HomeMy WebLinkAboutExhibit ACITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO Arthur Noriega V DATE: August 29, 2025 City Manager Uocus,9nedev '-895a0E1373CAC06a_ FROM: Annie Perez, CPPO, Director/ Chief Procurement Officer Department of Procurement Recommendation: SUBJECT: Recommendation of Award for Management of the Miami Marine Stadium and Flex Park REFERENCES: Request for Proposals ("RFP") No. 1926386 ENCLOSURES: Recommendation to Negotiate and Term Sheet Based on the findings below, the Department of Procurement ("Procurement") hereby recommends approval for award to the highest ranked responsive and responsible Proposer, Global Spectrum, L.P. dba Oak View Group ("Global"), pursuant to Request for Proposals ("RFP") No. 1926386, Management of Miami Marine Stadium and Flex Park. Background: On January 31, 2025, Procurement, on behalf of the City of Miami's ("City") Department of Real Estate & Asset Management ("DREAM"), issued RFP No.1926386 under full and open competition, to obtain proposals from experienced and qualified firms for the Management of the Miami Marine Stadium and Flex Park. On April 22, 2025, two (2) proposals were received in response to the RFP. Proposers were required to meet all of the minimum qualification requirements established in the RFP in order to be deemed qualified to provide said services. Subsequently, the proposals were reviewed by Procurement for responsiveness and both were deemed responsive. The Evaluation Committee ("Committee") met on June 24, 2025, to review and evaluate the proposals. One (1) of the primary Committee Members was unable to attend due to extenuating circumstances and was replaced by an approved alternate Committee Member. A discussion and evaluation of the Proposals occurred, and a consensus was reached by the Committee pursuant to the guidelines published in the RFP. Following evaluations, the Committee recommended that the City enter into negotiations with Global, the highest -ranked responsive and responsible Proposer. Accordingly, the Negotiating Team met with Global July 8, 2025, August 15, 2025, August 20, 2025 August 27, 2025 and August 28, 2025 to negotiate an Agreement(s). Due diligence was conducted, including verifying corporate status. There were no adverse findings related to Global's responsibility. PR24383 Fiscal Impact: This is a revenue generating agreement(s), however the Fiscal impact is divided into phase 1 and phase 2, refer to attached Term Sheet for full details. The term of this agreement is for ten (10) years with the option to renew for three (3) ten (10) year periods. Your signature below will indicate approval of this recommendation. DBA Oak View Group ("Oak View Group"), pursuant to Request for Proposals ("RFP") No. 1926386, for the Management of the Management of Marine Stadium, and Flex Park. Background: On January 31, 2025, Procurement, on behalf of the City of Miami's ("City") Department of Real Estate & Asset Management ("DREAM"), issued RFP No.1926386 under full and open competition, to obtain proposals from experienced and qualified firms for the Management of the Miami Marine Stadium, and Flex Park. One (1) of the primary Committee Members was unable to attend due to extenuating circumstances and was replaced by an approved alternate Committee Member. A discussion and evaluation of the Proposals occurred, and a consensus was reached by the Committee pursuant to the guidelines published in the RFP. One (1) Committee member transposed the scores onto the wrong column, the correction was made on the record, the original rating sheet was invalidated, and a new rating sheet was completed and signed; however, the original was kept for record keeping purposes. The evaluation criteria were given respective weights for a maximum of one hundred (100) points per Committee member. The final scores are listed below in order of ranking: PR24360 Proposer Total Points (max. 500) 1 Global Spectrum, L.P. DBA Oak View Group 464 2 ASM Global Arena Management, LLC 398 The Committee decided not to hold oral presentations, as the proposals did not require further clarification. Due diligence was conducted to determine each of the Proposer's responsibility, including verifying corporate status and that there were no performance or compliance issues and no adverse findings were found. Prior to negotiations, Procurement will further review the proposal submitted by the recommended Proposer. Negotiations: The Committee recommends that the City enter into negotiations with Oak View Group, the highest ranked Proposer. In the event the City and Oak View Group are unable to reach an agreement, negotiations with Oak View Group will be terminated and the City will enter into negotiations with the second highest -ranked Proposer. If negotiations fail with the second highest -ranked Proposer, the City will re-evaluate prior to resoliciting these services. Paschal Darling, CPA, Director of the Finance Department Andrew Frey, Director, DREAM Eduardo J. Falcon, CPPB, Procurement Contracting Manager Consensus Statement: The Committee recommends Oak View Group for the following primary reasons: 1) Oak View Group has the necessary relevant experience, qualifications, and relevant past performance to provide the services required in the RFP, at the level required by the City; 2) Oak View Group has active recruitment in south Florida; 3) Oak View Group is experienced in Miami; and 4) Oak View Group's Proposal showed a great commitment to this location along with an acceptable capital contribution. Although, Oak View Group's proposal was responsive, it will be further negotiated in the best interest of the City.
