AN ORDINANCE AMENDING ORDINANCE NO, 8599,
AS AMENDED, ADOPTED NOVEMSER 11, 1976, THE
ANNUAL APPROPRIATIONS ORDINANCE FOIL FISCAL
YEAR 19 76- 7 7, SY AMENDING SECTIONS 1 AND 4
THEREOF: PROVIDING OR AN INCREASE OF CER-
TAIN EXPENDITURES AND REVENUES IN THE AMOUNT
OP $1,580,810 TO oFFSED CURRENT AND FUTURE
EXPENDITURES FOR WHICH SUFFICIENT APPROPRIA-
TIONS DID NOT EXIST; CONTAINING A REPEALER
PROVISION AND A SEVERAIILITY CLAUSE.
WHEREAS, the Countercyclical Revenue Sharing Program has
increased the funding available to State and local governments) and
WHEREAS, it is anticipated that the City of Miami will receive
approximately $1,560,810 above that which was anticipated, for the
Countercycl.icalRevenue Sharing Program;
NOW, THEREPORE, Et IT ORDAINED BY TI#E COMMISSION OF THE CITY
OP MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 8589, as amended, adopted
November 11, 1976, the Annual Appropriations ordinance for fiscal year
1/
1976-77, is hereby further amended in the following particularssr
"Section 1. The following appropriations are made for the
carrying on of the municipal purposes of the City of Miami,
Florida, for the fiscal year 1976-77, including the payment
of principal and interest on all General Obligation Bonds.

Section 3. A11 ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance
are hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.

; Proposed Legislation for
Countercyclical Revenue
Sharing Funds
The United States Congress has approved, and the President has signed,
legislation increasing the amount of money available to state and local
governments under the Countercyclical Revenue Sharing Program. The
potential effect of this legislation is to add Si billion to the program
during fiscal year 1977, increasing the total funds available to $2.5
billion. It also extends the program, which was due to expire
September 30, 1977, through fiscal year 1978.
According to Mr. Mark Israel, our "Man In Washington," the potential
effect of this legislation on the City of Miami is that our FY '77
anticipated receipts will increase approximately $1,560,810. This amount
is an estimate and reflects the best information known at this time.
It should be noted that Countercyclical Revenue Sharing is geared to the
local and national unemployment rate. As fewer people in the City of
Miami are unemployed, our entitlements will decrease. When the national
unemployment rate falls to 6.5', all funding from this source ceases.
These conditions make it more difficult to project this item of revenue.
It is recommended that the $1,560,810 increase in Countercyclical Revenue
Sharing be added to the 1977 Annual Budget to offset the following current
and future expenditures for which sufficient appropriations do not exist.
The first recommended usage of the Countercyclical Revenue Sharing is
that $573,972 be appropriated to fund the 1976 General Fund deficit.
The financial statement prepared by Peat, Marwick, Mitchell & Co. for
the fiscal year ending September 30, 1976 reveals a deficit in the General
Fund. This deficit was not anticipated in the 1977 Budget because the
financial statement which determines whether a deficit or surplus will
exist in the previous year is not completed until after the adoption of
the ensuing fiscal year's budget.
It is also recommended that $225,000 be used to offset a revenue shortfall
in the 1977 General Fund Budget. During the preparation of the 1977 Budget,
it was assumed that the 1976 Budget would have a fund balance that could
be used as a revenue for the 1977 Budget. However, as mentioned above,
the 1976 Budget did not experience a fund balance, but a deficit.
Rih&llyb it is recommended that the balance of $761,838 be used to
partially replenish the $877,568 transferred from the 31% Salary Reserve
Account to meet other unanticipated obligations for which no adequate
appropriations existed, If this action is approved, the 3A% Salary
Reserve Account will be short $115,730 from its original appropriation.
if you agree with the above recommendations, it is requested that the
attached proposed ordinance be placed on the July 14, 1977 Commission
Agenda,
