RELEVANT CITY OF MIAMI DEPARTMENT TO DEVELOP A VIRTUAL BUILDING
INSPECTION SYSTEM FOR SIMPLE, LOW -RISK PERMITS AND TO REPORT TO
THE CITY COMMISSION IN SIXTY (60) DAYS ON THE PROGRESS OF
IMPLEMENTATION AND WHETHER SUCH SYSTEM CAN BE IMPLEMENTED
EITHER BY AN ADMINISTRATIVE PROCEDURE OR AN AMENDMENT TO THE

A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO WORK WITH THE BUILDING DEPARTMENT AND ANY OTHER
RELEVANT CITY OF MIAMI DEPARTMENT TO DEVELOP A VIRTUAL BUILDING
INSPECTION SYSTEM FOR SIMPLE, LOW -RISK PERMITS AND TO REPORT TO
THE CITY COMMISSION IN SIXTY (60) DAYS ON THE PROGRESS OF
IMPLEMENTATION AND WHETHER SUCH SYSTEM CAN BE IMPLEMENTED
EITHER BY AN ADMINISTRATIVE PROCEDURE OR AN AMENDMENT TO THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED.
WHEREAS, Building Permit inspection requirements are set forth by the Florida Building
Code ("FBC") and the Code of the City of Miami, Florida, as amended ("City Code"); and
WHEREAS, Section 553.79(6), Florida Statutes, provides, "[A] state or local
enforcement agency may perform virtual inspections at the discretion of the enforcement
agency. However, a state or local enforcement agency may not perform virtual inspections for
structural inspections on a threshold building. For purposes of this subsection, the term "virtual
inspection" means a form of visual inspection which uses visual or electronic aids to allow a
building code administrator or an inspector, or team of inspectors, to perform an inspection
without having to be physically present at the job site during the inspection"; and
WHEREAS, in an effort to assist City of Miami ("City") residents and property owners to
streamline the Building Permit Inspection process to allow for reduced wait times, better
customer service, and operational efficiency; and
WHEREAS, increased virtual inspections will also allow for re -direction of on -site Permit
inspections; and
WHEREAS, it should be determined if the best method to implement this new virtual
inspection system is by administrative process or an amendment to the City Code; and
WHEREAS, a virtual inspection process for simple, low -risk Permits is in the best
interest of City residents and property owners;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Resolution are
hereby adopted by reference and incorporated herein as if fully set forth.
Section 2. The City Manager is directed to work with the Building Department and any
other relevant City Department to develop a virtual Permit inspection system for simple, low -risk
Permits and to report back to the City Commission in sixty (60) days on the progress of
implementation and whether such system can be implemented either by an administrative
procedure or an amendment to the City Code.
Section 3. This Resolution shall become effective immediately upon its adoption.
