NOTICE OF CITY COMMISSION MEETING
A regularly scheduled meeting of the Miami City Commission will be held on Thursday,
February 12, 2026, at 9:00 a.m. in the City Commission chambers located at Miami City Hall,
3500 Pan American Drive, Miami, FL 33133.
The February 12, 2026 City Commission Meeting will be broadcast live for members of the
public to view on the City's website (www.miami.gov/tv), Facebook, X (formerly "Twitter"),
YouTube, Comcast Channel 77 (Comcast only for residents living in the City of Miami), and
AT&T Channel 99 (AT&T only for residents living in the City of Miami).
For your information, public comment on agenda items to be heard at this meeting can be
submitted via an online comment form and will be distributed to the Elected Officials and City
Administration and made part of the public record. The deadline to submit public comment via
the online comment form will occur when the Chairperson closes public comment for the
meeting.
Public comment on agenda items to be heard at this meeting may also be provided live at City
Hall, 3500 Pan American Drive, Miami, Florida, subject to any and all rules and procedures as
the City may implement or amend. Public comment will begin at approximately 9:00 a.m.

Should any person desire to appeal any decision of the City Commission with respect to any
matter to be considered at this meeting, that person shall ensure that a verbatim record of the
proceedings is made including all testimony and evidence upon which any appeal may be
based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission meeting
is cancelled or is not held due to a lack of a quorum or other emergency, a special City
Commission meeting will be automatically scheduled for the Tuesday immediately following the
cancelled meeting. In the event of one of the aforementioned circumstances, the special
meeting would be held on February 17, 2026, at 9:00 a.m. in the City Commission chambers
located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133. All of the scheduled
agenda items from that cancelled meeting shall automatically be scheduled as an agenda item
at the special City Commission meeting. The City Clerk shall notify the public of the special
meeting that is to take place by placing a notice of the special City Commission meeting at the
entrance of City Hall and the City's main administrative building, placing a notice on the City's
website, and, if feasible, placing an ad in a newspaper of general circulation before the special
meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special City
Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk at

as soon thereafter as the Commissioners' schedules permit) and conclude
approximately one hour later. The session will be attended by the members of
the City Commission, which include Chairwoman Christine King,
Commissioners Miguel Angel Gabela, Damian Pardo, Rolando Escalona, and
Ralph "Rafael" Rosado; City Manager James Reyes; and Outside Counsel
Fabian A. Ruiz. A certified court reporter will be present to ensure that the
session is fully transcribed, and the transcript will be made public upon the

signs and chanted various
messages, but they shared
one demand: the abolish-
ment of ICE.
"The people united will
never be defeated. The

be defeated," the crowd
chanted.
"Only 30 days into
2026. There's already
been at least eight killings
by ICE, at least that we

outright American citizens
being murdered by ICE
agents in the streets," said
Maria Franzblau, a mem-
ber of the Democratic
Socialists of America.

"No more deportations."

In December, Ethridge
filed an unlawful termina-
tion suit with the Public
Employee Relations Com-
mission, which is pending.
Though the guard is
mostly a volunteer force,
it has a paid staff of about
32, most of them, like
Ethridge, retired military.
DeSantis reactivated the
guard 75 years after it was
disbanded, with critics at
the time calling it his pri-
vate army.
In public statements in
recent weeks, mostly on
social media, some former
guard employees claimed
that Thieme racked up
5100,000 in flight time
and other coos to obtain a
personal private pilot's
license using guard planes
and pilots, the Sentinel
reported.
Those former employ-
es also criticized
Thieme's spending mil-
lions of dollars on aircraft
parts and planes incom-
patible with existing sur-
veillance equipment and
the guard's mission. And,
like Ethridge, they said
they were retaliated
against for speaking out
against Thieme, the third
chief executive since the
guard was reactivated four
years ago.
Mike Pintacura, one of
the former guard com-
manders who spoke to the
Sentinel for last week's
story, said this week that
lawmakers in the Florida

The timing of Ethridge's
dismissal and lack of "any
meaningful inquiry into
(his) concems all point to
one conclusion," that his
"complaints of the safety
regulations was a motiva-
ting factor — if not the
sole reason — for the ad-
verse employment action
taken against him," his
lawyer, Alison Breiter,
wrote to the commission
in July.
Ethridge said the reac-
tions to his safety report
were hard to take, but he
doesn't regret what he
revealed.

the FSG from flying air-
craft until they are safe for
flight," Ethridge told the

requested the session to
hear the details of what
Democrats were demand-

Instead, Democratic
senators stayed at the Capi-
tol and huddled behind

from their caucus meeting
united to lay out their con-
ditions: unmasking im-
migration agents, ending
their indiscriminate sweeps
and requiring them to ob-
tain warrants as well as
abide by strict use -of -force
guidelines, among others.
Several Democrats had
made it dear publicly, in
the wake of Pretti's killing,
that they would not vote for
any hither funding for the
Department of Homeland
Security without new re-
strictions on federal im-
migration agents.
One Of the influential
Democrats who had been
key to ending the fall shut-
down, Sen. Catherine Cor-
tez Masto of Nevada, had
issued a statement saying
as much on the day of the
I'retti shooting. By Mon-
day, Sen. Jeanne Shaheen,
D-N.H., who played a lead
role in brokering last fall's
deal, had said the same.
Schumer said that the
idea of trying to separate
the homeland security
money from the rest of a
large spending package
that was on track to sail
through the Senate had
already been percolating
among some Democrats,
but the killing of Pretti had
stiffened their spines.
"On Saturday, we knew
we couldn't go forward
after that without changing
homeland secmiry," he
said. The decision was
made that Democrats
would deny Republicans
the 60 votes required to
advance the spending pack-
age, which was needed to
avert a shutdown Friday, in
a bid to force changes.
"We don't have that
many leverage points in the
Senate," Schumer said of
the minority party, "but
obviously, spending is one
of them
Laboring to preserve the
painstakingly negotiated
funding package before the
shutdown deadline, Sen.
John Thine, R-S.D. and
majority leader,encour-
aged the Democrats to
work with the White House
on executive actions that
Trump might be able to
take to satisfy them without
reopening the spending
bills. But Democrats did
not trust Trump to follow
through. They were insist-
ing on legislation.
In their first conversa-
tion, Schumer urged the
president to reach out to
Thune and encourage him
to split off the homeland
security funding from the
rest of the spending pack-
age. Within an hour, the
president was back on the
phone to the minority lead-
er along with Thine,
Speaker Mike Johnson and
Haman.
Trump endorsed consid-
ering the homeland securi-
ty funding separately.
Thune was amenable,
Schumer said, but the
speaker, who will now have
to push the package across
the fetish line in the Horse
with his minuscule major-
ity, was more reticent.
Getting his members
back quickly fora vote
would be problematic,
Johnson said. And he favor-
ed a longer period of stop-
gap funding for the Depart-

through. The president
noted some Republican
dissension, but the final
push was
White Horse officials
said that they expected the
revised measure to pass,
even if the House is unpre-
dictable. Yet the road
ahead for the deal is far
from smooth, starting with
the House vote, expected
Monday night or Tuesday.
And while the Outcome
represented a victory for
Schumer and Democrats,
the negotiations over new
limits on immigration offi-
cers security operations
promise to be contentions,
with no guarantee of a
quick agreement.
Schumer knew he was
taking a political risk by
punting the deal. He was
hammered by the progres-
sive elements of his party
last March when he yielded
to Republicans on a stop-
gap spending bill and has
learned to tread carefully
with shutdown politics.
The idea of maintaining
any funding at all for ICE
wa
s touchy.
But the blowback from
his own party in this case
has so far been much more
restrained than last year.
Some on the left have ap-
plauded the push to impose
w restrictions on im-
migration agents.
Putting those provisions
into law in a short time will
be difficult. Some Repub-
licans have grwnbled that
Democrats were given too
much deference on im-
migration enforcement -
an issue on which the GOP
has crushed them in recent
elections - and will not be
willing to concede much
ground.
Thune has suggested the
two -week deadline will be
almost impossible to meet,
raising the question of
whether Democrats will
age to more time exten-
sions if the talks founder.
Now the first round of
the spending fight has
ended, but another is start-
ing.
"Now we go on to Phase
2," said Schumer.
He said Republicans
have incentives to come to

Haiti community. Terry
Louis, co -producer of
monthly music series, said
Saintremy has ensured the
Center is "culturally ac-
tive," particularly follow-
ing a period where it was
without leadership.
"When she came
board, she started to cre-
ate cultural activities and
reached our to different
artists in the communities
and getting involved and
pushing people to partici-
pate and create at the
center," he said. "She's
very big at cultivating and
galvanising people, espe-
cially artists. We're just
happy that she's here, at
least for now."
REPRIMANDS AND
SUSPENSION
Saintremy had been on
the job for only three
months before she got her
first reprimand. By Dec. 9,
she was before the Civil
Service Board having her
probation period estended
another four months.
Then, in a Dec. 22 letter,
the city's Parks and Recre-
ation Department notified
Saintremy she was being
suspended without pay for
three days for violating
the city's media relations
policy. It stated that on
April 2 and Sept. 19 she
spoke with news media,
including an interview
with the Miami Herald
where she detailed her
plans for the cultural cen-
ter.
Saintremy appealed her
suspension and also re-
quested an investigation
into the parks department,
citing thew decision to
sanction her twice for the
same violation after the
board already issued an
extension of her proba-
tion. In response to email
questions from the Her-
ald, the city said it cannot
comment on personnel
issues, nor did it comment
on why the Dec. 9 re-
cording of the Civil Serv-
ice Board meeting was not
available online.
Two petitions began
circulating in support of
the work Saintremy was
doing at the center after
her suspension. One of the
petitions, which is signed
by "Concerned Communi-
ty Members, Partners, and
Patrons of the Little Haiti
Cultural Center" offered a
vote of confidence for her
performance, stating that
since sceassumed the
she h "has demon-
strated professionalism,
dedication, and a clear
commitment to the mis-
sion of the Little Haiti
Cultural Center as a space
for cultural preservation,
artistic expression, and
community engagement."
A separate petition post-
ed on Change.org is direct-
ed to the Civil Service
Board, admonishing them
for disciplining her and
raising the alarm at her
"potential removal." The
petition starter is identified
as Remi Amenxe, and was
not made available for
comment.
"The LHCC has experi-
enced an unusually high
turnover rate in its man-
agerial position, resulting
in an enduring pattern of
instability, poor employee
morale, and eroded trust
within the cultural com-
munity it was created to
serve," the petition states.
SUCCESS 15 NOT A
PRIORITY
The Miami Herald spoke
with several of the Cultural
Complex's past directors
and Pound many shared the
same concerns and com-
plaints during thew tenures:
systemic neglect, budget
mediaand a confusing
policy that leaves
them unable to promote
the center effectively.
Sandy Dorsainvil was
the center's director on
and off for eight years and
wes similarities in the
ays that she was treated
during her time. Dorsain
vil recalled also being
reprimanded for promot-
ing an event at the center
via a billboard and for
speaking with media.
"It just lets me know
that it wasn't just me," she
said. "There's a problem. I
can't put my finger on
what the issue is with that
beautiful space, but for
some son its success is
not a priority."
Dorsainvil said Saintre-
my's treatment shows
there's something going
on beyond issues with
leadership. "We can't all
be the problem," she said.
Dorsainvil also co -pro-
duces Sounds of Little
Haiti and said there are
still roof and leak issues
and occasional problems
with the air conditioning.
The city spokesperson
sent an outline of repairs
that have been done to the
facility, including repairs
to the roof, a new HVAC
system and mold remedia-
tion.
Abraham Metellus, who
was director from 2016 to
2019, said he's concerned
the center could lose an-
other director and is frus-
trated by the continued
delay in improvements.
"It just seems like
there's this systemic ne-
glect of the Little Haiti
Cultural Center by the
parks department," he
said, adding that work on
the dance studio began
when he was the center's
director in 2019 and
wasn't completed until
last year. "For me, that
just shows neglect," he
said.
The former directors
also criticized Saintremy's
reprimands from the city,
stating a key function of
her role is to promote
events at the cultural cen-
ter, and that means speak-
ing with media.
Warren, Saintremy's
immediate predecessor,
said he was not made
aware of a media policy
until after he spoke to the
media early into his tenure,
and believes that's what
happened with Saintremy
ar B. He was also repri-
manded in front of the
Civil Service Hoard, he
said, but the board declined
to extend his probation.
"It seems like they want
a yes man' to stay in line,
don't talk to nobody, and
keep the center afloat with
as little budget and as little
staff as they're going to
give you," he said. "It does
not make the center, nor
that position, enticing in
any way. I'm concemed,
and 1 hope that the com-
munity will continue to
hold the city accountable."
Metellus said Saintremy
and other directors have
tried to promote the cen-
ter and the events, but
have hit consistent road-
blocks. He is concerned
that the directors are be-
ing set up to fail.
"1 think what the city of
Miami is doing is just
trying to build a case of
like, hey ... we have,
quote -unquote, incompe-
tent managers, and it's not
successful, so we're just
going to bring ina thud
party to this run this," he
said. "1 think it would be a
detrimental blow to the
community."
Dorsainvil said there has
also been a sentiment re-
garding the center that it
shouldn't strictly be tied to
Haitian heritage and cul-
ture given the vast changes
in Little Hain. But Haitians
and Haitian Americans
deserve an area where they
can celebrate thew culture
akin to Little Havana,
Overtown, and Coconut
Grove, she said.
"It's a valuable space,
especially in today's cli-
mate," she said. "Our com-
munity needs a place of
communion. Our commu-
nity needs a safe haven,
and the cultural center is
that."

urday in towns and cities,
including some that have
themselves been targets of
aggressive enforcement
operations.
About a dozen people
conducted a sit-down
protest against ICE at a
Trump building in New
York.
Nearly 100 protesters
rallied in Fair Lawn, New
Jersey, a community out-
side New York City that is
home to many immi-
grants.
One of them was Alex
Babin who came to the
United States more than
two decades ago from
Ukraine. On Saturday, he
thought of his homeland
as he joined the protest.
"Russia attacked
Ukraine trying to take
their human rights," he
said. "Trump supports
Russia. And now, here in
America, innocent people
have been killed because
of his policies."
He added, "This dem-
onstration is about follow-
ing the Constitution of the
United States."
Alba Lucia Morales
Jimenez, a professor at
Columbia University who
immigrated to the United
States from Colombia,
also joined the protest in
Fair Lawn. Though she is
a naturalized American
citizen, she has lately
become worried that her
citizenship may still not be
enough to protect her
from being a target for
federal agents.

Jessica Ochs, a photog-
rapher, attended the rally
with her husband and
16-year-old son. She said
she was frustrated over

It was important, she
said, for people to keep
documenting enforcement
activity that they see and
to hold federal agents

"We are all witnesses,"

Democrats were demand-

senators stayed at the Capi-
tol and huddled behind

from their caucus meeting
united to lay out their con-
ditions: unmasking im-
migration agents, ending
their indisc-rhninate sweeps
and requiring them to ob-
tain warrants as well as
abide by strict use -of -force
guidelines, among others.
Several Democrats had
made it dear publicly, in
the wake of Pretti's kiting,
that they would not vote for
any further funding for the
Department of Homeland
Security without new re-
strictions on federal im-
migration agents.
One of the influential
Democrats who had been
key to ending the fall shut-
down, Sen. Catherine Cor-
tez Masto of Nevada, had
issued a statement saying
as much on the day of the
Pretti shooting. By Mon-
day, Seri Jeanne Shaheen,
D-N.H., who played a lead
role in brokering last fall's
deal, had said the same.
Schumer said that the
idea of trying to separate
the homeland security
money from the rest of a
large spending package
that was on track to sail
through the Senate had
already been percolating
among some Democrats,
but the killing of Pretti had
stiffened their spines.
"On Saturday, we knew
we couldn't go forward
alter that without changing
homeland security," he
said. The decision was
made that Democrats
would deny Republicans
the 60 votes required to
advance the spending pack-
age, which was needed to
avert a shutdown Friday, in
a bid to force changes.
"We don't have that
many leverage points in the
Senate," Schumer said of
the minority patty, "bin
obviously, spending is one
of them."
Laboring to preserve the
painstakingly negotiated
funding package before the
shutdown deadline, Sen.
John Thane, R-S.D. and
majority leader, encour-
aged the Democrats to
work with the White House
on executive actions that
Trump might be able to
take to satisfy them without
reopening the spending
bills. But Democrats did
not trust Trump to follow
through. They were insist-
ing on legislation.
In their first conversa-
tion, Schumer urged the
president to reach out to
Thune and encourage him
to split off the homeland
security funding from the
rest of the spending pack-
age. Within an hour, the
president was back on the
phone to the minority lead-
er along web Thune,
Speaker Mike Johnson and
Homan.
Trump endorsed consid-
ering the homeland securi-
ty funding separately.
Thune was amenable,
Schumer said, but the
speaker, who will now have
to push the package across
the finish line in the House
with his minuscule major-
ity, was more reticent.
Getting his members
back quickly for a vote
would be problematic,
Johnson said. And he favor-
ed a longer period of stop-
gap funding for the Depart-
ment of Homeland Securi-
ty. Schumer balked at that
idea, saying Democrats
wanted a short extension to
spur quick talus. They

plauded the push to impose
new restrictions on im-
migration agents.
Putting those provisions
into law in a short time will
be difficult. Some Repub-
licans have grumbled that
Democrats were given too
much deference on im-
migration enforcement -
an issue on which the GOP
has crushed them in recent
elections - and will not be
willing to concede much
ground.
Thune has suggested the
two -week deadline will be
almost impossible to meet,
raising the question of
hether Democrats will
agree to more time exten-
sions if the talks founder.
Now the fast round of
the spending fight has
ended, but another is start-
ing.
