Mayor Ferre: 2 move you, sir, that the City Manager be instructed forthwith to proceed in haste to put together a recofltnended package by staff that would encoth, pass those improvements specifically outlined to engineering detail the costs, the benefits and separately the best way of financing, taking into consideration (a) That we should try to spread the cost throughout South Florida if possible, throughout Dad County if not and finally to the citizens or the people of Miami as a last resort. (b) To find other than ad valorem tax sources to pay for these improvements and (c) if these fail but certainly before November to go in the direction of placing on the November ballot a repeat of the June 7th Straw Ballot this time in more Cetail as spelled out so that the people of Miami who are the final deciders of these things to express their opinion on official public ballots in the November election. Mrs. Gordon: Mr. Mayor, this was not an agenda item and we usually have five days rule and I call the five day rule on this item. You can bring it back on the 21st if you desire to do so. Mr. Plummer: Rose, you don't understand the Mayor's ulterior motive. He's going to derive revenue by giving away the beer and selling tickets to the bathroom. Mrs. Gordon: What did you say, J.L.? Mr. Plummer: Mr. Mayor, you've got to take me off the hook. Rose, and if you call the five day rule I'll cut your throat. Mr. Mayor, I've got to make a motion at this time that the City Manager be authorized to negotiate and find a way if possible to spread the cost of reinstalling the bleachers in the east end - zone for Super Bowl which would bring us up to what I guarantee the N.F.L. owners of 80,000 seating and I move that, Mr. Mayor. Mayor Ferre: All right, now since any commissioner is entitled to invoke the five day rule and Mrs. Gordon is perfectly within her rights I will instruct the Clerk to have in writing the statement that I just made and I will also request the Manager to put it on the agenda first thing on the agenda of the 21st and we will vote upon it at that time if I get a second.
