WHEREAS, on November 111 1976; the City Cotttiission adopted
Ordinance No, 8589, providing the annual appropriations for fiscal year
1976-71t and
WHtktAS, Ordinance 8589, as amended, has been updated to
reflect the following administrative adjustments trade January 27, 1977:

WHEREAS, Ordinance 8624, adopted March 16, 1977, provided for an
increase in Special Millage revenues of $28,800 and an increase in Publicity
and Tourism Department appropriations of $28,800; and
WHEREAS, Ordinance 8653, adopted May 12, 1977, provided for an
increase in General Fund revenues of $23,792 and an increase in Police
Department appropriations of $23.,7921 and
WHEREAS, Ordinance 8589, adopted November 11, 1976, as amended and
adjusted, provides funds in the amount of $2,625,000 in Special Programs and
Accounts--3'% Salary Adjustment Account; and
WHEREAS, the City has entered into collective bargaining agreements
with the Fraternal order of Police and the International Association of Fire-
fighters that provide for a 310 salary increase to all sworn personnel covered
by the collective bargaining agreements; and
WHEREAS, funding of the salary adjustment will require a transfer of
$4fs6,632 to the Police Department and a transfer of $437,179 to the Piro
nol,artment from Special. Programs and Accounts-.410 Salary Adjustment account;

phrase, or word of this ordinance is declared invalid, the remaining
provisions of the ordinance shall not be affected.
Section 3. All ordinances or parts of ordinances, insofar as
they are inconsistent or in conflict with the provisions of this
ordinance, are hereby repealed.

Personnel
The City Commission by Resolution 76-989 authorized execution of the
Collective bargaining Agreement with the International Association of
Firefighters: and by itesolution 76-1112 authorized execution of the
Collective bargaining Agreement with the Fraternal Girder of Police.
Article XII of the Agreement with the Fraternal Order of Police and
Article 19 of the Agreement with the International Association of
Firefighters provides for a 3ti% salary increase for fiscal year 1976-77.
The projected cost of these salary increases is as follows:
Police bepartment $486,632
Fire Department 437,.179
Total $923,811
Police and Fire personnel salary increases were legislated in the 1976-77
Adopted Budget. However, these appropriations were placed in Special
Programs and Accounts and not in the Police and Fire departments in
which the expenditures occur.
The attached ordinance proposes to transfer $923,811 from Special
Programs and Accounts, 312% Reserve for Salary Adjustments, to the
Police and Fire budgets. This action will serve to update the
accounting records and place the responsibility for managing these
appropriations within the appropriate departments.
