In May, the City Commission requested a reevaluation of
possible locations for the proposed velodrome. The attached
report indicates the results of our examination of a number
of sites. The report recommends that the Municipal Justice
Building and the Bicentennial Park be seriously considered
as sites for the velodrome. Other sites considered have been
rejected for a variety of reasons as explained in the report.
The City Commission requested a public hearing on the velodrome
location preferably in July 1977. I would recommend that the
attached report be circulated to the Commission for discussion
at their July 28th meeting and a public hearing be called for
their first meeting in September to consider and hopefully
finalize the velodrome location.

In accordance with the Commissioh's request of.may 26.fo.r a
staff analysis of a location for the velodrome, the following
report and recommendations are submitted:
Recommended Location
Municipal Justice Building - First preference among all sites
considered is the open space between the Municipal Justice
Building and 12th Avenue, at the intersection of llth Street,
and the East-West Expressway. (See attached map). The site
possesses the following advantages with respect to the opera-
tion of a velodrome:
-- centrally located to the City's population and easily
accessible via major avenues and expressways.

uses and is highly compatible with the motel to the south
(considering thu facility's regional and statewide appeal) .
has over 200 parking space:: on -site and is within G00 feet
of Civic Center parking lots. (See vicinity map).

Other considerations:
Although well suited as a velodrome site, the Municipal Justice
Building property is close to the Civic Center and thus well
suited for a number of uses. Interest expressed in the site by
other governmental and service agencies raises the question of
possible lease or sale revenues for the City. As the velodrome
would occupy only 30% of the site,it would not necessarily pre=
elude other development options but would certainly affect such
considerations.
Alternative Locations
1. Bicentennial Park - The second and only other site considered
feasible within Miami, is the extreme northwest corner of
Bicentennial Park. Its advantages include:
-- an attractive environment
a variety of support facilities such as restrooms,
• restaurants and offices for supervisory personnel
convenient regional access via the 836 Expressway
•compatible activity relationships to adjoining ball
and soccer field and hike paths
nearby parking under the expressway and somewhat
further away at Herald Plaza (see attached vicinit
map)
'existing high intensity area lighting
the existing maintenance crew within the park could:
• easily care for the facility
development could be accomplished with only minor
modifications to the existing park, including moving
12 trees, capping of several sprinkler heads and
additional fill for the banking at the track turns
and along the north side for spectator seating.
n addition:
the velodrome would add a unique facility of regional`:
appeal that would draw a variety of users and spec
tators to the park.

Other consideratiohst
Although the grass covered embankments that woulr3 surround the
velodrome would be aesthetically consistent with the park design,
it would be undesirable to erect permanent bleachers,judges` stands
or other such apparatus in the park.
The track should be fenced as a safety and security measure.. Such
fencing would be difficult to integrate functionally and without
visual disruption.
Construction of the track would necessarily disrupt other areas of,
the park for three months or more.
2. Tropical Park - Contacted in early June, Mr. Bill Byrd,
Director of Dade County Parks and Recreation, expressed
considerable interest in the concept of a velodrome for
Dade County. Although the Dade County Parks Department
considers a bicycle racing facility a needed and desirable
adjunct to their sports and recreation programs an analysis
of financial capabilities and space -use planning for Tropical.
Park would be necessary before a County policy could be de-
fined. Tamiami Park near 117th Avenue might be considered
a second alternative but also would require additional ana-
lysis.
Rejected Locations
The following municipal properties were considered for a velodrome, -
location but rejected for the accompanying reasons:
-- Watson Island - present considerations for the re-
development of the entire Island preclude at this
time, independent efforts by the City to set aside
property for the velodrome, support parking, and
facilities. Indeterminant nature of future improve
ments raises questions of compatibility with theme
park design.
Dinner Key - insufficient space available.
Pace Park - inappropriate location immediately
water's edge.
Moore Park - inappropriate for community.

Feasibility analysis:
Potential Events - Discussions with velodrome promoters in Redmond,
Washington; Northbrook, Illinois; and Trexlertown, Pennsylvania, as
well as local cycling organizations and the United States Cycling
Federation office in New York City have shown strong confi.lence in
Miami's potential for staging successfully the following events:
Caribbean Games - promoted as a part of the Caribbean
Cycling Association with Jamaica, Trinidad, Barbados.
Venezuela, Panama, Guatemala, Mexico and Costa Rica
participating.
International Invitational Meets - particularly during
winter months, international team competition with
amateur and professional riders from Europe.in, South
and Central America, Canadian, and Asian riders would
be quite possible and is being done during the spring
and summer at the Redmond and Trexlertown tracks.
North American Games - fall winter season wrap-up with
championship matches, just as is done in auto -racing,
golf and tennis.
-- State Championships - United States Cycling Federation
Florida Championships and Olympic development races.
Regional Team Competition - Gold Coast and Gulf Coast
•
cycling club team meets on a regularly scheduled basis.
- College and University Team Competition - drawing from
•
South Florida institutions on a league basis.
National Velodrome Team Competition - resident teams
representing tracks throughout the U.S. would compete
on exchange basis. Miami would have its own team and
host its share of events.

Track Promotion - To attract riders to the above events, particularly
international and national level competition, an active promotional
program must be male. Operating under the same promotional umbrella
as the Orange Bowl, Miami Stadium, and the Marine Stadium, the
Velodrome could expect to attract several national and international
events a season. At least one individual should be employed full
time as track promoter if an active program of national/international
and regional races are desired. The promotional program at Trex1er
town, Pennsylvania, employs two persons and produces several such
events each year with crowds ranging from 1500 to 5000 people. In
addition, local and regional events are held twice a week with 1000
to 4000 spectators and up to 200 riders in attendance. The Trexler-
town program is one year old.
An alternative approach would be to focus on local events and turn
operation of the track over to local cycling organizations. Redmond,
Washington, follows this approach and extracts 5% of all spectator
admissions ($1 per person) for maintenance. Northbrook, Illinois,
also has local clubs run the track with a contract specifying the
management terms and responsibilities assumed by the clubs, with the
Northbrook Parks District assuming maintenance responsibilities.
Financial Feasibility - Depending on the management and program options
chosen and assuming strong promotion locally, the velodrome has an
excellent chance to break even financially and a potential for return-
ing a profit:
Local Cycling Association Management - By turning over the
program development and operation to local cycling clubs,
as is done with most municipal • >r county velodromes in the
U.S. the track would probably return in revenues the cost
of utilities and maintenance, but would not _,how a profit.
Fees for recreational use, spectator admissions, for special
events, track rentals for independently promoted event and
rider entry fees for organized racing would be expected
revenue sources. Both the Northbrook and Redmond velodromes
operate in this manner and are self-supporting financially,
even though the facilities are not uselu to 7 months a year,
It is assumed that with a 12 month program •and no winter
related damage to repair, the Miami velodrome would at least
meet costs of operation.

1 liilTime Staff Management the funding of a full-time
"staff person or persons to promote, organize and stage a
full program of local, regional, national and international
events at the velodrome will greatly enhance its potential
for greater active use and financial returns. The Trexler=
town velodrome has two full-time staff people and the most
active national and international event schedule in this
country. The 1000 to 4000 spectators at each event (twice
per week), return between $1500 and $5000 in gate receipts,
while costs for one evening program runs between $500 and
$1000, depending on the class of riders and prize lists.
During its first year of operation last year, the tracacilit'
returned a net profit and was the. only Lehigh County Y
to do so. The Trexlertown velodrome draws spectators from
the Allentown -Bethlehem area (population 170,000) and com-
petes for riders with facilities in New York, Ontario and
Quebec. Miami by contrast would draw from a population
ten times as large with the nearest track in Eastpoint,
Georgia, over 700 miles away. Moreover, an active program
of amateur and professional racing in Miami would be the
only one in North America from October to April, and a
certainty to attract quality competition that appeals to
spectators.
It must be cautioned that it is unlikely a velodrome would be an
immediate success but rather would require two to throe years to
establish both a sizeable user group and a spectator. following.
It is certain, however, that full-time management would be required
to develop national and international level events. -
