WHEREAS, the Commission, after careful consideration
and due deliberation, deems it advisable and in the
best interests of the public to request the following change from
the Dade County Department of Traffic and Transportation
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Dade County Department of Traffic and.
Transportation be, and it is hereby requested to mount signs on
the street sign posts at the four (4) corners of the Northwestern
High School block designating that block as "Bulls Plaza."

March 24, 1977.
Students at Northwestern Senior High School have
requested recognition of the achievements of their
athletic teams by re.naming NW 12th Avenue for twelve
blocks.
The City of Miami has utilized, with few exceptions,
the municipal quadrant system for street names since
1920. Aside from Flagter Street and Miami Avenue,
the base line streets, exceptions are those roads which
are diagonal to the gridiron (Biscayne Boulevard: South
Dixie Highway: Brickell Avenue: Beacom Boulevard:
River Drive and South Bayshore Drive) main section
line streets (Douglas Road and Red Road): and in Coconut
Grove, where the streets are short and discontinuous.
The present system is readily understood by the general
public and affords this area's visitors a quick and easy
reference system by which to move around the City.
Changing from numbered to named streets should be
avoided for the following reasons:
1. Named streets can cause confusion and delay to the
motoring public and to commercial delivery people
responsible for delivering goods and providing ser-
vices to the general public.
A financial investment is made on the part of businesses
for stationery, telephone listings, and other address -
related items which could he lost with any street name
change.
Named streets are not in concert with the established
numerical quadrant system.

After consulting with nembers of the bepartment, it
is the consensus of opinion that major problems would
develop in the event that there are numerous changes
in our street numbering system. Among these would be
the change in size of the street alias file, thereby
Causing the necessity to restructure and reload; also,
a programming change would be necessary to prevent the
numbered street data from replacing the entered street
data.
Perhaps these would be small in comparison to the pos-
sible hazards that could result by the confusion of the
field units getting calls one time by number and the
next time by name. It could lead to emergency service
not being answered promptly. In addition, city visitors
used to a simple numbering system as compared to the
various names, such as those used in Coral Gables and
certain parts of Coconut Grove, could become easily
confused.
It is the Department's recommendation that an alternate
be utilized rather than changing the existing manner of
numbering the street within the City.

Renaming of beaigt3ated City
Streets
It has been the policy of the Miami Fire Department to oppose the rem
designation of streets within the corporate limits of the City of
Miami. There are some very valid reasons for this resistance.
Response Delay
The current trend in changing street names may seem insignificant to
the civilian but it presents serious complications for the Fire DepartL
ment. We respond to approximately 22,000 emergency calls per year
utilizing a system which facilitates street location and dispatch. We
are fortunate in that our City streets were carefully planned and con-
secutively numbered. A change in this system will result in serious pro-
blems which could cause delays in response to emergencies. Such delays
may result in loss of life and/or extended property damage.
Dispatching Problems
It has been the experience of the Fire Department that when a new street
name is added under the designated street number, the public will in-
evitably refer to that street by name when reporting emergencies. This
creates confusion for the dispatcher who is responsible for pinpointing
the location and dispatching the proper emergency apparatus.
Relearning
The experienced dispatcher depends in part on his memory of street designa-
tions for efficient dispatch of emergency equipment. Street designations
which are arbitrarily changed tax such recall which results in unnecessary
confusion and complications.

PAB 25-7/ by a 6 to 1 vote ( 1 member absent) recommending that the
City Commission, through the Manager, direct the Dade County Department
of Traffic and Transportation to mount signs on the street sign posts
at the four corners of the Northwestern High School Block, designating
that block as "Bulls Plaza"; no official plat or street name changes
are recommended.
Pour objections to the name change were received in the mail.
A RESOLUTION to provide for this Name Change has been prepared by the
City Attorney's office and submitted for considerat.ioh of the City
