PROVISION.
WHEREAS, the City Commission adopted Ordinance No. 8559 on
November 11, 1976, establishing revenues and appropriations for the fiscal
year 1976-771 and
WHEREAS, the City of Miami has participated in the Summer Youth
Recreation Program for the past eight years; and
WHEREAS, the City desires to participate in the Summer Youth
Recreation Program of 1977: and
WHEREAS, the urgent public need to establish the Summer Youth
Recreation Program for the entire summer requires immediate program funding;
and
WHEREAS, Federal funds are available to the City in the amount
of $103,724 for the Summer Youth Recreation Program; and
WHEREAS, further modifications to Ordinance No. 8589 are re-
quired as follows
1. General Fund Revenues modified as follows;
(a) Increases;
(1) Increase in revenue other than ad
valorem revenues: $103,724.
2. General 'Fund Appropriations modified as follows;
(a) Increases;
(1) Establish an appropriation in Special
Programs and Accounts - Reserve for Special Programs •
Summer Youth Recreation Program; $10I,724;

MIAMI, FLORIDA;

Section 3. if any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining pro-
visions of this ordinance shall not be affected.
Section 4. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this ordinance
are hereby repealed.
Section 5. The foregoing ordinance is hereby declared to be an
emergency measure on the ground of urgent public need for the preservation
of peace, health, safety and property of the City, and to meet appropriations
made.
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a four -fifths vote of the members
of the Commission.

Cummer Youth
Recreation Program
;he City of Miami has participated in the Summer Youth Recreation
Program for the past eight years. Vederal funding of $101,724 is
available for City participation in the 1977 SuMMer Youth Recreation
Program.
Although the City has not received the official grant award, the
City has received verbal notification that funds will continue
to be forwarded as in previous years for the Summer Youth Recreation
Program.
The project provides a varied program of recreational activities
for the 8 to 13 year -olds residing in the fifteen economically -
disadvantaged areas of the City. Participants benefit on cultural,
educational, and recreational levels.
It is recommended that the attached proposed ordinance increasing
General Fund revenues and appropriations by $103.,724 to provide
for the Sumner Youth Recreation Program, be presented to the City
Commission for adoption.
Also attached is a copy of the grant application. Note that the title
has been changed from "Recreation Support program" to "Summer Youth
Recreation Program."

The fifteen 05) parks participate in the Citywide summer praa
gram. 'This program is offered from BOO a.m. until SOO 1)1 rn•
Monday through Friday. Activities Include swimming, arta and
crafts, athletics, and special events, Some leagues and special
events are held in the evening,
EXTENDED HOURS
Ily tainting recreation aides, the parks in the economically needy
areas can remain open until 1000 p.m. This is vital in areas
where youngsters cannot afford activities requiring admission
charges. These expanded hours will enable the offering of a
comprehensive program at all lighted areas in the evening. Recre-
ation Aides and Summer Teen Employment workers will be used at
all fifteen (15) parks.
PIMA) TRIPS

This popular activity has educational as well as recreational value.
Buses will take children out of the community, to Disney World,
which many will see for the first time.
AWARDS DAY
Each park will hold their own awards day in late August and will
feature various contests, dancing, and picnicking. Trophies and
prizes will be awarded and food will be served.

. AREAS SERVED
Fifteen (15) parks will participate in the program. Three (3) are
located in the Model City area (Edison, Moore, and Manor). Four
(4) are in the central inner City area (Dixie, Dorsey, Range 1, and
Central Miami). Three (3) are in the Little Havana area (Fern Isle,
Orange Bowl, and Southside). Three (3) are located in the Coconut

SKATING.
The skating rink at Manor Park will be the sen of the larger
part of this activity. Skates will be furnished to participants and
skating lessons, music, and contests will be held. Recreation
Aides and Summer Teen Employment workers will supervise
this activity'
SHOWMODILE ACTIV/TIES
This activity will encompass talent shows, movies, dances, and
dramatic presentations. A rotating schedule will be set up wherein
the showmobile will visit all parks on a rotating basis. This mobile
stage will give many youngsters and parents alike an opportunity to
express themselves or. just be spectators. Sunday concerts in the
parks will be presented throughout the summer from the showmobile.
MOVIES
Popular full length cartoons and movies will be borrowed from local
sources and shown nightly at all areas. 'These movies will be rotated
in order that all areas enjoy the complete series.
PROGRAMS FOR THE 13ANDICAPPEDD
These programs will be located in thirteen (13) locations serving
approximately five hundred (500) children and young adults. These
students are economically, socially deprived, mentally and physically

The total estimated attendance in all of the programs to be offered by
the City of Miami is 315, 500.

Result's and ileiiefitsi
This program offers a wide variety of activities for all partici.
pants, educational &swell as recreational. The participants
learn while experiencing an enjoyable time,
AT1ON
The Aquatic Program will run for a period of eleven (11) weeks.
This program will begin on ittne 12 and run for eleven (11) weeks,
ending on August 27th. The program will operate seven (7) days
a. week, from 9:00 a. rn. until 8:00 p.m., Monday through Friday;
and from 9:00 a.. wt. until 5:00 p.m., Saturday and Sunday. The
Recreation Program will run for eight (8) weeks, beginning on
Stine 27th and ending on August 20th. The parks will be open from
8:30 a.m. until 10:00 p.m. , Monday through Saturday. A minimum
staff will work on Sunday.
G. Coordination with Other Programs
EMPLOYMENT
Residents of the areas will be employed to implement the program.
Older teen-agers and young adults, preferably with some recreation
training and experience, will be utilized, if possible. Many of these
people need summer employment to complete their education. If
some special. skills are necessary and not available from this group,

then it may hecome necessary to employ ape Mists fro » other
areas. Applicants will be accepted from local Civil Service rosters,
local colleges and universal. s State employment services, Urban
Corns and Community Action Agencies. Employees will receive
. basic orientation and will obtain a physical examination from their
own doctor. No written test or polygraph will be necessary.
A total of one hundred (100) etrr,ployees will be hired. These enr►-
ployees will be utilized as ecreation Aides.
Since parks are open day and night, schedulers will be coordinated
to have proper administrative coverage at all times. One hundred
(100) Recreation Aides, will be assigned to parks, field trips, or
special events. They will work under the supervision of the per-
manent recreation personnel at the park and be responsible for
organizing and supervising recreational activities. Specialists will
be hired to conduct special activities which will be offered to all parks
on a rotating basis. These activities will include baton, dance, tumbling,
judo, and arts and crafts. Workers from the Summer Teen Employment
Program will be assigned to all phases of the program. They will be
assigned to work with Recreation Aides and permanent recreation
personnel.

They will also assist in serving lunches which wilt be supplied
through the Florida Department of l;ducation, Forte, anti Nutri=
tion Management. 'there will be six hundred and twenty.one (6 )
of these youths working in the program.

Participants in the program will primarily be from ages eight
(8) through thirteen (1S). Thu total community, however, will
be involved since older teen-agers in the Summer Youth Employ-
ttient Program and young adults will be employed to supervise the
program. Parents will be actively involved as spectators,
volunteers, and planners.

Section 3. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining pro-
visions of this ordinance shall not be affected.
Section 4. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this ordinance
are hereby repealed.
Section 5. The foregoing ordinance is hereby declared to be an
emergency measure on the ground of urgent public need for the preservation
of peace, health, safety and property of the City, and to meet appropriations
made.
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a four -fifths vote of the members
of the Commission.
