A RESOLUTION AUTHORIZING THE CITY MANAGER TO REQUEST
PROPOSALS FROM ARCHITECTURAL FIRMS AND ALSO TO RE-
QUEST PROPOSALS FROM QUALIFIED CONSTRUCTION MANAGEMENT
CONSULTANTS; TO RECOMMEND FROM THE PROPOSALS RECEIVED THE
FIRM BEST QUALIFIED TO PROVIDE PROFESSIONAL ARCHITEC-
TURAL AND ENGINEERING SERVICES FOR THE DEVELOPMENT OF
PLANS AND SPECIFICATIONS FOR THE CITY'S PROPOSED
DOWNTOWN ADMINISTRATION BUILDING; TO RECOMMEND FROM THE
PROPOSALS RECEIVED THE FIRM BEST QUALIFIED TO PROVIDE
CONSTRUCTION MANAGEMENT CONSULTANT SERVICES FOR THIS
PROJECT; AND TO PREPARE AGREEMENTS BETWEEN THE CITY
AND THE FIRMS FOR RATIFICATION BY THE CITY COMMISSION.
WHEREAS, the City of Miami has submitted an application -to
the Economic Development Administration for the construction of
do'Wntown Administration Building; and
WHEREAS, when the application is approved, construction
must be underway within 90 days from the date of approval; and
WHEREAS, it is essential with a project of this magnitude
the City be able to proceed with design as soon as possible.

WHEREAS, because of the accelerated time schedule, con—
struction management consultant services are also essential;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITYOF MIAMI, FLORIDA:
Section 1, The City Manager is hereby authorized to receive
proposals, interview and recommend contracts for architectural and
engineering services, and for construction management consultant
services, subject to these contracts being formally ratified by the
City Commission and subject to the City's application for Economic
Development Grant Funds being approved.

The City has submitted an application to the Economic
Development Administration for a grant to construct a
heW City Administration Building downtown. The City
is in the process of acquiring a site through negotia-
tions with the County.
As you know, construction must start within 90 days
after grant approval. It would not be possible, in
my opinion, to wait until grant approval before start-
ing the procedure of hiring consultants. It is my
opinion that all necessary compliance with State law
should be accomplished now, so that we may authorize
the consultants to proceed with design as soon as
approval has been made. The attached resolution would
give you this authority, subject to ratification of the
agreements by the City Commission.
