A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE D4 COMMERCIAL FAQADE AND CODE COMPLIANCE
PILOT PROGRAM ("PROGRAM") AS SPECIFIED IN EXHIBIT "B," ATTACHED
AND INCORPORATED; FURTHER AUTHORIZING THE TRANSFER OF
UNALLOCATED COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG")
ECONOMIC DEVELOPMENT FUNDS, FROM FISCAL YEAR ("FY") 2025-2026,
IN THE TOTAL AMOUNT OF THREE HUNDRED SEVENTEEN THOUSAND
FIVE HUNDRED DOLLARS ($317,500.00) FOR THE PROGRAM, AS
SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND
MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL FEDERAL,
STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS,
FOR SAID PURPOSE.

WHEREAS, pursuant to Resolution No. R-25-0287, adopted July 25, 2025, the Miami
City Commission approved the allocation of Community Development Block Grant ("CDBG")
funds in the total amount of Five Million Twenty -Five Thousand Two Hundred Eighty -Three and
00/100 Dollars ($5,025,283.00) for Fiscal Year ("FY") 2025-2026, which included an amount of
Two Million Six Hundred Sixty -Seven Thousand Eighty -Three and 95/100 Dollars
($2,667,083.95) for economic development activities; and
WHEREAS, there is a need for Commercial Facade and Code Compliance rehabilitation
within District 4, and it is the desire of the District 4 Commissioner to create the Commercial
Facade and Code Compliance Pilot Program, to meet the needs of business owners in District
4; and
WHEREAS, there is an unallocated amount of Three Hundred Seventeen Thousand
Five Hundred and 00/100 Dollars ($317,500.00) that represents a portion of the CDBG
economic development funds earmarked for District 4 for FY 2025-2026, that must be allocated
and spent; and
WHEREAS, the District 4 Commissioner desires to allocate an amount of Forty -Seven
Thousand Five Hundred and 00/100 Dollars ($47,500.00) to Sunshine for All, Inc., for program
operation, and the amount of Two Hundred Seventy Thousand and 00/100 Dollars
($270,000.00) for eligible hard construction and code compliance costs; and
WHEREAS, the City's Administration recommends the approval of the District 4
Commercial Facade and Code Compliance Program, and to authorize the transfer of the
unallocated CDBG economic development funds from FY 2025-2026, in the total amount of

Three Hundred Seventeen Thousand Five Hundred and 00/100 Dollars ($317,500.00), as
specified in Exhibit "A," attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The District 4 Commercial Facade and Code Compliance Pilot Program as
specified in Exhibit "B," attached and incorporated, is approved.1
Section 3. The transfer of the unallocated CDBG economic development funds, from FY
2025-2026, in the total amount of Three Hundred Seventeen Thousand Five Hundred and
00/100 dollars ($317,500.00), as specified in Exhibit "A," attached and incorporated, is
approved.1
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in a form
acceptable to the City Attorney, as may be necessary to implement the transfer of said funds.
Section 5. This Resolution shall become effective immediately upon its adoption.
