HomeMy WebLinkAboutR-26-0076City of Miami Resolution R-26-0076 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 18887 Final Action Date: 2/12/2026 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO EVALUATE THE UNSOLICITED PROPOSALS RECEIVED FOR CERTAIN CITY -OWNED PROPERTIES, SPECIFICALLY THE CITY -OWNED GSA LOT LOCATED AT 1970 NORTHWEST 13 AVENUE & 1950 NORTHWEST 12 AVENUE, MIAMI, FLORIDA, FOLIO NOS. 01-3135-000-0163 & 01-3135-0010-010; FURTHER DIRECTING THE CITY MANAGER TO PLACE A DISCUSSION ITEM ON AN AVAILABLE CITY COMMISSION MEETING AGENDA, WITHIN THIRTY (30) DAYS OF ADOPTION OF THIS RESOLUTION, AND SUBMIT A WRITTEN REPORT REGARDING SAID UNSOLICITED PROPOSALS, CONSISTENT WITH SECTION 18-119 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED; AND PROVIDING FOR AN EFFECTIVE DATE. SPONSOR(S): Commissioner Miguel Angel Gabela WHEREAS, the City of Miami ("City") has received one or more unsolicited proposals relating to certain City -owned properties, specifically the City -owned GSA lot located at 1970 Northwest 13 Avenue & 1950 Northwest 12 Avenue, Miami, Florida, Folio Nos. 01-3135-000- 0163 & 01-3135-0010-010 ("GSA Lot"); and WHEREAS, Section 18-119 of the Code of the City of Miami, Florida, as amended ("City Code"), establishes procedures and conditions for the City's receipt, evaluation, notice, and potential award of unsolicited proposals for a qualifying project, including City Commission notification by placement of a discussion item on the next available City Commission agenda when the City desires to enter into an agreement; and WHEREAS, the City Commission desires to direct the City Manager to evaluate the unsolicited proposals received for the foregoing City -owned properties and to timely present the matter to the City Commission for discussion; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to evaluate the unsolicited proposals received for the City -owned GSA Lot, for consistency with Section 18-119 of the City Code and applicable law, including whether the proposals constitute a "qualifying project" under F.S. § 255.065, as incorporated by Section 18-119, and for feasibility. Section 3. The City Manager is further directed to place a discussion item on the an available City Commission meeting agenda, within thirty (30) days of adoption of this City of Miami Page 1 of 2 File ID: 18887 (Revision:) Printed On: 3/9/2026 File ID: 18887 Enactment Number: R-26-0076 Resolution, and submit a written report for the City Commission's consideration addressing, at a minimum: (i) a summary of each unsolicited proposal received for the above -referenced properties; (ii) the status of required application fee(s) and the projected or incurred costs of evaluation as contemplated by Section 18-119; (iii) an assessment of whether the City should proceed under Section 18-119, including whether public notice and acceptance of competing proposals is recommended; and (iv) any recommended next steps and anticipated timelines, including any applicable finance committee review considerations if long-term financing and City debt are implicated. Section 4. This Resolution shall become effective immediately upon its adoption.
