HomeMy WebLinkAboutR-77-0640A C/kb RESotUTI ON NO, 77-540 A RESOLUTION REQUESTING THAT DADE COUNTY DEED CERTAIN PROPERTIES IN THE PROPOSED DOWNTOWN GOVERNMENT CENTER AREA, AS LEGALLY DESCRIBED HEREIN, TO THE CITY OF MIAMI; AUTHORIZING THE PROPER OFFICIALS OF THE CITY OF MIAMI TO ACCEPT SUCH PROPERTY IN EXCHANGE FOR THE CITY'S COMPLETE RELEASE, DISCHARGE, AND SATISFACTION OF (a) AN $800,000 OBLIGATION ON THE PART OF DADE COUNTY, IN FAVOR OF THE CITY, ARISING FROM THE CITY'S PREPAYMENT OF RENT TO DADE COUNTY FOR OFFICE SPACE IN A JOINT ADMINISTRATION BUILDING AND (b) AN OBLIGATION ON THE PART OF DADE COUNTY TO PROVIDE THE CITY WITH 180,000 SQUARE FEET OF LAND TO CONSTRUCT AN AUDITORIUM -ARENA COMPLEX IN THE DOWNTOWN AREA; AND AUTHORIZING THE CITY MANAGER TO TAKE ANY STEPS AND ENTER INTO ANY AGREEMENTS NECESSARY TO EFFECTUATE THE HEREIN REQUEST. WHEREAS, the City of Miami needs and desires to acquire certain parcels of real property owned by Dade County, Florida, for the purpose of constructing a vitally needed new City Administration Building; and WHEREAS, the City is willing to provide consideration to Dade County for (a) the conveyance of said parcels; and (b) the future conveyance to the City by the County of certain parcels to be acquired by the County, more particularly described in Section 1 hereof; and WHEREAS, statutory authority exists to permit the County to convey the aforesaid property to the City at such price as the County may fix; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: "DOCUMENT . Knowlton Map of Miami in Plat Book "B" at p. 41 of the Public Records of Dade County, Florida, upon Dade County acquiring the herein property, within one (1) year from the date of this Resolution. Grassie City Manager f" JUL2 I�77I City Administration Blinding As you know, the City has submitted an application to the Economic Development Administration for a new Administration Building to be located downtown. Part of the requirements of this application is that the City have title to the site. In the past month, my office has been working with the County Manager's office to see if property presently owned or in the process of being acquired by the County, could be transferred to the City for such a site. We have come to an agreement that 2 acres located between N.W. 2 and 3 Streets, immediately east of 3 Avenue, could be made available for this purpose. To quickly visualize the site, it is generally the site of the old Central High School. Attached, however, is a map which shows the specific dimensions of the property. In order to successfully effectuate this transfer, certain obligations which have long existed between the City and the County were consi- dered for elimination. Since it is doubtful we would ever come to an agreement on the following two obligations, we agreed to release the County from them in exchange for the land. 1. In 1961 the City and County entered into a joint agreement in consideration for the City allowing the Federal Building to be constructed on a parcel of property that the City owned. This site was formerly used by both the Police Department and Fire Department as their main headquarters. The consideration that the City received for this agreement was a credit of $800,000 as prepayment of rent, if and when a joint City -County building was ever constructed. Releasing the County from the terms of this agreement in exchange for 2 acres of land in the downtown area is, in our opinion, releasing the County from something which will probably never happen anyway. 2. This item involves the County's participation in a downtown Convention facility in the Government Center site. When the City chose the site other than in the Government Center, the requirement that the County participate became vague.
