ORDINANCE NO. 8632
AN ORDINANCE AMENDING ORDINANCE NO. SM,
ADOPTED PEBRUARY 27, 175, WHICH CONTAINED
THE PEE SCHEDULE FOR THE CITY'S DAY CARS
PROGRAM BY ESTABLISHING A PEE SCHEDULE POR
THE OPPICE OP COMMUNITY APPAIR'S CHILD DAY
CARS PROGRAM; PROVIDING POR ITS INCLUSION
rN THE CODE OP THE CITY OF MIAMI, PLORIDA;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the cost of child day care has increased and the
revenue from sources other than fees is insufficient to offset
the cost of the Day Care Program; and
WHEREAS, the current fee schedu1e. effective since 1974,
reflecting a collaboration between the consumer and the Day Care
Program is now disproportionate, making it necessary to increase
the Day Care Fees for operational maintenance;
NOW. THEREPORE, BE IT ORDAINED BY Th COMMISSION OP THE CITY
oF M1AM/ FLORIDA:
Section 1. ordinance No. 8371, adopted February 27, 1975,
which established a fee schedule for the Day •Care Program of the
City of Miami, is hereby amended to read as follows:
"Section 1. The following fee scheduled for the Day Care
Program of the Office of Community Affairs is hereby estab-
lished:

Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remain-
ing provisions of this ordinance shall not be affected.

You will recall that our report of January 27, 1977, titled
Miami Day Care -Model Analysis recommended certain cost ef-
fective changes. A brief summary of the proposed chances re-
garding the Day Care Program are as follows:
An ordinance revising our fee schedule. Adoption
of the ordinance will increase the fees for most
parents. Note, however, that the increase relates
to those most able to r7y. Further:
Those in the upper third of the income
distribution group will offset an average
of 1O % of the overall cost per child ex-
pense.

Monies have been identified within the 1976-77 Day
Care Budget for construction. We have received one
verbal estimate on expansion cost of $100,000. We
have identified in the Fiscal Year 1976-77 budget
for our Child Day Care Program a sum of I112 ,0�0
which can be used for the expansion costs for the
three (3) centers. This sum was determined as
follows:

Since these two changes will permit those areas of im-
provement for reduced operating costs requiring subsidy,
discussed in our January 27, 1977 report, it is appro-
priate for the Commission of the City of Miami to approve
the attached Ordinance establishing a revised fee schedule
effective June 21, 1977 and Resolution authorizing the

Permission is hereby given any agency of the government of the
United States and/or any other agency, person, firm or corporation
holding records considered confidential to me, the legal guardian of
the child named
to furnish the Children's Center of the City of Miami, all infor-
mation desired involving me or my child in anyway, upon request.
Such records I understand may include my job salary, and medical
records of the above mentioned child requesting day care placement.
I understand falsifying or concealing information that would af-
fect payment for child care service will cause immediate dismissal
from the program.

Policies and Procedures
1.. The child must be two through five years of age and must be toilet trained.
The Children's Center will be opened from 7:00 a.m. to 6:00 p.m. Each
child is expected to arrive in the center by 9:00 a.m. and be picked up by
6:00 p.m. rl late fee will be assessed, according to the hourly rate of the
individual. (staff member) who stayed with the child/ren. If a child is left
after 6:00 p.rr;, parents will be contacted first, if unreachable; emergency
contact person(s) will try to be reached and last if no results, Protective
Sot -vices will be called to pick the child up.
a) Half -Day Services are available as long as this does not preclude
enrollment of a full-time child and when slots are available.
Children attending 20 hours or less will be considered as part-time
and will pay 50% of the stated fee.
b) Children attending 21 hours or more per week will be charged
full rate. Half -Day Services are available at a minimum of four
(4) hours per day.

4. The fees in the centers are payable in advance only on Mondays; before
12:00 noon. If payment is to be in cash, the exact amount should be pre-
sented. Checks are accepted, payable to: City of Miami Children's Center.
If a check is returned from the bank, all future payments must be made in
cash or money order.
5. The weekly fees for Day Care Services will be based on the total family
income. Evaluation of income will occur by the Social Worker at the time
of enrollment and at anytime during the year if he/she feels such verifi-
cation is warranted. Should income change at anytime during the year, in-
crease or decrease; the Social Worker should be notified. Applications will
be reviewed every six (6) months.

6. Income refers to total cash receipts including money wages and salaries;
regular payments for public assistence; social security; unemployment and
workmen's compensation; strike benefits from union funds; Veteran's benefit;
training stipends; alimony; child support and military family allotments or
other regular support from an absent family member or someone not living in
the household. Income from dividends, interest, rents, royalties, or in-
come from estates and trusts; are also considered as "Income."
7. Parents must provide their own child's
accident insurance.
8. There will be no refund for absenteeism. The supervisor should be notified
in advance of absenteeism,
9, F`ees are due for any calendar week d child is scheduled to attend whether
he/she attends for the full week or only part of the week. It is re-
quested that parents give one (1) week notice to the Day Care Center if
it becomes necessary to withdraw the child from school Arrangements for
holding a slot open will be made on individual basis. An unreported
absence of two full calendar weeks may automatically result in the slot
being filled.
10. If fees are not paid as due, the Social Worker will contact the parents.
If no payments are received by the end of a two (2) week period, a reminder
letter will be sent to the parent(s). At the end of 30 days if no attempt
has been made to make payments, a second letter will be sent which will
indicate a date in which the child will be terminated. After the child
has been terminated or withdrawn from the center and no attempt to make
payments has been made a report will be made to the City of Miami Law and
Finance Departments.
11. Each child will be allowed a two (2) week absence from the center per year,
free of charge. The two (2) weeks may or may not be taken consecutively.
After two (2) weeks of absenteeism, fees are charged until the center is
notified of the child's withdrawal.
12. No transportation will be provided for any children. Children will not
be allowed to leave with anyone except the parents, or persons designated
to pick them up by their parent(s). Please send a note or tell the
teachers and the child if someone else is going to pick him/her up.
13. Each parent must have a minimum of three (3) conferences per year with
the child's teacher and supervisor.
14. Under extraordinary circumstances, the Social Worker has the right to
put someone in a lower income category. Such situations may include a
large number of dependents, serious illness resulting in large medical
bills, or other family problems.
15. Children should wear appropriate attire since the children will be al-
lowed to play outside daily except in inclement weather. Each child
must leave a change of clothing, toothbrush, sheet and cover that is to
be used for emergencies (all items must be marked.)
16. Children are provided with toys at the center and should be discouraged
from bringing toys except on special occasions.
17. All enrollment forms on each child must be accompanied by the parents and
a current immunization record provided by the parents and signed by the
child's physician, or from a health department prior to the child's first
day in the center.
18. Routine visits to a doctor, clinic, or dentist are the responsibility of
the parents.
19. If a child should become ill at the center a member of the administrative
staff will contact the Day Care Health Nurse. The Health Nurse will
evaluate the situation and determine if the child's parent(s) should be
called so that the child might be removed from the center if it becomes
detrimental to the child and/or other children.
20. The children are accepted in the center who will profit from the group
experience in this setting. If it is determined that the child will
not profit from this service, other arrangements must be made.
21. The children in the center will have an opportunity to take various
trips througho'it the year, Permission Slips will be provided.
22. Only medications prescribed by a licensed physician will be accepted
in the center to be administered to a child. A (dedication Slip must
be filled out and signed by the parent,
