appointed as the official representative
of the Commission in all transactions with the Supervisor of
Elections of Dade County in relation to matters pertaining to the
use of the registration books and the holding of said special bond
election,

Section .6. Me bane used tn said election for
voting on the question submitted shall be that portion a the
cardboard or paper or other material ulthin the ballot frames
of the voting machines which will contain a statement of the
question submitted, and said voting machines shall provide
facilities for All qualified electors to vote for or againat
such question as they may choose. Said ballot, as it appears
within the first row of horizontal ballot frames of the voting
machines, shall be substantially in the following form:

Florida, in an aggregate principal amount not
exceeding S15,000,000 be issued under Ordi-
nance No. 8683 for the purpose of paying,
the cost or -improvements to and modernitation
and extensions of the Orange Bowl Memorial
Stadium, including improved seating and all
other improvements necessary to the maintenance
of a modern stadium, including the acquisition
of additional property and construction of
parking facilities and structures, including the
cost of consultant and appraisal services and
all other incidental costs and expenses, such
bonds to be issued at one time or from time to
time and to mature in annual installments of 3
to 25 years, inclusive, after the date of the
respective bonds, to bear interest at a rate or
rates not exceeding the rate legally permitted,
and to be payable from unlimited ad valorem
taxes.

'Section 7. tech elector desiring to vot•e for the
iasuance of the aaid bonds shall be itatructed to turn down
the pointer or lever over the word "MR" within the ballot frame
containing the statement of the question relating to said bonds,
and each elector deeiring to vote against the issuance of said
bonds shall be inatructed to turn down the pointer or lever
over the word "AVAINST" within the ballot frame containing the
statement of the question relating to said bonds.
Section 8, The City Clerk shall cause to be prepared
abaentee ballots containing the question set forth in Section 6
above for the use of absent electors entitled to cast such ballots
in said election.
Section 9, That all laws or parts of laws in conflict
herewith be, and the same are hereby repealed insofar as they are
in conflict.
Section 10. Should any part or provision of this ordinance
be declared by a court of competent jurisdiction to be invalid, the
same shall not affect the validity of the ordinance as a wbole.
