DIRECTING THE CITY MANAGER TO THEN PRESENT
SAID PROPOSED AGREEMENT TO THE CITY COMEMISSION_

section l : The City' Manager is hereby► authorized
to enter.i.nto negotiations'foran agreement to develop City-
owned Watson, Island with the following. firms in- the 'following-
orders'
a. Diplomat World Enterprises, Ltd.
b. Collins -Tuttle, Inc.;
said proposed agreement to be subsequently presented to the
City Commission for its review and action thereon.
Section. 2. The following requirements and criteria.
are to be used by the City Manager as guidelines in the; aforesaid
negotiation process:
a. The unique location of Watson Island is to be
respected, i.e., there must be a theme park designed and
development uniquely reflecting Miami as a gateway to Latin
America, its water -oriented position and its history;
b. No consideration is to be given to the develor[
ment of a hotel on this particular site;

possible prior to distribution of any monies must be discussed;
d. There must be an attempt to negotiate and increase
the '8O/20 split of profits for future high levels;
e. The City of Miami is to maintain control over tho''',
