A RESOLUTION PROVIDING FOR THE HOLDING OF A SPECIAL REFERENDUM ELECTION IN THE CITY OF MIAMI, FLORIDA, ON NOVEMBER 8, 1977, UPON THE QUESTION OF APPROV- ING AN AMENDMENT TO THE CODE OF THE CITY OF MIAMI, FLORIDA, TO PERMIT THE SALE OF BEER OR MALT BEVERAGES WITHIN THE ORANGE BOWL MEMORIAL STADIUM AT EVENTS HELD IN SAID STADIUM BUT NOT PERMITTING SUCH SALE DURING ANY HIGH SCHOOL EVENT AND ROCK CONCERTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Notice of the Special Referendum Election to be held on Tuesday, November 8, 1977, shall be officially pub- lished in THE MIAMI NEWS and THE MIAMI HERALD, and shall be published for informational purposes only, in Spanish in DIARIO LAS AMERICAS (newspapers of general circulation published in the City of Miami, Florida), at least once each week for four consecutive weeks before said election, the date of the first publication in each of said newspapers to be at least thirty days before said election, which notice shall be substantially in the following form: NOTICE OF SPECIAL REFERENDUM ELECTION To Be Held On Tuesday, November 8, 1977 in THE CITY OF MIAMI, FLORIDA Special Referendum Election will be held on Tuesday,. November 8, 1977 for the purpose of submitting to the qualified electors of the City of Miami, Florida, the following question: Shall the Code of the City of Miami, Florida, be amended to permit the sale of beer or malt beverages within the Orange Bowl Memorial Stadium at events held in said stadium but not permitting such sale during any high school event and rock concerts. A description of the registration books and records which pertain to election precincts wholly or•partly within the City and.which the City is adopting'and desires to use for holding• such special referendum election is as follows: All registration cards, books, records and certificates pertaining to electors of the City and established and maintained as official by the Supervisor of Elections of Dade County, in conformity with the provisions of the general laws of the state, are hereby adopted and declared to be, and shall hereafter be recognized and accepted as, official registration cards, books records and certificates of the City. 77-676 Section 36 Said Spedial Referendum Election shall be held at the voting places in the several precincts, respectively, in the City as set forth in the foregoing NOTICE OF SPECIAL REFERENDUM ELECTION. The inspectors and clerks of election appointed for each precinct in the City by the City Clerk shall be the election officers who shall conduct said Special Referendum Election. Section 4. All qualified electors of the City shall be permitted to vote in said Special Referendum Election and the Super- visor of Elections of Dade County is hereby requested, authorized and directed to furnish, at the cost and expense of the City of Miami, a list of all qualified electors in the City of Miami as shown by the registration books and records of his or her office and duly to certify the same for delivery to and use of the election officers designated to serve at the respective polling places in said election precincts. Section 5. The City Clerk of the City of Miami, Florida, is hereby designated and appointed as the official representative of the Commission in all transactions with the Supervisor of Elections of Dade County in relation to matters pertaining to the use of the regis- tration books and the holding of said Special Referendum Election. Section 6. The ballots used in said Special Referendum Election for voting on the question submitted shall be that portion of the cardboard or paper or other material within the ballot frames of the voting machines or that printed matter furnished to the elector which will contain a statement of the question submitted substantially in the following form: Shall the Code of the City of Miami, Florida, be amended to permit the sale of beer or malt beverages within the Orange Bowl Memorial Stadium at events held in said stadium but not permitting such sale during any high school event and rock concerts. ASSISTANT CITY ATTORNEY Sedtioh 7, tleotors desiring to vote for the approval of Laid Question described above shall be instructed to turn down the pointer or lever over the word "FOR" within the ballot frame containing the statement relating to the said Question, and electors desiring to vote against said Question shall be instructed to turn down the pointer or lever over the word "AGAINST" within the ballot frame containing the said Question. Section 8. The City Clerk shall cause to be prepared absentee ballots containing the question set forth in Section 6 above for the use of absent electors entitled to cast such ballots in said election.
