R50LUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A GRANT APPLICATION TO THE BUREAU OF
CRIMINAL JUSTICE PLANNING AND ASSISTANCE,
DIVISION OF STATE PLANNING, DEPARTMENT OF
ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING
OF A 2ND YEAR GRANT FOR THE JUVENILE OFFENDER
DIVERSIONARY PROJECT; PROVIDING FOR THE ALLO-
CATION OF $38,679 AS THE CITY'S CASH MATCH FROM
THE FISCAL YEAR 1976-77 BUDGET, SPECIAL PROGRAMS
AND ACCOUNTS, MATCHING FUNDS FOR FEDERAL GRANTS;
AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT
THE GRANT AND EXECUTE THE NECESSARY AGREEMENTS TO
IMPLEMENT THE PROGRAM UPON RECEIPT OF THE GRANT.
WHEREAS, the

interests of the City of Miami and the general public.
Section 2. The City Manager is hereby authorized

scribed by the Florida Bureau of Criminal Justice Planning
and Assistance
for a 2nd year
in conformity with Public Law 90-351, as amended,
grant to be made to the City to assist in defraying
the cost of the project generally described above.
Section 3. If such grant be made, the City shall
provide or make necessary arrangements to provide such funds
and/or in -kind contributions in addition to the grant as may
be required by the said Act to defray the cost of the project
generally described above.
Section 4. The City is aware that at least 50% of
the minimum required non-federal cost of the project be appro-
priated cash and that such City funds designated as local hard
cash contributions in all related project budget schedules that
are to be provided by the City are hereby appropriated new City
funds for Criminal Justice use for the express purpose of match -
matching the LEAN\ funds and have been provided for in the Special Programs and
Accounts of the 1977-78 City Fiscal Year Budget in the amount of $38,679.
Section 5. (a) The City Manager is hereby authorized to
furnish such information and take such other action as may be
necessary to enable the City to qualify for said grant and to
accept the grant and execute all necessary agreements to imple-
ment the project upon receipt of the grant.
(b) The City Manager is hereby designated
as the City's authorized representative for the purpose of furn-
ishing to the Florida Bureau of Criminal Justice Planning and
Assistance such information, data and documents pertaining to
the application for said grant as may be required and otherwise
to act as the authorized representative of the City of Miami in
connection with this application,

Section 6. This resolution shall take effect
immediately upon its adoption and certified copies hereof

Planning and Assistance.

The Miami Police Department is now in the process of drawing up
final application for the above referenced grant. This project
is funded through an LEAA Grant and matching state and local
funds.
The purpose of this project is the continuation of grant
76-A1-15-FN01. The project intends to address itself to twenty-
five hundred (2500) dependent and delinquent youths with the
objective in mind of assuring that over a twelve (12) month
period, ninety percent (90i) of all the juveniles participating
in the project will have been permanently and completely diverted
from the Juvenile Justice System. All youths mentioned as dependent
are runaways, ungovernable or truant.

LEAA requires a formal resolution from the City Commission to be
attached to the application. The proposed resolution, which
conforms with the conditions set forth in the Subgrant Application
and Instruction Manual, are enclosed.
*Matching local funds for this project are provided for in the
Special Programs and Accounts as part of the 77-78 City Budget.
