Change of Zoning Application from 1t4 (Two
'attiily) to C.5 (Liberal Commercial)
Applicant would like to open a grocery store. The
subject site is a corner lot part of which is presently
used for off-street parking in conjunction with a coin -
operated laundry fronting on NE 54th Street. The subject
lot faces R-2 zoning to the south, abuts R-2 zoning to
the east and faces C-5 zoning and R-2 zoning to the west.
NE 53rd Street and North Miami Avenue are both developed
with residential development with the exception of the inter-
section of North Miami Avenue and 54th Street. The
predominant land use of the residentially zoned area is for
single family and duplex structures. NE and NW 54th
Street is developed for commercial uses and also contains
a considerable amount of land that is either vacant or
under-utilized.
DENIAL: There are significant amounts of properly zoned
or under-utilized land (C-5) along NE 54th Street to accom-
modate any needed commercial development. Although
abutting commercial zoning to the north and facing.a small
segment of commercial property to the west, the character
of the remainder of the westerly, southerly and easterly
orientation of the area is residential.
Recommended Denial, April 4, 1977, by a 5-2 vote.

AN ORDINANCE AMENDING ORDINANCE NO, 6871, THE
COMPREHENSIVE ZONING ORDINANCE FOR THE CITY COP
MIAMI, BY CHANGING THE ZONING CLASSIFICATION
O1 LOT 13, ORCHID VILLA TRACT (7-84), BEING
APPROXIMATELY 5 N.E. 53RD STREET, FROM R-2
(TWO FAMILY) TO C-5 (LIBERAL COMMERCIAL); AND
BY MAKING THE NECESSARY CHANGES IN THE ZONING
DISTRICT MAP MADE A PART OF THE SAID ORDINANCE
N0. 6871 BY REFERENCE AND DESCRIPTION IN
ARTICLE III, SECTION 2 THEREOF; BY REPEALING
ALL ORDINANCES, CODE SECTIONS, OR PARTS
THEREOF IN CONFLICT; AND CONTAINING A SEV -
ABILITY PROVISION.
WHEREAS the Miami Zoning Board at)I meeting
of

April 4, 1977, Item No. 1, following an advertised hearing,
adopted Resolution No, ZB 61-77 by a 5 to 2 vote recommending
denial for any change of zoning classification of Lot 13,
ORCHID VILLA TRACT (7-84); and
WHEREAS, the City Commission, notwithstanding the
recommendation of denial by the Zoning Board, and after careful
consideration and due deliberatio tof this matter, deems it
advisable and in the best intere is of the City of Miami and its
inhabitants to grant said petition;
NOW, THEREFORE, BE T ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive
Zoning Ordinance for th City of Miami be, and the same is hereby
amended by changing the zoning classification from R-2 (Two
Family) to C-5 (Lib a1 Commercial) of Lot 13, ORCHID VILLA TRACT
(7-84), being appr imately 5 N.E. 53rd Street; and by making the
necessary changes in the Zoning District Map made a part of the
said Ordinance o. 6871 by reference and description in Article
III, Section 2, thereof.
Section 2, That all laws or parts of laws in conflict
herewith b , and the same are hereby repealed insofar as they
are in cQ flict,
Section 3, Should any part or provision of this
