NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
Thursday, February 12, 2026, at 9:00 A.M. at City Hall, located at 3500 Pan American
Drive, Miami, Florida, 33133 for the purpose of granting the following:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
EXTENDING THE TIME TO FOR ARK OF THE CITY, INCORPORATED, A FLORIDA
NOT FOR PROFIT CORPORATION, TO COMPLETE THE REHABILITATION AND
COMMENCE THE JOB TRAINING PROGRAM AT THE PROPERTY LOCATED AT
1302 NORTHWEST 54 STREET, MIAMI, FLORIDA, AS MORE PARTICULARLY
DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED, FOR SIXTY (60)
ADDITIONAL MONTHS; FURTHER AUTHORIZING AN AMENDMENT TO MODIFY
THE AFFORDABILITY PERIOD AND MODIFYING THE ELIGIBLE ACTIVITIES ON
THE PROPERTY; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING
AMENDMENTS, MODIFICATIONS, AND EXTENSIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS.
Said proposed resolution(s) may be inspected by the public at the Office of the City
Clerk, 3500 Pan American Drive, Miami, Florida 33133, Monday through Friday,
excluding holidays, between the hours of 8 a.m. and 5 p.m., or http://miamifl.iqm2.com
five days before the date of the Commission Meeting.
All interested persons are invited to appear at the meeting and may be heard with
respect to the proposed resolution. Should any person desire to appeal any decision of
the City Commission with respect to any matter to be considered at this meeting, that
person shall ensure that a verbatim record of the proceedings is made including all
testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a
special City Commission meeting will be automatically scheduled for the Tuesday
immediately following the cancelled meeting. In the event of one of the aforementioned
circumstances, the special meeting would be held on February 17, 2026, at 9:00 a.m. in
the City Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. All of the scheduled agenda items from that cancelled meeting
shall automatically be scheduled as an agenda item at the special City Commission
meeting.
The City Clerk shall notify the public of the special meeting that is to take place by
placing a notice of the special City Commission meeting at the entrance of City Hall and
the City's main administrative building, placing a notice on the City's website, and, if
feasible, placing an ad in a newspaper of general circulation before the special meeting
on the immediately following Tuesday. There shall be no additional notice by publication
required for any such scheduled agenda item that is moved to the special City
Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City
Clerk at (305) 250-5361 (Voice) no later than five (5) business days prior to the

Federal regulations governing CDBG, and other HUD programs require that a participating jurisdiction provide citizens with
reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In
addition, the public is advised of the new allocation(s)/ amendment(s) to the funding of the city program(s) as indicated
below: *1-
1. DISCUSS AND PROPOSE A RESOLUTION OF THE MIAMI CITY COMMISSION, ALLOCATING ADDITTIONAL FUNDS TO RJ
SPENCER ("DEVELOPER,") IN THE AMOUNT OF $49,788.20, USING THE SALE PROCEEDS INCOME, GENERATED FROM
THE SALES OF INFILL TWIN/SINGLE FAMILY HOME UNITS LOCATED IN DISTRICT 5, TO COVER ADDITIONAL PROJECT
COST, TO MODIFY THE PHYSICAL STRUCTURE OF THE ORIGINAL UNIT LAYOUT, LOCATED AT 5445 NW 1 COURT, MIAMI,
FLORIDA, CURRENTLY UNDER CONSTRUCTION. (Move to March 12 CC Meeting.)
2. DISCUSS AND PROPOSE A RESOLUTION AUTHORIZING THE TRANSFER OF UNALLOCATED COMMUNITY
DEVELOPMENT BLOCK GRANT ("CDBG") ECONOMIC DEVELOPMENT FUNDS, FROM FISCAL YEAR ("FY") 2025-2026, IN
THE TOTAL AMOUNT OF $317,500.00 TO BE UTILIZED FOR A COMMERCIAL FACADE/ CODE COMPLIANCE PILOT
PROGRAM IN DISTRICT 4; ALLOCATING AN AMOUNT OF $47,500.00 TO SUNSHINE FOR ALL, INC., FOR PROGRAM
OPERATION AND THE AMOUNT OF $270,000.00 FOR ELIGIBLE HARD CONSTRUCTION AND CODE COMPLIANCE COSTS.
3. DISCUSS AND PROPOSED A RESOLUTION OF THE MIAMI CITY COMMISSION, EXTENDING THE TIME TO FOR ARK OF
THE CITY, A FLORIDA NOT FOR PROFIT CORPORATION, TO COMPLETE THE REHABILITATION AND COMMENCE THE
JOB TRAINING PROGRAM AT THE PROPERTY LOCATED AT 1302 NORTHWEST 54 STREET, MIAMI, FLORIDA, FOR SIXTY

The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s),
authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
t t This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begins
on Tuesday, January 13, 2026, and ends on Wednesday, February 11, 2026. The proposed amendment(s) will be presented to the
City Commission for approval on Thursday, February 12, 2026. Draft copies of the agenda items will be available at the City of Miami
Department of Housing and Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address).
Comments to amendment(s) must be submitted to: nancyromani@miamigov.com, Attn: Nancy Romani, and must be received no
later than February 11, 2026. Interested individuals are encouraged to attend this Public Hearing. The meeting site is accessible to
