FOR THE PURPOSE OF SECURING OUALI?IEb CONSULTANT SERVICES IN PREPARATION FOR A GRANT APPLICATION IN CONNECTION WITH THE FEDERAL URBAN DEVELOP. MENT ACTION GRANT ACTION PROGRAM, WiiEItEAS, it is anticipated that Congress will establish a program known► as the Urban Development Action Grant by July 10, I977', and WHEREAS, it is anticipated that $400 Million will be allocated by Congress for categorical grants to be given to local governing bodies for redevelopment which will have a long term benefit to the community through the creation of jobs and an increase in the community's tax base; and WHEREAS, after careful study it has been determined that the Jackson Memorial Hospital area is the area in the City which most qualified under the proposed funding criteria for this program; and WHEREAS, the Jackson Memorial Hospital area provides an oppor- tunity within the City of Miami for large scale redevelopment in coordination with the private sector; and WHEREAS, it has been determined that the preparation of an action program will facilitate the City of Miami's receipt of an Urban Development Action Grant. NOW, THEREFORE, BE IT ORDAINED 13Y TM COMMISSION OF TIE CITY OF MTAMJ, FLORIDA: Section 1. The second year Community Development Block Grant - Planning. The City Manager is hereby authorized to participate with Dade County, the Public Health Trust and the University of Miami Medical School in advertising for, negotiating with and executing an agreement with a qualified consulting firm for the preparation of the Urban Development Action Grant action program,. S. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. A/. ■ 12 Joseph Rs Gtasaio City Mahaget Richard Ls Fosmoen, Director Department of Planning 1971 16reiitihaty Planning Drban Development Action Grant City Commission Agenda July 14i 1977 As one of her first proposals to the Congress, Patricia Harris, the new Secretary for the Department of Housing and Urban Development, proposed that Congress appropriate $400 million for a categorical grant program which has come to be known as the Urban Development Action Grant (UDAG). The general philosophy behind this program is to identify, in central cities, areas which are in need of one time funding where there would be a major impact resulting from public and private efforts in redevelopment and which would have long term bene- fit to the community in the creation of jobs and increase in the community's tax base. Dade County and the City of Miami have been discussing for some time the possibility of a jointly sponsored application for UDAG. Several areas in Miami have been considered and the City/County staffs have focused in on the area around the Medical Center. Mr. Martin Fine, Chairperson of the New World Center Action Sub -Committee on the Medical Center, scheduled a meeting among people from Jackson Memorial, Dade County HUD and Community Development and Miami Planning to discuss the possibility of a jointly sponsored project. The consensus at that meet- ing was that, based on the objectives of the UDAG program, the area around Jackson Memorial Hospital would be appropriate for a UDAG project. It was further concluded that an analysis of the ancillary facilities and the impact on the surrounding neighborhood from Jackson should •should ize examined and potential development packages prepared for discussion with the private sector. If we are to meet the time schedule which appears to be coming from the Federal government for submission of UDAG applications it will be nec- essary to use consultants to examine the following issues: Impact of the Medical Center - Questions to be addressed include the kinds of ancillary facilities that are needed to support the Medical Center such as hotels, restaurants, housing facilities and other uses and the magnitude of this demand. Analysis of Existing Conditions around the Medical Center - Examination of transportation circulation systems, proposed new development and identification of development opportunity areas will be needed in order to identify potential areas for ancillary facilities development. Joseph 114 Gtassie City Managef Assembly of Developiitent Packages _ In order to attradt ptivate sedtot money into the area around Jackson it will be necessary to identify potential financial packages which would be attractive to the private sector and alternative financing mechanisms such as loan guarantees, land write -down costs, etc. It is recommended that the four agencies most directly affected includ- ing the City of Miami, Dade County, the Public Health Trust and the University of Miami Medical School jointly fund a preparation of an action program addressing the above issues and each agency commit it- self to a maximum participation of $10,000 for a 4 to 6 month planning effort which would include the actual preparation of an Urban Develop- ment Action Grant in accordance with anticipated Federal guidelines. If we are to take advantage of possible UDAG funding or if other resources such as Community Development and Dade County Housing Bonds are to be brought to bear on the problems and development opportunities around Jackson such a planning effort as outlined above will be nec- essary. The City of Miami proposes to take the lead role in coordinating the efforts however all participating agencies would have ample opportu- nity for review and approval as materials are generated. It is recommended that $10,000 be allocated from the Local Option/ Contingencies Fund from the second year Community Development Block Grant Program for the City of Miami's participation in the preparation of the above described action program. It is further recommended that the City Manager be authorized to work in conjunction with Dade County, the Public Health Trust and the University of Miami Medical School for the consultant selection and contract execu- tion for the above study.
