NOTICE OF PUBLIC HEARING
ANY PERSON WHO RECEIVES COMPENSATION, REMUNERATION OR
EXPENSES FOR CONDUCTING LOBBYING ACTIVITIES IS REQUIRED TO
REGISTER AS A LOBBYIST WITH THE CITY CLERK PRIOR TO ENGAGING IN
LOBBYING ACTIVITIES BEFORE CITY STAFF, BOARDS AND COMMITTEES OR
THE CITY COMMISSION. A COPY OF THE APPLICABLE ORDINANCE IS
AVAILABLE IN THE OFFICE OF THE CITY CLERK (MIAMI CITY HALL), LOCATED
AT 3500 PAN AMERICAN DRIVE, MIAMI, FLORIDA, 33133.
AT THE SCHEDULED MEETING OF THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA, TO BE HELD ON FEBRUARY 26, 2026, AT 9:00 A.M., IN ITS CHAMBERS
AT CITY HALL, 3500 PAN AMERICAN DRIVE, THE MIAMI CITY COMMISSION
WILL CONSIDER THE FOLLOWING ITEM RELATED TO THE REGULAR AGENDA:
AUTHORIZING AND DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL
ACTION(S) NECESSARY TO EXPEDITIOUSLY REQUEST THE MIAMI-DADE
COUNTY DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS ("DTPW')
CONSIDER THE PROPOSED TRAFFIC FLOW MODIFICATIONS, WAIVE THE
REQUIRED RESIDENT CONCURRENCE, AND EXEMPT THE BALLOTING
PROCESS, IN ORDER TO EXPEDITIOUSLY PROCEED WITH THE DESIGN AND
CONSTRUCTION OF TRAFFIC CALMING DEVICES AT TWENTY (20) LOCATIONS
IN THE ROADS RESIDENTIAL NEIGHBORHOOD, AS MORE PARTICULARLY
DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED; AUTHORIZING
THE CITY MANAGER BUDGET, ALLOCATE, AND APPROPRIATE AN AMOUNT
NOT TO EXCEED FIVE HUNDRED FIFTY THOUSAND AND 00/100 DOLLARS
($550,000.00) FROM LEGALLY AVAILABLE FUNDING SOURCES FOR THE
DESIGN AND CONSTRUCTION OF THE TRAFFIC CALMING DEVICES FOR THE
LOCATIONS IDENTIFIED IN THIS RESOLUTION; THE USE, ALLOCATION, AND
APPROPRIATION OF FUNDS IDENTIFIED HEREIN, ARE SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS AND THE RECEIPT OF ALL NECESSARY APPROVALS, INCLUDING, BUT
NOT LIMITED TO THE CITY ATTORNEY APPROVAL; FURTHER APPROVING THE
CITY MANAGER TO MAKE ANY CHANGES TO ADJUST, AMEND, AND
APPROPRIATE THE CITY'S OPERATING BUDGET, FIVE-YEAR FINANCIAL PLAN,
STRATEGIC PLAN, MULTI -YEAR CAPITAL PLAN, AND ANY OTHER DOCUMENTS
AS NECESSARY AND APPLICABLE, PURSUANT TO THE PROVISIONS OF THIS
RESOLUTION; RATIFYING, APPROVING, AND CONFIRMING CERTAIN
NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY
DEPARTMENTS IN ORDER TO UPDATE THE CAPITAL PLAN, RELEVANT
FINANCIAL CONTROLS AND COMPUTER SYSTEMS IN CONNECTION
THEREWITH, FOR PROJECT CLOSE-OUTS, AND FOR GRANTS AND OTHER
FUNDING SOURCES IN PROGRESS IN CONNECTION HEREWITH DIRECTING
THE CITY CLERK TO SEND A CERTIFIED COPY OF THIS RESOLUTION.
Copies of the proposed Resolution are available for review at the Resilience and
Public Works Department, Survey Section of the Administration Division, located at
444 SW 2nd Avenue, 7th Floor, during regular working hours. Phone 305-416-1232
All interested persons are invited to appear at the meeting and may be heard with
respect to the proposed resolution. Should any person desire to appeal any decision
of the City Commission with respect to any matter to be considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made including
all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a
special City Commission meeting will be automatically scheduled for the Tuesday
immediately following the cancelled meeting. In the event of one of the
aforementioned circumstances, the special meeting would be held on March 3, 2026
at 9:00 a.m. in the City Commission chambers located at Miami City Hall, 3500 Pan
American Drive, Miami, Florida 33133. All of the scheduled agenda items from that
cancelled meeting shall automatically be scheduled as an agenda item at the special
City Commission meeting.
The City Clerk shall notify the public of the special meeting that is to take place by
placing a notice of the special City Commission meeting at the entrance of City Hall
and the City's main administrative building, placing a notice on the City's website, and,
if feasible, placing an ad in a newspaper of general circulation before the special
meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special
City Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing
special accommodations to participate in this proceeding may contact the Office of
