HomeMy WebLinkAboutR-77-0642et 7/2.0/77 RESOLUTION NO. 77-642 A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE AN EIGHT (8) STORY BUILDING CONSISTING OF NINETY-EIGHT (98) ROOMS PLUS A LOBBY AND RESTAURANT ON THE FIRST FLOOR, KNOWN AS THE PATRICIA HOTEL, LOCATED AT 312 SOUTHEAST SECOND AVENUE, MIAMI, FLORIDA, FOR THE SUM OF FIVE HUNDRED SIXTY SEVEN THOUSAND FIVE HUNDRED ($567,500.00) DOLLARS, AND ALLOCATING FIVE HUNDRED SEVENTY FIVE THOUSAND ($575,000.00) DOLLARS FROM THE CONVENTION CENTER BOND FUNDS TO COVER THE COST OF ACQUISITION OF FEE SIMPLE TITLE TO THIS PROPERTY AND OTHER COSTS INCIDENTAL TO THE ACQUISITION. WHEREAS, the property at 312 Southeast Second Avenue contiguous to the Convention Center Complex, is proposed to be acquired the further development of the Convention Center Complex; and WHEREAS, the Convention Center Committee is recommending the acquisi- tion of this property for the further development of the Convention Center omplex; and WHEREAS, this property is located immediately North of a five thousand '(5,000) square feet vacant piece of property that is proposed to be acquired from the Magnuson Investments, Inc.; and WHEREAS, the acquisition of this parcel would be of great advantage to the City of Miami, Florida, in that it would enable the City of Miami, Florida to have total ownership of the land lying South of the Expressway to the Riverfront from Brickell Avenue West to the Y W C A for the Convention Center Complex; and WHEREAS, the necessary monies for said acquisition are available from the Convention Center Bond Funds; and WHEREAS, this proposed acquisition is in accordance with the Land Acquisition Policies as determined in HUD Handbook 1320.1, Real Property "DUCUTti"itiyi Acquisitions; and ITEM N0. WHEREAS, the owner of the property has, by verbal agreement, offered Miami, Florida o convey fee simple title to this property to the City of Miami, Florida, for the negotiated price of Five Hundred Sixty Seven Thousand Five Hundred ($567,500.00) Dollars, which is the appraisal value of Five Hundred Forty Thousand CITY COMMISSION `l MEETING OF JUL 2 31r,77 77-64w AESOUSTION NO......:.. et 7/2.0/77 4 y.,060,00y Dollars, plats the bonus allowable as outlined i 1O, 77$73; and WHEREAS, it is deemed to the best interests of the City -of AO l'ILaffli, Florida to acquire this property at this time; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF T1 CITY b MIAMI, FLORIDA: Section 1e The City Manager be and he is hereby authorized and directed to purchase the property known as the Patricia Hotel, loc`ded at 312 Southeast Second Avenue, Miami, Florida, and legally described as Lot 35 of the Amended Plat of a Part of Ft. Dallas Park, according to the Plat thereof as recorded in plat Book 4 Page 85 of the Public Records of Dade County, Florida or the further development of the Convention Center Complex for the sum of Five Hundred Sixty Seven Thousand Five Hundred ($567,500.00) Dollars. Section 2. The amount of Five Hundred Seventy Five Thousand ($575,000.00) Dollars be and it is hereby allocated from the Convention Center Bond Funds to cover the cost of acquisition of fee simple title to this property and other costs incidental to this acquisition. Iv Motion No. 76-1054, the City Manager was authorized to appraise and negoti- ate a price on a piece of property known as the Magnuson Property. At this time, the property lying immediately North and contiguous to the Magnuson Property was discussed by the Convention Center Committee, and it was suggested that this portion would be a needed addition to the total complex. Therefore the appraisers were asked to include in their appraisal reports their expert opinion as to the value of the Patricia Rotel. Dallas Park According to the Plat thereof as Recorded in Plat Book 4 Page 85 of the Public Records of Dade County, Florida Improvements Eight (8) story Building containing 98 Hotel Rooms and 98 Bathrooms First Floor containing a Lobby, Restaurant and Barg One (1) Elevator The Hotel was constructed in 1928. After appraisals were received, a series of meeting were held with the otters of the Patricia hotel. They have indicated that they would be willing to sell to the City of Miami, Florida, for the price of Five Hundred Sixty Seven Thousand Five hundred ($567,500,00) Dollars, which is the appraised value of Five hundred Forty Thousand ($540,000.00) Dollars, plus the bonus of ten and five, as authorized by Resolution No. 77-73. It is recontnended that the City :!ana_;er be instructed by the City Commission to proceed with the acquisition of this property at the price of Five Hundred Sixty Seven Thousand Five Hundred ("$567,500.00) Dollars. This parcel is a needed adjunct to the total Convention Center Complex. As Federal funds may be involved, this negotiation process was transacted in accordance to the Land Acquisition Policies as determined in HUD Handbook 1320.1, Real Property Acquisitions.
