Gentlemen:
The public enjoyment of an historic site depends in a large degree on
how well a place like The Barnacle relates to the person. The State purchased
this site because it belongs to an express era of time...the Era of the.Bay. As
you walk down the path through the site, the Guide tries to give you the feeling
of the Coconut Grove of the
late
1800's...befaredthere was a Miami, before hammocks
t was were destroyed, and before bay
Anything that visually interrupts the aesthetic qualities, be it on the
property or adjacent to the site, decreases the visitor's historical perspective
of early life in South Florida.
On conception of this building project, we hoped that the developer of
this land would blend his structures into the natural and historical values of the
St.atr'''s land, rather than be apart and distinct from his neighbor. However, as
htii 1 di my increases, there is concern for those who are involved with the site,
'tnaz. our intrinsic values will be diminished - the new fill will undoubtedly affect
our vegetation, the bulkhead will affect our shoreline and the building and the
wall will present a modern visual encroachment on the site.
In keeping with the State's historical objectives, The Barnacle exists
dSa part of Florida's and the community's history...for to endure as a community,
the Grove must continue to keep its own distinct personality...based on its past.

Dear Mr. Mayor and Commissioners:
This firm represents Mr. David Swetland. We understood
the Commission on June 9, 1977, to have directed its staff to
see that the developers complied with the original PAD
application approved by the commission for 3495 Miami Highway
(Abitare).
A subsequent inspection of the site reveals that the
developers have done nothing to restore the natural slope
reflected on the orginal plans accompanying the PAD
application.
A footing for a wall around the property has been
poured since the June 9 hearing. No such wall is reflected on
the property

In original presentations of their plans to the City,
the developers expressed the desire to maintain the
"environmental integrity" of the area. However, a view of the
site from the Barnacle reveals a large fortress like barrier of.
fill which conflicts markedly with the surrounding environment
and destroys the natural shoreline.
My client is not opposed to reasonable development. He
raised no objection to the plans for Abitare as originally
approved by the Commission. But he respectfully requests that

all further construction at the Site be topped and bhp buii ing
permit be revoked or suspended.until the site is restored to.the•
condition depicted •in the original plans and until. plans are
submitted to the Building reparttdent which complies with•the
original plans. •
