RESOLUTION NO: 77-670
A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SELECT A PROFESSIONAL FIRM FOR A PROPOSED
INTERGOVERNMENTAL STUDY, AS IT RELATES TO THE
TWO-TIER STRUCTURE FORM OF GOVERNMENT IN THE
MIAMI-DADE AREA; AND TO ENTER INTO AN AGREE-
MENT WITH THIS FIRM TO PROVIDE PROFESSIONAL
SERVICES TO THE CITY OF MIAMI, SUBJECT TO CITY
COMMISSION APPROVAL THEREOF.
WHEREAS, on June 21, 1977, the City Commission
adopted Motion No. 77-514, which authorized and directed the
City Manager to solicit proposals for a study on government
structure of the Miami -Dade Area, as it relates to the two-tier
structure form of government, expressing the preference that
the study be made by a local firm, and requesting the Dade
League of Cities to share the cost of the study;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorizd4

to select a professional firm and enter into an agreement vittth
the person or firm most suited to conduct the City's proposed
Intergovernmental Study, as it relates to the Two -Tier Structure
Form of Government in the Miami -Dade Area,
Commission approval thereof.

Proposal Solicitation Study

Miami -Dade area
On June 21, 1977, the City Commission adopted Motion 77-514,
authorizing and directing the City Manager to solicit pro-
posals for a study on government structure of the Miami -Dade
area.
Following the intent of the City Commission Statements of
Qualifications were requested by a number of firms which met
the qualifications for the proposed study. Additionally, the
request for qualifications were also published in the Miami
Herald, Miami News, Miami Times and Diario Las Americas.
Eight firms submitted Statements of Qualifications in response
to the request for proposals. Also three firms submitted
letters declining due to the facts of their current work
schedules, and other priorities did not allow them to compete
for this work.
All Statements of Qualifications were carefully reviewed and
after careful consideration the following four firms have the
necessary requirements to successfully complete these assign-
ments. The firms are:
1. Arthur Young and Company
2. Price, Waterhouse and Company
3. Public Administration Service
4. Touche, Ross and Company
These four firms will be rated in numerical order and presented
to the City Commission, allowing the City Administration to then
negotiate, in order of priorities, with the selected firm.
