CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Victor Turner Director, Community Development FROM: Kenneth Kalmis Pres- -_ o Offic-r DATE: 09/16/25 PA-2025-05-A SUBJECT: District 5 Infill Scattered Sites Project Miami Forever Bond Funds 411 NE 69 ST REFERENCES ENCLOSURES: Our office has received a request for review of the above -referenced site, 411 Northwest 69 Street, to develop a single-family dwelling. On March 13, 2025, the City Commission approved Resolution R-25-0110305 authorizing the allocation of Miami Forever Affordable Housing Limited Ad Valorem Bond Funds ("MFB Funds") to be used for affordable housing development inclusive of this property. While this project is currently not utilizing Federal funding, this review is in accordance with Section 106 of the National Historic Preservation Act of 1966, as amended and 36 CFR Part 800: Protection of Historic Properties. The proposed undertaking will include the construction of a single -story residential building and site improvements at a vacant, undeveloped property located at: 411 NE69ST The City has allocated Miami Forever Affordable Housing Limited Ad Valorem Bond Funds same. The subject is a non-contributing property within the locally designated Palm Grove Historic District. The Palm Grove Historic District has been previously identified as Site DA13361, a locally significant, National Register Eligible resource. Based on our evaluation and review, it is our opinion that the subject property does not meet the criteria for individual listing in the National Register of Historic Places. The proposed undertaking entails the construction of a one-story, hip -roofed, stucco -clad residential building. The proposed building will be rectangular in plan and feature decorative horizontal scoring to introduce stucco banding and ornamental stone veneer. The proposed undertaking will require review and approval by the City of Miami Historic and Environmental Preservation Board pursuant to Chapter 23 of the City of Miami Code or Ordinances and the City's Historic District Guidelines and therefore must follow the Secretary of the Interior's Standards for the Treatment of Historic Resources. Pursuant to 36 CFR § 68.3(b)(9) New additions, exterior alterations, or related new construction will not destroy historic materials, features and spatial relationships that characterize the property. The new work will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. Pursuant to 36 CFR § 68.3(b)(10) New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. The Palm Grove Historic District is representative of the growth and development of Miami from the 1920s to the late 1950s and embodies dwellings that display popular styles of the period. Characterized by single- and multifamily dwellings as well as warehouses, it was developed as a middle-class neighborhood, and the homes were modest in terms of size and design. According to the City of Miami, Palm Grove Historic District Designation: "the neighborhood was initially platted in the 1920s, but many of the lots remained undeveloped as the Florida Land Boom came to an abrupt end in 1926. By the mid-1930's another wave of construction began lasting well into the 1940s as returning servicemen and women took advantage of government —insured loans. By the mid-1950s the majority of lots within the neighborhood had been developed, illustrating the rapid growth and expansion occurring in the city into this period. As a result, the Palm Grove Neighborhood contains a significant collection of residential architecture from the early to mid-20th century. The district includes a collection of one-story Mediterranean Revival homes; apartments that express Art Deco detailing; and a wider variety of the form known as "Minimal Traditional" and Ranch, which characteristically employed decorative detail gleaned from other stylistic vocabularies which include: Craftsman, Art Deco, and Art Moderne." The proposed undertaking entails the construction of a single -story, hip -roofed structure. The size, scale, proportions, and massing of which are contextually consistent with the Palm Grove Historic District. Materials including stucco, both smooth and horizontally scored, as cladding, ornamentation of stone detailing, and asphalt shingle roof sheathing are contextually compatible with the Palm Grove Historic District. The subject property is vacant and undeveloped. The proposed undertaking will be completed in such a manner that if removed in the future, the essential form and integrity of the Palm Grove Historic District and its environment would be unimpaired. We find that the proposed new construction, as it introduces new built elements within the historic district, will have a physical effect on a resource eligible for the National Register of Historic Places, specifically the Palm Grove Historic District (Site DA13361). However, the proposed undertaking will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing protecting the integrity of the historic resource and its environment. It will also be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic resource and its environment would be unimpaired. Furthermore, the proposed undertaking is subject to local review and approval, and such approval is contingent upon compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. The undertaking is required to meet those Standards. As a result, the project will be designed in a manner consistent with the Standards and will not diminish the integrity of the Palm Grove Historic District's location, design, setting, materials, workmanship, feeling, or association. Therefore, pursuant to 36 CFR § 800.5(b), the undertaking will result in no adverse effect to properties eligible for of listed in the National Register of Historic Places. We find therefore, the proposed undertaking at 411 NE 69 ST, the construction of a new single-family dwelling, pursuant to the review and approval by City of Miami Historic and Environmental Preservation Staff, pursuant to Chapter 23 of the City of Miami Code or Ordinances and the City's Historic District Guidelines, and following the Secretary of the Interior's Standards for the Treatment of Historic Properties, will have no adverse effect on resources listed in or eligible for the National Register of Historic Places.
