A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO CREATE A PUBLICLY ACCESSIBLE WEB PORTAL ON THE
CITY OF MIAMI'S ("CITY") WEBSITE THAT ALLOWS THE PUBLIC TO
SEARCH AND VIEW CITY EMPLOYEE SALARY INFORMATION; FURTHER
DIRECTING THE ADMINISTRATION TO WORK WITH THE OFFICE OF THE
CITY ATTORNEY, DEPARTMENT OF INFORMATION TECHNOLOGY, AND
THE DEPARTMENT OF HUMAN RESOURCES TO DESIGN AND IMPLEMENT
A USER-FRIENDLY, SEARCHABLE PORTAL THAT COMPLIES WITH
APPLICABLE PUBLIC RECORDS LAWS AND PRIVACY PROTECTIONS;
FURTHER DIRECTING THE CITY MANAGER TO REPORT ITS PROGRESS
TO THE CITY COMMISSION WITHIN 60 DAYS.

WHEREAS, transparency in government operations and spending promotes
accountability, fosters public trust, and enables the public to better understand how taxpayer
dollars are allocated; and
WHEREAS, the State of Florida's public records laws, including Chapter 119, Florida
Statutes, provide broad access to public information, including salary data for public employees,
subject to limited statutory exemptions that protect sensitive or confidential information; and
WHEREAS, residents and the general public frequently request access to City of Miami
("City") employee salary information, and responding to such requests requires significant staff
time and resources; and
WHEREAS, creating a centralized, publicly accessible, user-friendly online portal that
allows the public to search and view City employee salary information would enhance
transparency, improve access to information, and streamline administrative processes; and
WHEREAS, the Miami City Commission finds that it is in the best interest of the City and
the public to direct the development of such an online portal, designed and implemented in
coordination with relevant City Departments to ensure accuracy, usability, and full compliance
with applicable privacy laws and public records requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby directed to develop and implement a publicly
accessible web portal on the City's official website that allows the public to search, view, and
access City employee salary information.

Section 3. The City Manager is further directed to work with the Office of the City
Attorney, the Department of Information Technology, and the Department of Human Resources
to ensure that the portal is:
a. user-friendly, intuitive, and searchable by fields such as employee name,
department, title, and salary;
b. provides information that is accurate, regularly updated, and presented in a
clear format;
c. complies fully with all Florida public records laws, including Chapter 119,
Florida Statutes; and
d. incorporates all necessary privacy protections and excludes data that is
confidential or exempt from public disclosure under and Federal, State and
Local law.
Section 4. The City Manager shall provide the City Commission with a progress update
and an anticipated timeline for implementation within 60 days of the adoption of this Resolution.
Section 5. This Resolution shall become effective immediately upon its adoption.
