FOR APPROVED SERVICES OF O'LEARY-SHAFER
AND ASSOCIATES IN CONNECTION WITH DEVELOPMENT
OF THE PARK.
WHEREAS, on June 12, 1975, the City of Miami entered into
agreement with the Landscape Architectural Firm of O'Leary -Shafer
and Associates for professional design services for the Urban Mini
Park located at 46 West Flagler Street; and
WHEREAS, on January 8, 1976, the City Commission passed
Resolution No. 76-21 naming the Urban Park in honor of Paul. S. Walker;
and
WHEREAS, the design, manufacture and installation of a plaque
was not included in the contract documents; and
WHEREAS, the Consultant Firm of O'Leary -Shafer have provided
extra services in connection with development of the park;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA: •
Section 1. The sum of $7, 000 be and is hereby allocated from the
1972 Parks For People Bond Fund for professional design services,
manufacture and installation of a plaque at the Urban Mini Park located

Gn January 12, 1977, the firm of O'Leary -Shafer and Associates,
Landscape Architectural Consultants on the Urban Mini Park located
at 46 West Flagler Street requested payment for extra services
rendered on the park. Pursuant to Assistant City Manager Grimm's
direction at that time, we requested that the consultant itemize and
justify these extra services. The services were as follows:
(1) Additional schematic clesign work including excessive delay in
gaining administrative approvals for continuance of work, $1803. 73;
(2) Prolonged period of construction responsibility, $1089.96;
(3) Rework of title blocks, S154, 10; (4) Changes necessitated due to
a survey discrepancy, $402. 2 7 ; and (5) Schematic design work on
plaque -logo, $516, 45.
'We subsequently met with the consultant and a representative of the
Public Works Department, Pete Long, in discussion of these items.
Based on the materials submitted by the consultant (enclosed) and our
discussion with him we are in full agreement with the consultant's
submission and request for payment in the amount of $3, 966. 51.
However, as the consultant was paid on a flat fee basis of $11 , 000, the
additional sum of money will have to he allocated by Commission
Resolution. Subsequent to this meeting the consultant has repeatedly
expressed both his justification for payment and his urgent need for
payment. The City Commission .will, in all likelihood, formally accept
completed construction of the park next September and Public Works has
estimated that approximately $3700 will remain in unspent construction
funds.
The consultant has also furnished, at our request. an estimate of his
services for further design of the park plaque in the amount of S400 and
his recommendation for its casting in bronze estimated at $2200. The
cost of the plaque's clesign and construction was not included in the
original contract with the consultant, however, the administration

(fartrnet) directed the consultant to specify and design an exact
location for the plaque and provide a schematic of what it might
appear like. The consultant did provide a sketch of what the plaque
might look like but this will, of course, have to be redesigned to
incorporate mention of the City and the official name of the park
as Paul S. Walker Park. Because the setting for the plaque is in
the front wall of the park and has already been constructed, and
because the park is of such prominent location and urban nature,
the plaque must therefore conform to certain dimensions and
character, We would advise that the most appropriate material for
its construction would he in bronze.
A draft resolution has been prepared for your review and forwarding
to the Law Department which would incorporate all of the above cited
extra expenses on the park.
As a point of information, the agreement with the Bureau of Blind
Services has been executed by them and has been returned to Bob
Homan for execution by the City. The contract does not require
purchase of park furniture (tables and chairs) by the Bureau, however,
they have agreed to purchase the number and type specified. per the
enclosed photo and attachment.

As per your directive, we have secured an approximate price for the
manufacturing and installation of a plaque for the above referenced
project. This plaque will cost $1,950.00 for aluminum with a bronze
finish, and $2,200.00 for an all bronze plaque. It is our recommend-
ation that we install an all bronze plaque both for durability and
aesthetic purposes.
Our revised fee for the design of this plaque, including detailed
specifications, will be Four Hundred Dollars ($400.00).
Please let us know your descision on this matter.

WHEREAS, PAUL S. WALKER has labored for many years in
the field of civic endeavor 1 • and

WHER1 AS,• the City of Miami has long benefitted from the
efforts of PAUL S. WALKER in furthering the interests of this com-
munity: and
WHEREAS, at its December 1, 1975 Meeting the City Com-
mission specifically requested the Memorial Committee of the City
of Miami to consider the appropriateness of naming the River Walk-
way in recognition of PAUL S. WALKER to appropriately recognize
•
his contributions and foresight in the creation of the River
Walkway; and
WHEREAS, the Memorial Committee of the City of Miami has
recommended that the Mini -Park to be built on Flagler Street, across
from the Dade County Courthouse, be named for PAUL S. WALKER;
•
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Mini -Park of the City of Miami, located
on Flagler Street across from the Dade County Courthouse, be and
the same is hereby named "PAUL S. WALKER PARTS,".
