AN EMERGENCY ORD/NANCE ESTASLt'SMQ THE THIRD YEAR COMMUNITY DEVELOPMENT BLOCK GRANT =a INTERIM SOCIAL SERVICE PROGRAM TRUST AND AGENCY FUND ACCOUNT; PROVIDING FOR REVENUES THEREIN FROM A FEDERAL GRANT tN THE AMOUNT OF $1O i, 586 AND MAX/NO APPROPRIATIONS THEREFROM IN A CORRESPONDING AMOUNT; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS WITH CERTAIN APPROVED SOCIAL SERVICE AGENCIES AND RATIFYING, APPROVING AND CONFIRMING PAST ACTIONS OF THE CITY MANAGER CONCERN- ING SAID AGENCIES; CONTAINING A REPEALER PROVISION AND A SEVERARILITY CLAUSE. WHEREAS, on February 24, 1977, the City Commission approved the allocation of Community Development Funds proposed by the City's Community Development Office for Social Service funding by passage of Motion 77.197; and WHEREAS, on July 7, 1977, federal funds were released and appropriation of said monies is now in order; and WHEREAS, the 11 approved project activities have already required the expenditure of city monies since July 1, 1977 and vital social needs of the community cannot be met during the summer unless an interim appropriation is :made to cover the period until September 30, 1977; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI , FLORIDA: Section 1. The third year Community Development Block Grant Interim Social Service Program Trust and Agency Fund Account is hereby established. Section 2. The following appropriation is made for the purpose of funding 11 social service programs, as indicated, which are 'conducted by the city community development office, paid funding to cover the period commencing July 1. 1977 and ending September 30, 1977; AO NCY 1. Selafonte Tacoy Canter Tenant Education Association of Miami (Model City) Young Men's Christian Association 4, Ailapattah Elderly Services 5, Christian Community Service Agency 6. New Washington Heights Community Development Conference 7. Centro Mater 8. Action Community Center 9. Homemaker Services 10. Tenant Hducation Association of Miami (Coconut Grove) 11. Downtown Elderly Services Total Amur $ 12,498,00 4,395.00 2,499,00 7,500, 00 10,458,00 25 , 239,00 7,500,00 2,499,00 21,249.00 3.999,00 3,750.00 $101,586.00 Section 3. That the City Manager is hereby authorized to enter into agreements with the aforementioned agencies and actions of the City Manager which have been taken subsequent to February 24, 1977 concerning said agencies are hereby ratified, approved, and confirmed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 6. The foregoing ordinance is hereby declared to be an emergency measure on the ground of urgent public need for the preservation of peace. health, safety and property of the City of Miami. Parkins, Oitectot Office of Community Affairs 'duly 201 1977 hitci Year Corninunity Development Funding As of June 30, 1977, contractual agreements with eleven agencies who had received funds from the Second Year Community Development Funds expired. On February 24, 1977, a motion of intent was passed by the City of Miami Commission to accept the allocation plan for the Third Year Community Development Funds related to social service agencies. The Department of Housing and Urban Development Region Four Area Office released as of June 30, 1977, the funds conditioned under Section 17-B of the grant agreement for project activities as shown on the form (attached) HUD 7015,14. Also attached is a cony of each approved form. The release of these funds, as stated, apply to the Third Year funding of social service programs under the Community Development Block Grant. In order to avoid the possibility of these programs having to either operate without funds or close down because of the lack of funds, the following emergency ordinance allocating 3/12ths of their appropriation to cover the period of July 1 through September 30 is presented to you for your approval and presentation to the City Commission. Also an ordinance is presented to you for the first reading to allocate the balance of those funds commencing October 1. cc: George F. Knox, City Attorney James E.
