A`RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A GRANT APPLICATION TO THE BUREAU
OF CRIMINAL JUSTICE PLANNING, AND ASSISTANCE,
DIVISION OF STATE PLANNING, DEPARTMENT OF
ADMINISTRATION, STATE OF FLORIDA FOR FUNDING
OF A 2ND YEAR GRANT TO ACQUIRE ADDITIONAL
PHOTOGRAPHIC EQUIPMENT TO EXPAND THE CAPA-
BILITIES OF THE MIAMI POLICE DEPARTMENT AUTO-
MATIC COLOR PHOTOGRAPHIC PROCESSING LABORATORY;
PROVIDING FOR THE ALLOCATION OF $3,112 AS THE
CITY'S CASH MATCH FROM THE FISCAL YEAR 1976-77
BUDGET, SPECIAL PROGRAMS AND ACCOUNTS, MATCHING
FUNDS FOR FEDERAL GRANTS AND FURTHER AUTHORIZING
THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE
THE NECESSARY AGREEMENTS TO IMPLEMENT THE PRO-
GRAM UPON RECEIPT OF THE GRANT.
WHEREAS, the City Commission, after thorough con-
sideration of the problem and available data, has hereby deter-
mined that the funding of
photographic equipment to expand the capabilities of the Miami
Police Department Automatic Color Photographic Processing Labora-
tory is in the best interest of the general public; and
WHEREAS, under the terms of Public Law 90-351, as
amended, the United States of America has authorized the Law
Enforcement Assistance Administration (LEAA), through the
Florida Bureau of Criminal Justice Planning and Assistance,
to make Federal Grants to assist local governments in the improve-
ment of criminal justice; and
WHEREAS, the City Commission has examined and duly
considered such Act and considers it to be in the public interest
and to the benefit of the City of Miami to file an application
under said Act and to authorize other action in connection
therewith;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF

Section 1. The funding of a 2nd year grant to acquire
additional photographic equipment to expand the capabilities of
the Miami Police Department Automatic Color Photographic Processing
Laboratory is in the best interests of the City of Miami and the
general. public.

Seotion 2, The city Manager is hereby authorized
file in behalf of the City an application in the form pre=
§'eribed by the Florida Bureau of Criminal Justice Planning and
Assistance in conformity with Public Law 90-351, as amended,
for a 2nd year grant to be made to the City to assist in defraying
the cost of the project generally described above.
Section 3. If such grant be made, the City shall
provide or make necessary arrangements to provide such funds
and/or in -kind contributions in addition to the grant as may
be required by the said Act to defray the cost of the project
generally described above.
Section 4. The City is aware that at least 50%
f the minimum required non-federal cost of the project be
appropriated cash and that such City funds designated as local
hard cash contributions in all related project budget schedules
that are to be provided by the City are hereby appropriated new
City funds for Criminal Justice use for the express purpose of
matching the LEAA funds and have been provided for in the Special Programs
and Accounts of the 1977-78 City Fiscal Year Budget in the amount of $3,112.
Section 5. (a) The City Manager is hereby authorized
o furnish such information and take such other action as may be
necessary to enable the City to qualify for said grant and to
accept the grant and execute all necessary agreements to imple-
ment the project upon receipt of the grant.
(b) The City Manager is hereby designated
as the City's authorized representative for the purpose of furn-
ishing to the Florida Bureau of Criminal Justice Planning and
Assistance such information, data and documents pertaining to
the application for said grant as may be required and otherwise
to act as the authorized representative of the City of Miami in
connection with this application,
(c) If such grant be made, the City of
Miami shall maintain such records necessary and furnish such
.nforrnation, data and documents as required by the Florida

the implementation of the project generally described aboVe.
Section 66 This resolution shall take effect
itMediately upon its adoption and certified copies hereof are
to be included as part of the application for the herein grant
to be submitted to the Florida Bureau of Criminal Justice
Planning and Assistance.

Automatic Color Photography
Processing Laboratory Project

The Miami Police Department is now in the process of drawing up
final application for the above referenced grant. This project
is funded through an LEAA Grant and matching state and local
funds.
The purpose of this grant is to acquire additional photographic
equipment to expand the capabilities of the Miami Police
Photographic Laboratory. This grant is a continuation of LEAA
Grant 475-AS-15-C204.
The method of funding this grant is as follows:

LEAA requires a formal resolution from the City Commission to be
