A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING AND APPROVING THE AMENDED GENERAL OPERATING
BUDGET OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY
REDEVELOPMENT AGENCY ("OMNI CRA"), ATTACHED AND
INCORPORATED AS EXHIBIT "A," IN THE AMOUNT OF SEVENTY-THREE
MILLION, SIXTY FOUR THOUSAND TWO HUNDRED EIGHTY NINE DOLLARS
AND ZERO CENTS ($73,064,289.00) FOR THE FISCAL YEAR COMMENCING
OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026 ("AMENDED
BUDGET"), AS APPROVED BY THE OMNI CRA'S BOARD OF
COMMISSIONERS; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, pursuant to Part III, Chapter 163, Florida Statues, there was created by
action of Miami -Dade County, Florida ("County") and the City of Miami, Florida ("City"), the Omni
Redevelopment District Community Redevelopment Agency ("Omni CRA") within the limits of
the City; and
WHEREAS, pursuant to terms of the Interlocal Agreement, the Omni CRA shall submit
its budget and related amendments, and modifications to the City for approval; and
WHEREAS, pursuant to Section 163.387(6)(b) Florida Statutes, a community
redevelopment agency created by a municipality shall submit its annual budget to the Board of
County Commissioners for the County in which the agency is located within ten (10) days after
the adoption of such budget and submit amendments of its annual budget to the Board of
County Commissioners within ten (10) days after the adoption date of the amended budget; and
WHEREAS, on July 24, 2025, as a prerequisite to carrying out Fiscal Year 2025-2026
redevelopment activities, the Board of Commissioners of the Omni CRA adopted Resolution No.
CRA-R-25-0046, which approved and adopted the Omni CRA's General Operating Budget and
Tax Increment Fund Budget for the Fiscal Year commencing October 1, 2025 and ending
September 30,2025 ("Fiscal Year"); and
WHEREAS, the Omni CRA's original General Operating and Tax Increment Fund
Budget was in the total amount of Seventy -Three Million, Sixty -Four Thousand, Two Hundred
Eighty Nine Dollars and Zero Cents ($73,064,289.00) for the Fiscal Year; ("Budget"); and
WHEREAS, on October 22, 2021, the Board of Commissioners of the CRA adopted
Resolution No. CRA-R-21-0033, which authorized the Executive Director to execute the Second
Amendment to the Interlocal Agreement between the City, County, and the Omni CRA,
executed and effective May 8, 2025, requiring the Omni CRA to remit to the County One Million
Four Hundred Thirty Thousand Dollars and Zero Cents ($1,430,000.00) for payment of the
Performing Arts Center Construction Bond Debt Service ("PAC Debt Service"); and

WHEREAS, although the funding for the required PAC Debt Service payment was
included within the Fiscal Year 2025-2026 Budget adopted by the Omni CRA, the payment was
not separately identified as its own line item; and
WHEREAS, it is necessary to amend the Budget as it will segregate and designate the
PAC Debt Service payment as a separate line item without increasing the total Budget
appropriation for Fiscal Year 2025-2026; and
WHEREAS, on February 12, 2026, the Board of Commissioners of the Omni CRA
adopted Resolution No. CRA-R-26-007, which accepted and adopted the amended Budget
identifying the separate line item for the PAC Debt Service payment ("Amended Budget"); and
WHEREAS, the City Commission wishes to accept and approve the Omni CRA's
Amended Budget;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Amended Budget of the Omni CRA, attached and incorporated as
Exhibit "A", for the Fiscal Year commencing October 1, 2025 and ending September 30, 2026,
as approved by the Omni CRA's Board of Commissioners, is accepted and approved.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
