Subject: Establish - Special Revenue Project - FIFA World Cup Grant Program
Purpose of Item:
A Resolution of the Miami City Commission establishing a Special Revenue Project
titled, "FIFA World Cup Grant Program" accepting and appropriating a prospective grant
award available offered by the Department of Homeland Security, Federal Emergency
Management Agency in an amount not to exceed $5,327,169.00, with no matching
funds required, to procure a UAS Detection System with accessories and a two -week
training for implementing counter -Unmanned Aircraft System (UAS) activities within the
City of Miami's jurisdiction, including the 28-day Fan Fest at Bayfront Park and
surrounding soft -target areas during the non -stadium FIFA World Cup venues;
authorizing the City Manager to execute a grant agreement and any and all necessary
documents, in a form acceptable to the City Attorney, including any amendments,
modifications and extensions thereto related to the said grant and acceptance of grant
funds in the event of an award of the grant; further authorizing the City Manager to
designate the Chief of Police to negotiate and execute any and all other necessary
documents, all in forms acceptable to the City Attorney, to implement the acceptance
and administration of the funds and compliance with requirements of the award
agreement.
Background of Item:
The City of Miami ("City")'s Police Department ("MPD") submitted a grant application to
the Department of Homeland Security (DHS), Federal Emergency Management Agency
(FEMA) to receive a grant to procure needed equipment and training for the
implementation of the FIFA World Cup events response plan development. The City
received tentative approval of the Application with a grant award in an amount not to
exceed $5,37,169.00 for the procurement of UAS Detection System and accessories, to
include upgraded computers, satellite internet and a two -week training. The equipment
purchase will support MPD in protecting critical infrastructure and mass gatherings. The
acquired training from the FBI National Counter-UAS Training Center will provide
comprehensive instruction, to include but not limited to, drone law, threat assessment,
UAS detection and tracking technologies, mitigation strategies, air -domain security.
This grant does not require any local match.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT AND APPROPRIATE GRANT FUNDING, IN THE EVENT OF
AN AWARD, FROM THE DEPARTMENT OF HOMELAND SECURITY, FEDERAL
EMERGENCY MANAGEMENT AGENCY ("FEMA") IN AN AMOUNT NOT TO EXCEED
FIVE MILLION THREE HUNDRED TWENTY-SEVEN THOUSAND ONE HUNDRED
SIXTY-NINE AND 00/100 DOLLARS ($5,327,169.00) (GRANT FUNDS"), WITH NO
MATCHING FUNDS REQUIRED, TO PROCURE AN UNMANNED AERIAL SYSTEM
("UAS") DETECTION SYSTEM WITH ACCESSORIES AND A TWO -WEEK TRAINING
COURSE FOR IMPLEMENTING COUNTER-UAS ACTIVITIES WITHIN THE CITY OF
MIAMI'S JURISDICTION, INCLUDING FOR THE TWENTY-EIGHT (28) DAY FAN
FEST AT BAYFRONT PARK AND SURROUNDING SOFT -TARGET AREAS DURING
THE NON -STADIUM FEDERATION INTERNATIONALE DE FOOTBALL
ASSOCIATION ("FIFA") WORLD CUP VENUES ("PURPOSE"); FURTHER, UPON THE
EVENT OF THE AWARD OF THE GRANT FUNDS, AUTHORIZING AND DIRECTING
THE CITY MANAGER TO ESTABLISH A SPECIAL REVENUE ACCOUNT, TITLED
"FIFA WORLD CUP GRANT PROGRAM," APPROPRIATING AND ALLOCATING THE
GRANT FUNDS TO BE USED EXCLUSIVELY FOR SAID PURPOSE; AUTHORIZING
THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT AND ANY AND ALL
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
INCLUDING ANY AMENDMENTS, MODIFICATIONS AND EXTENSIONS THERETO
RELATED TO THE SAID GRANT FUNDS AND ACCEPTANCE THEREOF; FURTHER
AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF THE GRANT FUNDS AND COMPLIANCE
WITH REQUIREMENTS OF THE AWARD AGREEMENT; PROVIDING FOR THE
INCORPORATION OF RECITALS AND AN EFFECTIVE DATE.
WHEREAS, City of Miami ("City")'s Police Department ("MPD") submitted a grant
application to the Department of Homeland Security ("DHS"), Federal Emergency Management
Agency ("FEMA") to receive a grant to procure needed equipment and training for the
implementation of the Federation Internationale de Football Association ("FIFA") World Cup
events response plan development; and
WHEREAS, the City received tentative approval of the Application for a grant award in
an amount not to exceed Five Million, Three Hundred Twenty -Seven Thousand, One Hundred
Sixty -Nine and 00/100 Dollars ($5,327,169.00)("Grant Funds") for the procurement of an
Unmanned Aerial System ("UAS") Detection System and accessories, to include upgraded
computers, satellite internet and a two -week training course ("Purpose"); and
WHEREAS, the equipment purchase will support MPD in protecting critical infrastructure
and mass gatherings, especially during the FIFA World Cup Fan Fest events; and
WHEREAS, the acquired training from the Federal Bureau of Investigations ("FBI")
National Counter-UAS Training Center will provide comprehensive instruction, to include but not
limited to, drone law, threat assessment, UAS detection and tracking technologies, mitigation
strategies, air -domain security; and
WHEREAS, the award of the Grant Funds does not require a City match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized and directed to establish the following
Special Revenue Account, and resources are appropriated as described below:
FUND TITLE: FIFA World Cup Grant Program
RESOURCES: Department of Homeland Security,
Federal Emergency Management Agency $5,327,169.00
APPROPRIATIONS: Equipment, Accessories and Training
$5,327,169.00
Section 3. The FIFA World Cup Grant Program shall be used exclusively for the
Purpose stated herein.
Section 4. The City Manager is authorized' to execute a Grant Agreement, and any and
all necessary documents, in a form acceptable to the City Attorney, including any amendments,
modifications and extensions thereto related to the said grant funds and acceptance thereof,
between the City and Department of Homeland Security, FEMA, and accept the prospective
Grant Funds, in the event of an award, with no City matching funds required for the procurement
of UAS Detection System and accessories, to include upgraded computers, satellite internet
and a two -week training course.
Section 5. The City Manager is further authorized' to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the
City Attorney, to implement the acceptance and administration of the funds and compliance with
the requirements of the award agreement.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
