PLUS INTEREST, FROM AD VALOREM TAXES OVER A PERIOD NOT TO EXCEED 25 YEARS, FOR THE PURPOSE OF IMPROVING AND REBUILDING THE MIAMI ORANGE BOWL MEMORIAL STADIUM AT ITS PRESENT SITE IN ORDER TO PROVIDE A MAJOR LEAGUE FOOTBALL AND/ OR BASEBALL STADIUM AND ALL FACILITIES ATTENDANT THERETO.
