A'tAtSOLUTION AUTHORIZING THE CITY MANAGER
irO SUBMIT A GRANT APPLICATION TO THE BUREAU
Off' CRIMINAL JUSTICE PLANNING AND ASSISTANCE,
bIVISION OF STATE PLANNING, DEPARTMENT OF
ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING
OF AN ACCURATE INFORMATION MESSAGE (AIM) PRO-
JECT AND TO DEVELOP A CITIZEN SELF-HELP/AWARE-
NESS PROGRAM TOWARD CRIME PREVENTION AND
NEIGHBORHOOD OR BUSINESS AREA CRIMINAL ACTIVITY;
PROVIDING FOR THE ALLOCATION OF $3,290 AS THE
CITY'S CASH MATCH FROM THE FISCAL YEAR 1976-77
BUDGET, SPECIAL PROGRAMS AND ACCOUNTS, MATCHING
FUNDS FOR FEDERAL GRANTS; AND FURTHER AUTHORIZING
THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE
THE NECESSARY AGREEMENTS TO IMPLEMENT THE PRO-
GRAM UPON RECEIPT OF THE GRANT.
WHEREAS, the City Commission, after thorough con-
sideration of the problem and available c.ata has determined
that the creation of a system which will (1) relieve numerous
personnel who are currently responding to requests for infor-
mation that do not relate to a direct need for police service;
(2) provide accurate information in numerous areas using the
best available expertise within the Miami Police Department; and
(3) develop a citizen self-help/awareness toward crime prevention
and neighborhood or business area criminal activity, is in the
best interest of the general public; and
WHEREAS, under the terms of Public Law 90-351, as
amended, the United States of America has authorized the Law
Enforcement Assistance Administration (LEAA), through the
Florida Bureau of Criminal Justice Planning and Assistance,
to make Federal Grants to assist local governments in the improve-
ment of criminal justice; and
WHEREAS, the City Commission has examined and duly con-
sidered such Act and considers it to be in the public interest
and to the benefit of the City of Miami to file an application
under said Act and to authorize other action in connection there-

Section The Accurate Information Message (AXM)
'rolset is in the best interests of the City of Miami and
the general public.
Section 2. The City Manager is hereby authorized
in behalf of the City an application in the form pre-
scribed by the Florida Bureau of Criminal Justice Planning and
Assistance in conformity with Public Law 90-351, as amended,
for a grant to be made to the City to assist in defraying the
cost of the project generally described above.
Section 3. If such grant be made, the City shall
provide or make necessary arrangements to provide such funds
and/or in -kind contributions in addition to the grant as may
be required by the said Act to defray the cost of the project
generally described above.
Section 4. The City is aware that at least 50% of
the minimum required non-federal cost of the project be appro-
priated cash and that such City funds designated as local hard
cash contributions in all related project budget schedules that
are to be provided by the City are hereby appropriated new City
funds for Criminal Justice use for the express purpose of matching
matching the LFAA funds and have been provided for in the Special Programs and
Accounts of the 1977-78 City Fiscal Year Budget in the amount of $3,290.
Section 5. (a) The City Manager is hereby authorized
to furnish such information and take such other action as may be
necessary to enable the City to qualify for said grant and to
accept the grant and execute all necessary agreements to imple-
ment the project upon receipt of the grant.
(b) The City Manager is hereby designated
as the City's authorized representative for the purpose of furn-
ishing to the Florida Bureau of Criminal Justice Planning and
Assistance such information, data and documents pertaining to
the application for said grant as may be required and otherwise
to act as the authorized representative of the City of Miami in
connection with this application,

() if such grant be made, the City of
Mimi shall maintain such records necessary and furnish such
information, data and documents as required by the Florida
Bureau of Criminal Justice Planning and Assistance to support
the implementation of the project generally described above.
Section 6. This resolution shall take effect immedi-
ately upon its adoption and certified copies hereof are to be
included as part of the application for the herein grant to be
submitted to the Florida Bureau of Criminal Justice Planning and
Assistance.

Accurate Information
Message (AIM) Project

The Miami Police Department is now in the process of drawing
final application for the above referenced grant.
The purpose of the AIM Project is to create a system which will
(1) relieve numerous personnel who are currently responding to
request for information only that do not relate to a direct need
for police service; (2) provide accurate information in numerous
areas using the best available expertise within the Miami Police
Department; and (3) develop a citizen self-help/awareness toward
crime prevention and neighborhood or business area criminal
activity.

LEAA requires a formal resolution from the City Commission to be
attached to the application. The proposed resolution, which
conforms with the conditions set forth in the Subgrant Application
and Instruction Manual, are enclosed.
*!Matching local funds for this project are provided for in the
Special Programs and Accounts as part of the 77-78 City Budget.
