AND WHETHER SUCH SYSTEM CAN BE IMPLEMENTED EITHER BY AN
ADMINISTRATIVE PROCEDURE OR AN AMENDMENT TO THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED.
