Culmer Park Community Development Task Fotce is requesting
to appear on the next City CommiSsionts Meeting.
Culmer Park Community would like to discuss the issues on
Dixie and Dorsey Park. On April 16, 1977 you stated that
these Parks would have first priorty. As of this day, there
has been no action on the said matter,

On Thursday, June 23, 1977 a presentation was made to this
body regarding Central Miami Park. It was stated at that
meeting, that this park would be built prior: to Dixie or
Dorsey. The Community has rejected that plan ,until the two
parks above are developed.
Now we are requesting a hearing before the City of Miami_
Commissions on said matter.

On Thursday, June 23, a meeting was held with the Culmer Community
Development Target Area citizens group to discuss the construction
schedule for Central Miami Park. There were three staff people in
attendance including Newall Daughtrey, Ms. Brenda Rivers and Sara
Powell from the Parks Department. The citizens in attendance voted
not to begin construction on Central Miami until positive action
has been taken on Dixie Park. As you are aware design contracts are
currently underway for both Central Miami and Dixie Parks. Appar-
ently the community feels that construction of Central Miami will
postpone work on Dixie Park. The problem is further complimented
by the anticipated deficit to complete Dixie Park in accordance with
the program for park development wnich has been concurred in by the
community.
In April we presented to the City Commission a status report of all
City physical projects currently underway. In that report we indi-
cated that there is a remaining bond fund balance of $1,101,369, in
the Culmer/Wynwood area, assuming that the $1.4 million overrun for
Coconut Grove is not taken out of the various neighborhood target
areas. The current emphasis on park projects within the Culmer/Wyn-
wood Park Planning District are as follows:
Dixie Park
The consultant's estimate to develop Dixie Park in accordance with
the program prepared in conjunction with the area residents is
$1,142,000.The current Parks for People allocation for Dixie Park
is $791,000, including $125,000 of City and County CD funds. Current
design fees total $64,000 and are based on the current allocation.
This leaves $727,000 available for construction. Additional design
fees of $36,000 are required based on the $1,142,000 estimated con-
struction cost. Therefore, in order to complete Dixie Park in accord-
ance with the current program, an additional $451,000 will be needed.
Dorsey Park
The original allocation for Dorsey Park was $628,000. This was reduced
by the area Park Planning Committee to $328,000 in April 1975 and
$300,000 was transferred to Dixie Park. The remaining amount was to
be used to acquire additional property for the expansion of Dorsey
Park. Appraisals have been done on the property that was proposed for

dMpansion and all of the property owners have been contacted,
however, each of the adjacent property owners has indicated
that they are not willing to sell on a negotiated basis. There-
fore, the City would be.fac:Id with a condemnation procedure on
each property which would substantially increase the acquisition
cost for increasing the size of Dorsey Park. It is the staff's
recommendation that approximately$100,000 be spent on Dorsey Park
to improve existing facilities which are in extremely poor condi-
tion. This, in the opinion of the Parks and Recreation Depart-
ment, would substantially improve the usefulness of Dorsey Park
and would leave $228,000 available for other parks in the Culmer/
Wynwood area.
Central Miami
The design firm currently working on Central Miami estimates that
the completion of Central Miami will require an expenditure of
$145,000. This is in addition to the $140,000 already spent for
the community facility at Central Miami and $15,000 for design
fees.
The estimated shortfall in the Culmer/Wynwood area to (1) complete
Dixie Park in accordance with the approved program (2) complete
Central Miami Park in accordance with current plans and (3) renovate
facilities at Dorsey for$100,000 is approximately $261,000. This
assumes that $228,000 from Dorsey would be transferred to Dixie.
It is my recommendation that the following sequence of events occur.
1. The City immediately proceed with design let bids for the
construction of Central Miami Park, which could be com-
pleted in a timely fashion within the next three to six
months.
The Public Works Department prepare specifications for
the demolition of the substandard structures at Dorsey
Park and for the construction of new restroom facilities
for a budget not to exceed $100,000.
3. The design firm currently under contract for Dixie Park be
directed to prepare a park design incorporating all aspects
of the program which has been adopted by the community and
project be let for bid at the earliest possible date. If the
final bid comes in higher than the available funds a portion
of park construction program be deferred until 4th year CD
funding is available.
The above recommendations assume that the $1.4 million overrun in
Coconut Grove will not affect the remaining balance in the Culmer/
Wynwood Park Planning District.
