The Committee has requested an appearance before the City Commission for July 28, 1977. In our memo, we stated that we would forward our cost estimates for each of the basic options that we thought would be available for accomplishing this type of supplemental relighting. Attached is a breakdown of those cost estimates. For your convenience, a copy of our July 8, 1977 memorandum is attached. Since the esti- mated cost for a truck and crew is $30 an hour, the City does not feel that it is necessary to go out every time a lamp is reported to belbulrned out. Therefore, relamping conducted once every three months, with every other three month period being t}1e "group relamping" as mentioned above. (truck & crew at $30 per hr. x 3 hrs.. 2 tunes a yr.) (20 fixtures x $2 for material cost: for special lamps) 3) Maintenance cost of the system and the re- placement cost for damaged material for 100 luminaires, poles and for underground wiring is estimated at $1,000 per total installation x 2 installations per year. TOTAL ANNUAL COST FOR OPTION I 10 ANNUAL COST FOR ENERGY ANNUAL COST FOR RELAI.IPINf 000 ANNUAL COST FOR DAMAGED ITEMS July 19, 1977 Cost Estimates for Options (as Contained in July 81 1977 Interoffice Memorandum) for Pedestrian Scale Supplemental Lighting for Coconut Grove Business Area Highway Improvement OPTION #3 Since no pole or luminaire has yet been picked, and since the choice of decorative luminaires and poles is so varied; we esti-. mate that the cost for materials and in- stallation of an individual installation could vary between $750 to $1,500. There- fore, our estimate for the purchase of materials and for the installation of 100 poles and luminaires and for the underground cable is: AFTER INSTALLATION, THERE WILL BE AN ANNUAL COST FOR ENERGY & MAINTENANCE OF THE SYSTEM Energy Cost Maintenance and Material Replacement Cost (See Sections 2, 3 & 4 of Option #3) TOTAL ANNUAL ENERGY AND MAINTENANCE COST FOR OPTION #3 AFTER IN- STALLATION .$75,000 to $150,000 FOR TOTAL INITIAL MATERIAL AND IN- STALLATION COST $1,130 ANNUAL COST 100 ANNUAL COST* = $4,230 *These costs are estimated for the first five years of the system. It is conceivable that after the first five years these costs could build up faster every year thereafter. This cost, therefore, would probably accelerate as the system ages. Also this cost does not allow for the ultimate total replacement cost and necessary capital outlay for rebuilding the system when it reaches the end of life (estimated at between 15 to 20 years). Cost Estimates for'Options (as Contained in July 8, 1977 Interoffice Memorandum) for Pedestrian Scale Supplemental Lighting for Coconut Grove Business Area Highway ltnprovetnent OPTIOP1 //4 The City could purchase lighting fixtures, poles, etc, chosen by the Ad Hoc Committee, install, maintain, and energize them, and by establishing a special taxing district could bill the property owners for this improvement. The cost for the installation of the lights, etc. would be paid by the property owners over an established period of time. Therefore, the estimated price of $100,000 as shown in Option #3 for the material and installation costs on this project would increase by whatever amount would be incurred for the necessary amortization of monies borrowed by the City for this installation. In addition to the above -mentioned cost, the property owners would also pay for the use of energy and for the maintenance of the system. This cost would be variable over the years due to anticipated cost charges for energy, material, and labor. The property owners would be charged on an annual basis for these costs. This cost is estimated as being approximately $4,230 per year. All above -mentioned costs would also increase by whatever amount of additional administration cost that might be necessitated by this special taxing district. There are, of course, more problems involved in going to any decorative street light system by which the City installs, maintains and administers that system. It also must be remembered that if a system such as this is built by the City, it could set a precedent by which other groups or organizations could more easily and more logically approach the City and request a special style of lighting for their area. Homan asked that we review and supply you background information regarding the request of I•s. Lorraine Prince for an appearance of the Coconut Grove Ad Iloc Committee before the City Commission on July 21st. Es. Prince probably means July 28th, as the 21st meeting is for Plan- ning and Zoning Board items. The purpose of the Committee's appearance is to discuss the possibility of the City malting funds available for pedestrian scale street lighting that can be installed as a part of the business area highway improvement. The existing sodium vapor street lighting on •lain Highway is part of the :.Tetropolitan Dade County lighting system and the sodium vapor street lighting on Grand Avenue,Commodore Plaza, and Fuller Street is part of the City's system. We have have no objection to the installation of additional lighting for aesthetic purposes if used in conjunction with the existing street lighting, but feel it should not replace the present lighting with a system that combines a lower level of illumination on the driving lanes. At their June 15, 1977 meeting, the Ad Hoc Committee was informed by a representative that the Florida Power and Light Company can not install nor maintain non-standard street lighting. The power company could, however, provide some maintenance and energy for a customer -owned system. In our opinion, the basic options for accomplishing what the Committee wants are: 1. The property owners could buy, install and maintain pedestrian scale street lighting that would be in addition to the existinr system. This additional lighting would be metered separately from the City's system and paid for by the property owners or merchants on a formula to be worked out by them. The gas light systen on Commcdore Plaza was handled in this manner. The property owners could provide and install the pedestrian scale street lighting system; then donate it to the City. The City in turn would pay the cost of maintenance and energisation. f Page 1 of 2��,,..-, • --, Jtily 1977 Viticeht t Oritm, 34 The City could purchase light fiXtUres chosen by the Ad Hoc Committee, install, maintain, and energize them with no direct cost to the prop- erty owners. 14 If legally possible, the City could establish a special taxing district for the purchase, in- stallation, maintenance and energization of the system. The property owner could pay a portion of the amortization cost and the yearly cost of maintenance and energy on an annual special taxing basis. Subject to the recommendations of this Committee we respectfully request the following reso]ution be passed: 1. The City install a residential scale lighting system in the area of the Coconut Grove Village Center; 2.
