HomeMy WebLinkAboutO-08664VitAAlk ORDINANCE NO _466,, AN ORDINANCE AMENDING ORDINANCE NO. 871 THE COMP1 NSIVE RONtNG ORDINANCE OF THE CITY OF MIAMI, BY CHANGING THE EONINtt CLASSIFICATION OF LOTS 1 THROUGH 20, BLOCK 68Ne, MIAMI NORTH (B.41), BEING APPROXIMATELY 500.540 N.W. 2Nfl AVENUE, FROM ,C.2 (C01 UNITY COMMERCIAL), C-4 (GENERAL COMM RCIAL) AND R-4 (MEDIt1M DENSITY MULTIPLE) TO 'GU (GOVERNMENTAL US) ; AND BY MAKING THE NECESSARY CHANGES IN THE FONING DISTRICT MAP MADE A PART OF THE SAID 'ORDINANCE; N0, 6871 BY REFERENCE AND DESCRIPTION IN ARTICLE III, SECTION 2 THEREOF; BY REPEALING ALL ORDINANCES, CODE SECTIONS, OR PARTS THEREOF 114 CONFLICT; AND CONTAINING A SEVER - ABILITY PROVISION. WHEREAS, the Miami Planning Advisory Board at its meeting of May 4, 1977, Item No. 2(a), following an advertised Hearing, adopted Resolution No. PAB 26-77 by a 6 to 0 vote (2 members absent) recommending change of zoning classification as herein- after set forth; and WHEREAS, the City Commission, after careful considera- tion and due deliberation of this matter, deems it advisable and in the best interests of the City of Miami and its inhabitants to grant the change in zoning classification as hereinafter set forth; NOW, THEREFORE, BE IT ORI)AINFD BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 6871, the Comprehensive Zoning Ordinance for the City of Miami be, and the same is hereby amended by changing the zoning classification from C-2 (Community Commercial), C-4 (General Commercial) and R-4 (Medium Density Multiple) to GU (Governmental Use) of Lots 1 through 20, Block 66N, MIAMI NORTH 0-41j, being approximately 500-540 N.W. 2nd Avenue; and by malting the necessary changes in •the ?oning District Map made a part of the said Ordinance No. 6871 by reference and description in Article III, Section 2, thereof, Section 2. That all laws or parts of laws in conflict herewith be,and the same are hereby repealed insofar as they are in conflict. MAURICE A PER PrA-NiTk Section 3. The United States Postal Service has acquired the entire block bounded by NW 2nd and 3rd Avenues and NW 5th and 6th Streets. Land has been cleared and the design has been completed, preparatory to the construct- ion of the Flagter Station Post Office. The new postal facility was necessitated by the expansion of the federal courts in the present US Post Office - Federal Courthouse located on NE 1st Avenue between NE 3rd and 4th Streets. The new building will provide 26, 350 square feet on one floor to accommodate 110 employees. Parking spaces are provided for 55 visitors: 73 employees: 80 carriers and 24 trucks. The site of this new facility is presently zoned R-4: C-2 and C-4. Post Offices are conditional uses in C-1 zoning district and first allowed as a permitted use in C-5. The Planning Department has recommended that, as certain portions of the Downtown Government Center are acquired by government agencies, these be re -zoned to GU (Govern- mental Use). This recommendation has been followed in the instance of the City of Miami Police Headquarters and the State et Fbride Regional Service Center, As the site of the rlagler Station Post`Office abuts the twvr.rnntentt Center and is an extenslrin Of the governs mental functions to be leeatetl in the t overnnient Center, tlU coning is appropriate tnr this site. The following factors should be considered in establishing this governmental uses The Post Office is compatible with the surrounding area and neighborhood. Uses to the south, to the t overnment Center are governmental in nature, 11-g5 Is to the ltttmediate west, apartments and hotels are to the north, and apartments and an industrial plant are to the east. 2. This facility is in conformity with the Miami Compre- hensive Neighborhood Plan and the Government Center Master Plan. 3. This fatrittty will have little impact on traffic patterns in the area. Principal truck access will be from 1'g5 and NW 3rd Avenue. Automobile and pedestrian access wilt be frotrt NW 2ttd Avenue' an arterial street. 4. Little detrimental impact is foreseen by the establish- ment of this facility in terms of light, air and drain- age, and it should serve to stabilize and even enhance property values in the area through the provision of a landscaped plaza and mini park. 5. The scale of the facility is consistent with surrounding development, providing an easy transition from the monumental scale of buildings in the Government Center to the one -and -two story scale to the north. 6. The use of this Post Office at this location provides an essential service to the downtown and central area of Miami. 7. Per the site and development plan, as submitted, the design of the facility respects the pedestrian scale by incorporating a landscaped plaza, mini parks, and landscaping.
